Imposition of Special Water Cess : The Truth of Collection and Spending

Very few people know that the Government collects cess on water consumed by persons carrying on industries and by local authorities. The cess was imposed by a Central Act called The Water (Prevention and Control of Pollution) Cess Act, 1977 passed by the Parliament which came into force on 7th December 1977. The cess is collected to augment the resources of Pollution Control Boards of the Central and State Governments so that they may actively work for the prevention and control of water pollution. These Boards were constituted under the Water (Prevention and Control of Pollution) Act 1974. The Act of 1974 defines pollution which means such contamination of water or such alteration of the physical, chemical or biological properties of water or such discharge of any sewage or trade effluent or of any other liquid, gaseous or solid substance into water (whether directly or indirectly) as may, or is likely to, create a nuisance or render such water harmful or injurious to public health or safety, or to domestic, commercial, industrial, agricultural or other legitimate uses, or to the life and health of animals or plants or of aquatic organisms.
