A work plan is essentially a project management plan. When done properly, your work plan will clearly articulate and outline the steps needed to achieve a department-level or organization-level end goal by baking in milestones, deliverables, resources, budgetary requirements and a timeline to weave it all together.
No matter how good the original plan is, there will always be some deviation during implementation. This should be anticipated, and the aim of project management is to track this deviation, make sure it stays within the scope of the project, and redirect activities to get back on track
