भारत सरकार की "Compliance Reduction and Deregulation" (Phase-II) के Priority Area-5 के अन्तर्गत मॉडल राजस्थान नगरीय क्षेत्र भवन विनियम-2025 में से एन.बी.सी (NBC) के सभी संदर्भहटाये जाने के क्रम में विभिन्न विनियमों को निम्नानुसार प्रतिस्थापित किया जाता है:-
In pursuance of Priority Area–5 under the Government of India’s “Compliance Reduction and Deregulation (Phase-II)” initiative, and for the purpose of removing all references to the National Building Code (NBC) from the Model Rajasthan Urban Area Building Regulations, 2025, the following regulations are hereby substituted as under:
1. विनियम 2.13:- भारतीय मानक संहिता (Indian Standard Code) से भारतीय मानक ब्यूरो, नई दिल्ली द्वारा प्रकाशित भारतीय मानक संहिता का प्रचलित संस्करण, अभिप्रेत है।
Regulation 2.13 Indian Standard Code shall mean the latest applicable edition of the Indian Standard Codes published by the Bureau of Indian Standards (BIS), New Delhi.
2. विनियम 2 परिभाषा के नोट का बिन्दु संख्या (ii) :- अन्य परिभाषायें जो यहां उल्लेखित नहीं है उनका वही अर्थ होगा जैसा उनके लिये भारतीय मानक संहिता में निर्धारित किया गया है।
Regulation 2 – Note under Definitions, Point (ii) Any definitions not specifically mentioned herein shall carry the same meaning as assigned to them in the relevant Indian Standard Codes.
3. विनियम 4.6.2 कोंचिग सेन्टर (Coaching Centre) का बिन्दु संख्या (x) कोचिंग सेन्टरों हेतु
प्रस्तावित भवनों में अग्निशमन एवं सुरक्षा सम्बन्धित समस्त प्रावधानों की पालना राज्य सरकार द्वारा इस सम्बन्ध में जारी आदेश दिनांक 14.09.2023 एवं अग्निशमन व सुरक्षा से संबंधित समय-समय पर जारी आदेशों के अनुसार सुनिश्चित की जानी होगी एवं कोंचिग सेन्टर हेतु अग्निशमन विभाग से अनापत्ति प्राप्त किया जाना आवश्यक होगा।
Regulation 4.6.2 – Coaching Centre, Point (x) In buildings proposed for coaching centres, compliance with all fire-fighting and safety provisions shall be ensured in accordance with the State Government Order dated 14.09.2023 and any subsequent orders issued from time to time regarding fire and life safety. Obtaining a No Objection Certificate (NOC) from the Fire Department shall be mandatory for coaching centres.
4. विनियम 5.4 बहुमंजिला भवनों के निर्माण हेतु सामान्य नियम का बिन्दु संख्या (ii) :-बहुमंजिले भवनों के समस्त मापदण्ड इन विनियमों के अनुसार रखे जाने होगें एवं शेष मापदण्ड संबंधित भारतीय मानक संहिता (इण्डियन स्टेण्डर्ड कोड) के अनुसार रखे जाने होंगे।
Regulation 5.4 – General Rules for Construction of High-Rise Buildings, Point (ii) All parameters for high-rise buildings shall conform to these Regulations, and all other parameters shall conform to the relevant Indian Standard Codes.
5. विनियम 5.4 का बिन्दु संख्या (xiii) बहुमंजिला भवनों में अग्निशमन संबंधित प्रावधान राज्य सरकार द्वारा इस सम्बन्ध में जारी आदेश दिनांक 14.09.2023, संबंधित भारतीय मानक संहिता (इण्डियन स्टेण्डर्ड कोड) एवं अग्निशमन व सुरक्षा से संबंधित समय-समय पर जारी आदेशों के अनुसार रखे जाने आवश्यक होंगे जिसकी समस्त जिम्मेदारी विकासकर्ता की होगी। भवन निर्माण पूर्ण हो जाने के पश्चात अधिवास प्रमाण-पत्र जारी करने से पूर्व स्थाई अग्निशमन अनापत्ति प्रमाण-पत्र प्रस्तुत करना आवश्यक होगा।
Regulation 5.4 – Point (xiii) Fire safety provisions in high-rise buildings shall conform to the State Government Order dated 14.09.2023, the relevant Indian Standard Codes, and all subsequent orders relating to fire and life safety. Responsibility for compliance shall rest entirely with the developer. Before issuance of the Occupancy Certificate, a Permanent Fire NOC shall be submitted.
विनियम 5.4 का बिन्दु संख्या (xv) बहुमंजिला भवन प्रस्तावित होने पर IS 1893, IS 13920,
IS 4326, IS 13827, IS 13828, IS 13935 एवं अन्य संबंधित भारतीय मानक संहिता (इण्डियन स्टेण्डर्ड कोड) के अनुसार भूकम्परोधी प्रावधानों पालना किये जाने बाबत् भू-स्वामी, वास्तुविद् एवं संरचना अभियन्ता का संयुक्त शपथ पत्र लिया जाना आवश्यक होगा।
Regulation 5.4 – Point (xv) Where a high-rise building is proposed, a joint affidavit by the landowner, architect, and structural engineer shall be obtained confirming compliance with seismic-resistant provisions as per IS 1893, IS 13920, IS 4326, IS 13827, IS 13828, IS 13935, and other relevant Indian Standard Codes.
विनियम 6.3 सीढियाँ (जीना) व गलियारा (Stairs and Corridor) का बिन्दु संख्या (i): निकासी के सभी बिन्दु यथा बरामदों, दरवाजों, सीढियों, सीढी का तल्ला व चढ़ाई, खुर्रा (ढलान) आदि की चौड़ाई व दूरी अग्निशमन एवं सुरक्षा सम्बन्धित राज्य सरकार द्वारा जारी आदेश दिनांक 14.09.2023 एवं अग्निशमन व सुरक्षा से संबंधित समय-समय पर जारी आदेशों के अनुसार रखी जावें।
Regulation 6.3 – Stairs and Corridor, Point (i) The width and travel distance of all means of egress, including verandahs, doors, staircases, stair treads and risers, ramps, etc., shall be provided in accordance with the State Government Order dated 14.09.2023 and subsequent orders issued regarding fire and life safety.
विनियम 6.4 लिफ्ट, एस्केलेटर एवं मैकेनिकल कार लिफ्ट (Lift, Escalator and Mechanical Car Lift) का बिन्दु संख्या (ii): भवनों में लिफ्ट, एस्केलेटर एवं मैकेनिकल कार लिफ्ट से संबंधित मानदण्ड भारतीय मानक संहिता (इण्डियन स्टेण्डर्ड कोड) IS 17900 (Part 1 to 7) for Lifts, IS 15785 for Machine room less lifts, IS 4591 for Escalators एवं उक्त के संबंध में समय-समय पर जारी आदेशों / संशोधनों के अनुसार होंगे।
Regulation 6.4 – Lift, Escalator and Mechanical Car Lift, Point (ii) Standards relating to lifts, escalators, and mechanical car lifts shall comply with:
Regulation 6.5 – Basement, Point (xii) Adequate arrangements for entry and exit in basement parking floors shall be mandatory in accordance with the State Government Order dated 14.09.2023, the relevant Indian Standard Codes, and subsequent fire and life safety orders.
विनियम 7.1 जल सेवाएँ (Water Service) व्यवस्थायें भारतीय मानक संहिता (इण्डियन अनुरूप की जानी होगी। भवन में जल संबंधी आवश्यकताएँ एवं विभिन्न स्टेण्डर्ड कोड) IS 2065, IS 1172, IS 6044 के
Regulation 7.1 – Water Services Water service arrangements shall conform to Indian Standard Codes IS 2065, IS 1172, and IS 6044. Building water requirements and related provisions shall be designed accordingly.
विनियम 7.4 सैप्टिक टैंक (Septic Tank) सभी मल-जल निकासी स्थानीय निकाय के मल-जल व्यवस्था की लाईनों से जुड़े हुए होंगे। जहाँ इस प्रकार की व्यवस्था उपलब्ध नहीं है वहाँ भूमिगत सैप्टिक टैंक /सोक-पिट भूखण्ड के अन्दर देने की व्यवस्था करनी होगी। नलकारी एवं जल-मल निकास सेवायें भारतीय मानक संहिता (इण्डियन स्टेण्डर्ड कोड) IS 2065, IS 1172, IS 1742, IS 6044 के अनुरूप होंगी।
Regulation 7.4 – Septic Tank All sewage disposal systems shall be connected to the sewerage network of the local authority. Where such facilities are not available, underground septic tanks/soak pits shall be provided within the plot. Plumbing and drainage services shall conform to IS 2065, IS 1172, IS 1742, and IS 6044.
विनियम 7.7 In- Building Solution for Common Telecom Infrastructure (CTI) का द्वितीय पैरा :- For Common Telecom Infrastructure (CTI) in building the provision of IBS components shall be as per relevant IS code/ Relevant Standards prescribed by Department of Telecom, Ministry of Communication.
Regulation 7.7 – In-Building Solution for Common Telecom Infrastructure (CTI) (Second Paragraph) For Common Telecom Infrastructure (CTI) in buildings, the provision of IBS components shall be as per the relevant Indian Standards or other standards prescribed by the Department of Telecommunications, Ministry of Communications.
विनियम 10. अन्य प्रावधान (Other Provisions) का बिन्दु संख्या 6. भवन का संरचनात्मक अभिकल्पन एवं सुरक्षा संबंधित प्रावधान, नलकारी एवं जल, मल निकास सेवायें, भवन निर्माण में आंतरिक मानदण्ड बाबत में जिन विषयों पर ब्यौरा यहां नहीं दिया गया है, वे संबंधित भारतीय मानक संहिता (इण्डियन स्टेण्डर्ड कोड) के अनुसार होगा।
Regulation 10 – Other Provisions, Point 6 Matters relating to structural design and safety, plumbing, water supply, sewerage services, and internal building standards for which details are not provided in these Regulations shall be governed by the relevant Indian Standard Codes.
16.6 पंजीकृत वास्तुविद्/ तकनीकीविद् का दायित्व के बिन्दु संख्या 1 का प्रथम पैरा-पंजीकृत तकनीकीविद् का दायित्व होगा कि भवन के निर्माण की अनुज्ञा दिये जाने / पूर्णता/अधिवास प्रमाण पत्र दिये जाने की अवस्था में भवन का संरचनात्मक अभिकल्पन एवं सुरक्षा संबंधी व्यवस्था एवं भवन में अपेक्षित सभी सेवाएं इन भवन विनियमों तथा जहां कहीं भी इन विनियमों में अपेक्षित है संबंधित भारतीय मानक संहिता (इण्डियन स्टेण्डर्ड कोड) व नेशनल इलेक्ट्रिसिटी कोड के अनुसार निष्पादित करे।
Regulation 16.6 – Responsibilities of Registered Architect/Technical Professional, Point 1 (First Paragraph) It shall be the responsibility of the registered technical professional to ensure that, at the stage of grant of building permission and issuance of Completion/Occupancy Certificates, the structural design, safety provisions, and all required services in the building comply with these Building Regulations and, wherever required, with the relevant Indian Standard Codes and the National Electrical Code.
Substitution of Clauses in Form–D of the Building Regulations
भवन विनियम के प्रारूप-द के निम्न बिन्दुओं को निम्नानुसार प्रतिस्थापित किया जाता हैः-
The following clauses shall be substituted as under:
4. मेरे द्वारा भवन निर्माण करते समय भवन विनियम / संबंधित भारतीय मानक संहिता (इण्डियन स्टेण्डर्ड कोड) / Central Electricity Authority Regulations, 2023 for Solar Rooftop / राज्य सरकार द्वारा अग्निशमन के संबंध में जारी आदेश दिनांक 14.09.2023 एवं अग्निशमन व सुरक्षा से संबंधित समय-समय पर जारी आदेशों के अनुसार सोलर पैनल/वर्षा जल संग्रहण / राजस्थान विद्युत एनर्जी कन्जर्वेशन बिल्डिंग कोड/अग्निशमन / पर्यावरण संरक्षण/ हरित क्षेत्र/ठोस कचारा निस्तारण आदि की सुनिश्चितता की जावेगी एवं राज्य सरकार द्वारा समय-समय पर जारी आदेशों एवं परिपत्रों की पालना भी की जावेगी।
4. During construction of the building, I shall ensure compliance with the Building Regulations, relevant Indian Standard Codes, Central Electricity Authority Regulations, 2023 for Solar Rooftop Systems, the State Government Order dated 14.09.2023 relating to fire safety, and subsequent fire and life safety orders. Compliance shall also be ensured regarding solar panels, rainwater harvesting, Rajasthan Energy Conservation Building Code, fire safety, environmental protection, green areas, solid waste management, and all orders and circulars issued by the State Government from time to time.
5. मेरे द्वारा अग्निशमन संबंधी आवश्यक मानदण्डों की अनुपालना राज्य सरकार द्वारा जारी आदेश दिनांक 14.09.2023 एवं अग्निशमन व सुरक्षा से संबंधित समय-समय पर जारी आदेशों के अनुसार की जावेगी एवं अधिवास प्रमाण-पत्र के आवेदन के साथ अग्निशमन विभाग का स्थाई अनापत्ति प्रमाण पत्र प्रस्तुत कर दिया जावेगा।
5. I shall comply with all prescribed fire safety standards in accordance with the State Government Order dated 14.09.2023 and subsequent fire and life safety orders. A Permanent No Objection Certificate issued by the Fire Department shall be submitted along with the application for the Occupancy Certificate.
परियोजना में आग से बचाव हेतु इन भवन विनियमों के प्रावधान अनुसार शरण क्षेत्र प्रस्तावित किया गया है, को अन्य उपयोग अथवा कमरों में शामिल नही किया जावेगा। (यदि लागू हो तो)
The refuge area provided in the project in accordance with these Building Regulations for fire safety purposes shall not be converted to any other use or merged into rooms or other occupancies. (Where applicable.)

16.6 पंजीकृत वास्तुविद्/ तकनीकीविद् का दायित्व के बिन्दु संख्या 1 का प्रथम पैरा-पंजीकृत तकनीकीविद् का दायित्व होगा कि भवन के निर्माण की अनुज्ञा दिये जाने / पूर्णता/अधिवास प्रमाण पत्र दिये जाने की अवस्था में भवन का संरचनात्मक अभिकल्पन एवं सुरक्षा संबंधी व्यवस्था एवं भवन में अपेक्षित सभी सेवाएं इन भवन विनियमों तथा जहां कहीं भी इन विनियमों में अपेक्षित है संबंधित भारतीय मानक संहिता (इण्डियन स्टेण्डर्ड कोड) व नेशनल इलेक्ट्रिसिटी कोड के अनुसार निष्पादित करे।
Regulation 16.6 – Responsibilities of Registered Architect/Technical Professional, Point 1 (First Paragraph) It shall be the responsibility of the registered technical professional to ensure that, at the stage of grant of building permission and issuance of Completion/Occupancy Certificates, the structural design, safety provisions, and all required services in the building comply with these Building Regulations and, wherever required, with the relevant Indian Standard Codes and the National Electrical Code.
Substitution of Clauses in Form–D of the Building Regulations
भवन विनियम के प्रारूप-द के निम्न बिन्दुओं को निम्नानुसार प्रतिस्थापित किया जाता हैः-
The following clauses shall be substituted as under:
4. मेरे द्वारा भवन निर्माण करते समय भवन विनियम / संबंधित भारतीय मानक संहिता (इण्डियन स्टेण्डर्ड कोड) / Central Electricity Authority Regulations, 2023 for Solar Rooftop / राज्य सरकार द्वारा अग्निशमन के संबंध में जारी आदेश दिनांक 14.09.2023 एवं अग्निशमन व सुरक्षा से संबंधित समय-समय पर जारी आदेशों के अनुसार सोलर पैनल/वर्षा जल संग्रहण / राजस्थान विद्युत एनर्जी कन्जर्वेशन बिल्डिंग कोड/अग्निशमन / पर्यावरण संरक्षण/ हरित क्षेत्र/ठोस कचारा निस्तारण आदि की सुनिश्चितता की जावेगी एवं राज्य सरकार द्वारा समय-समय पर जारी आदेशों एवं परिपत्रों की पालना भी की जावेगी।
4. During construction of the building, I shall ensure compliance with the Building Regulations, relevant Indian Standard Codes, Central Electricity Authority Regulations, 2023 for Solar Rooftop Systems, the State Government Order dated 14.09.2023 relating to fire safety, and subsequent fire and life safety orders. Compliance shall also be ensured regarding solar panels, rainwater harvesting, Rajasthan Energy Conservation Building Code, fire safety, environmental protection, green areas, solid waste management, and all orders and circulars issued by the State Government from time to time.
5. मेरे द्वारा अग्निशमन संबंधी आवश्यक मानदण्डों की अनुपालना राज्य सरकार द्वारा जारी आदेश दिनांक 14.09.2023 एवं अग्निशमन व सुरक्षा से संबंधित समय-समय पर जारी आदेशों के अनुसार की जावेगी एवं अधिवास प्रमाण-पत्र के आवेदन के साथ अग्निशमन विभाग का स्थाई अनापत्ति प्रमाण पत्र प्रस्तुत कर दिया जावेगा।
5. I shall comply with all prescribed fire safety standards in accordance with the State Government Order dated 14.09.2023 and subsequent fire and life safety orders. A Permanent No Objection Certificate issued by the Fire Department shall be submitted along with the application for the Occupancy Certificate.
परियोजना में आग से बचाव हेतु इन भवन विनियमों के प्रावधान अनुसार शरण क्षेत्र प्रस्तावित किया गया है, को अन्य उपयोग अथवा कमरों में शामिल नही किया जावेगा। (यदि लागू हो तो)
The refuge area provided in the project in accordance with these Building Regulations for fire safety purposes shall not be converted to any other use or merged into rooms or other occupancies. (Where applicable.)
