Evaluation of agency like Rajasthan Housing board
Housing board evaluation should be ongoing and in accordance with the strategic and operational plans. Evaluations are required by state government as verification that the RHB are indeed helping citizens and meeting stated goals
There are two approaches for evaluation
· Process-Based Evaluation

Measures the implementation of housing projects
•
Enables long-term assessment of efficiency and project delivery
•
Examples:
§ Cost-benefit analysis
§ Efficiency of service analysis
· Outcomes-Based Evaluation
•
Measures the impact of housing projects
•
Uses questions about project activities that relate back to the needs of your constituents
•
Examples:
§ Changes in client behavior, actions, attitudes
§ Intermediate and long-term changes in community values
One should use both types of approaches

Participatory evaluation approach
Who ? Community members, project staff, facilitator
What ? People identify their own indicators of success, which may include production outputs
How ? Self-evaluation; simple methods adapted to local culture; open, immediate sharing of results through local involvement in evaluation processes
When ? More frequent, small-scale evaluations
Why ? To empower local people to initiate, control and take corrective action
