The Calcutta Improvement Act – 1911-The Calcutta Improvement Act came into force on the 2nd January 1912. The Calcutta Improvement Trust (now Kolkata Improvement Trust) set up under the Calcutta Improvement Act, 1911 has played a major role in improving the urban pattern of the city.
BOMBAY TOWN PLANNING ACT, 1954- The statutory powers regarding planning were embodied under the Bombay Town Planning Act, 1915, which was in force till its replacement by the Bombay Town Planning Act, 1954. The Act of 1954 generally incorporated the provisions of Bombay Town Planning Act, 1915, and in addition made it obligatory on every local authority (barring village panchayats ) to prepare a development plan for the entire area within its jurisdiction. The object of the Act was to prepare Town Planning Schemes by the Local Authority and to recover the betterment levy.
Special Features of the Town Planning Scheme were land pooling, redistribution, unified control by local authority, levy of betterment contribution, freezing of land value and financial forecast. It was made obligatory for the local authority to prepare a Development Plan within specified time limit for the approval of the State Government.
