14.3. Special Provisions Related to Buildings:

14.3. भवन सम्बन्धी विशेष प्रावधानः

The appropriate facilities for specially-abled individuals in the building will be as follows:

विशेष योग्यजन व्यक्तियों के लिये भवन संबंधी संगत सुविधाये इस प्रकार होगी

1) Access route up to the floor level of the chair:

1) कुर्सी तल तक पहुंच मार्ग:

For public offices and commercial buildings as mentioned above, a separate entrance door must be present for the coming and going of specially-abled individuals, and it should be clearly shown with signs. A sloping staircase path will be created to reach this entrance door.

सार्वजनिक कार्यालय एवं जन उपयोग के वाणिज्यिक भवनो जैसा ऊपर उल्लेखित है मे विशेष योग्यजन के आने जाने के लिये एक प्रवेश द्वार अवश्य होना चाहिए और उसे स्पष्ट रूप से संकेतों के साथ दर्शाया जाना चाहिए। इस प्रवेश द्वार तक पहुंचने के लिये ढलान-सह सीढीदार रास्ता बनाया जाएगा।

(i) Sloping access path: The sloping access path to the building will be made with a sloping surface using graded material. The maximum slope of the surface will be 1:12, with a minimum width of 1800 mm. The length of the slope will not be more than 9.0 meters. There will be a minimum of 800 mm high railings on both sides of the slope, which will protrude 300 mm outwards from the upper and lower edges of the slope. The distance between the railing and the adjacent wall will be a minimum of 50 mm.

(i) ढलानदार पहुंच मार्गः भवन में प्रवेश हेतु ढलान तल खुरदरी सामग्री से बनाया जाएगा। ढलान की चौड़ाई अधिकतम 1:12 ढाल देते हुए, न्यूनतम 1800 मि.मी. की होगी, ढलान की लम्बाई 9.0 मीटर से अधिक नहीं होगी, तथा इसके दोनों किनारों पर न्यूनतम 800 मि.मी. ऊंची रेलिंग होगी, जो ढाल के ऊपरी व निचले सिरे से 300 मि.मी. बाहर निकली हुई होगी। निकट की दीवार से रेलिंग के बीच न्यूनतम 50 मि. मी. तक का फासला होगा।

(ii) Staircase access path: The landing (the place where the foot is placed on the stairs) for the staircase access path will not be less than 300 mm, and the height of the landing will be a minimum of 150 mm. Similarly to the sloping access path, a minimum of 800 mm high railings will be installed on both sides of the staircase access path.

(ii) सीटीदार मार्गः सीढ़ीदार पहुंच च मार्ग हेतु पैडी (सीढ़ी पर पैर रखने की जगह) 300 मि.मी. से कम नहीं होगी और पैड़ी की ऊंचाई न्यूनतम 150 मि.मी. तक की होगी। ढलानदार पहुंच मार्ग की ही तरह सीढीदार प्रवेश मार्ग के दोनों तरफ न्यूनतम 800 मि.मी. ऊंची रेलिंग लगायी जायेगी।

(ii) Entrance/Exit Door: The minimum clearance of the entrance door will be 900 mm and there will be no step or ramp in it for easy access of wheelchair users. The threshold will not be raised more than 12 mm.

(ii) प्रवेश / निकास द्वारः प्रवेश द्वार का न्यूनतम फाट (खुलाव) 900 मि.मी. होगा तथा व्हील चेयर के आसान आवागमन की दृष्टि से उसमें कोई पैडी पायदान नहीं होगा। दहलीज 12 मि.मी. से अधिक उठी हुई नहीं होगी ।।

(iv) Getting on and off vehicles: The place for getting on and off the vehicle will be located near the slope, with a minimum area of 1800 mm x 2000 mm. The surface material attached to the slope will be colorful and different from the surrounding area, and will provide various audio signals for guiding visually impaired individuals.

(iv) वाहन से उतरना चढ़नाः वाहन से उतरने चढ़ने का स्थल ढलान के निकट रखा जाएगा, जिसका न्यूनतम क्षेत्रफल 1800 मि.मी. x 2000 मि.मी. होगा। दलान संलग्न उतरने चढने का स्थल ऐसी फर्श सामग्री का होगा, जो कमजोर नजर वाले व्यक्तियों को प्रेरित/निर्देशित कर उसके (ये फर्श सामग्री रंगीन होगी, जिसकी रंग एव चमक आस पास के क्षेत्र की फर्श सामग्री से भिन्न हो और जिसमें कमजोर नजर वाले व्यक्तियों के पथदर्शन के लिये भिन्न प्रकार के ध्वनि संकेतों का प्रावधान हो) ।

2) A corridor connecting entry/exit points for special needs individuals:

2) विशेष योग्यजनों हेतु प्रवेश/निकास द्वारों को जोड़ने वाला गलियारा:

This is a corridor that connects entry/exit points for special needs individuals and leads directly to the relevant building. It may provide information on the use of the building for visually impaired individuals either by a person or through signals. It will be:

विशेष योग्यजन हेतु प्रवेश/निकास द्वारों को जोड़ने तथा सीधे बाहर की ओर उस स्थान तक ले जाने वाला गलियारा, जहां पर कमजोर नजर वाले व्यक्तियों को संबंधित भवन के उपयोग की जानकारी या तो किसी व्यक्ति द्वारा या संकेतों द्वारा मुहैया कराई जा सकती हो, इस प्रकार का होगा:

(a) Equipped with a tactile path-guiding system or a device that emits signals for directional guidance for visually impaired individuals at ground level.

(क) उसमें कमजोर नजर वाले व्यक्तियों के दिशा निर्देशन हेतु तल पर ही “पथ दर्शी ध्वन्यात्मक व्यवस्था की जाए या कोई यंत्र लगाया जाए, जिससे ध्वनि संकेत दिये जा सके।

(b) The minimum width of the corridor will be 1500 mm.

(ख) गलियारे की न्यूनतम चौडाई 1500 मि.मी. होगी।

(c) Sloped ramps with a gradient of 1:12 will be constructed in situations where the floor level varies.

(ग) ऊंचा नीचा तल बनाये जाने की स्थिति में 1:12 दाल वाले ढलान बनाये जायेंगे।

(d) Railings will be installed on the sloped ramps.

(घ) ढलानलान मार्गों पर रेलिंग लगायी जायेगी।
