Executive Summary 
The main objectives of the study are :

a) Identify critical factors and parameters responsible for effective plan implementation.
b) Objective review of the master plan in terms of its objectives. urban growth and development.
C) Obtain views of professionals, bureaucrats and policy makers on development planning process and its implementation.
d) Assessment on usage of new management techniques and tools for implementation, and
e) Search for alternative scenarios to enhance implementation capabilities of a master plan
