The configuration and relationship among various planning units of urban area e.g. 3 to 5 housing clusters form a neighborhood , 3-5 neighborhoods constitute a community , 3-5 communities form a districts and 3-5 districts comprise a city where each planning units has a centre such as cluster centre, community centre , district centre and city centre respectively accommodating commercial and socio-cultural activities as per respective hierarchy and population served
