The Public Health Engineering Department (PHED) is the principal agency at State level for planning and implementation of water supply and sanitation programmes. In a number of States, statutory Water Supply and Sanitation Boards (WSSBs) have taken over the functions of the PHEDs. The basic objectives for creation of WSSBs have been to bring in the concept of commercialization of the water supply and sanitation sector management and more accountability.
