14.3(3)to(7) Special Provisions Related to Buildings:
14.3(3)to(7). भवन सम्बन्धी विशेष प्रावधानः
3) For stairway routes and specifically suitable entryways for stairs, the following provisions will be implemented in the path near the entryway:
3) सीढ़ीदार मार्ग, सीढ़ी वाले मार्गों में से विशेष योग्यजन हेतु प्रवेशानिकास द्वार के निकट के मार्ग में निम्नलिखित प्रावधान होंगे।
(a) The minimum width will be 1350 mm.
(क) न्यूनतम चौडाई 1350 मि.मी. होगी।
(b) The riser and tread of the stairs will not exceed 150 mm and 300 mm respectively, and the treads corner of the stairs will not be blunt or pointed.
(ख) सीढी की ऊंचाई और चौडाई क्रमशः 150 मि.मी. व 300 मि.मी. से अधिक नहीं होगी और पैडी के सिरे चिकने-नुकीले नहीं होंगे।
(c) There will be no more than 1:12 stairs in a flight.
(ग) एक उठान सीढी (Flight) में 1:12 से अधिक सीढियां नहीं होगी।
(d) Both sides of the stairs will have railings and they will protrude 300 mm above the stairs.
(घ) सीढियों के दोनों तरफ रेलिंग लगायी जायेगी तथा ये पूरी सीढ़ी पर ऊपर से नीचे तक 300 मि.मी. बाहर निकली हुई होगी।
4) Lift: Where lifts are required according to these rules, there must be at least one lift with a capacity of 13 persons designed by the Bureau of Indian Standards for wheelchair users. It should have the following dimensions:
| Inside depth – 1100 mm |
| Inside width – 2000 mm |
| Entrance door width – 900 mm. |
4) लिफ्ट: जहां कहीं इन विनियमों के अनुसार लिफ्ट आवश्यक हैं, वहां कम से कम एक लिफ्ट पहियेदार कुर्सी प्रयोक्ता हेतु होगी। इस प्रयोजनार्थ लिफ्ट के लिये संस्तुत ढांचा भारतीय मानक ब्यूरो द्वारा न्यूनतम 13 व्यक्तियों की क्षमता वाली लिफ्ट के अनुसार आवश्यक होगा जो कि निम्नानुसार हैं।
| अन्दर की गहराई – 1100 मि.मी. |
| अन्दर की चौड़ाई – 2000 मि.मी. |
| प्रवेश द्वार की चौड़ाई – 900 मि.मी. |
(a) The lift will have sound signals indicating the opening and closing of the lift doors for passengers entering or exiting the lift.
(क) लिफ्ट के अन्दर ध्वनि संकेत होंगे, जो लिफ्ट पहुंचने वाले तल तथा लिफ्ट से बाहर-भीतर जाने-आने हेतु लिफ्ट द्वार के खुलने या बन्द होने का संकेत देंगे।
5) Toilets : There will be one spacious and special toilet in the toilet set for the specially abled, which will have a washbasin near the toilet door according to the facilities provided.
5) शौचालयः शौचालय सेट में एक कमोडदार शौचालय विशेष योग्यजनों के लिये होगा, जिसमें विशेष योग्यजनों की सुविधा के अनुसार, शौचालय द्वार के निकट वाश बेसिन होगा।
(a) The minimum size of this toilet will be 1500 mm x 1750 mm.
(क) इस शौचालय का न्यूनतम आकार 1500 मि.मी. x1750 मि.मी. होगा।
(b) The minimum opening of the door will be 900 mm and it will open outwards.
(ख) दरवाजे का न्यूनतम फाट 900 मि.मी. होगा तथा यह बाहर की ओर खुलेगा।
(c) A well-installed vertical / horizontal railing will be placed at a distance of 50 mm from the wall in the restroom.
(ग) शौचालय में दीवार से 50 मि.मी. की दूरी पर अच्छी तरह खड़ी/समानान्तर रेलिंग लगी होगी।
(d) The height of the toilet seat will be 500 mm above the floor.
(घ) कमोड की सीट धरातल से 500 मि.मी. ऊंचा होगी।
6)Drinking water: Provision of drinking water will be made near the toilets used by special users.
6) पेयजल: विशेष योग्यजनों के लिये पेयजल की व्यवस्था उनके इस्तेमाल वाले शौचालयों के निकट ही की जाएगी।
7) Building Design for Children: In buildings solely for children’s use, attention must be paid to the height of children and railing and decorative amenities must be adjusted accordingly. In addition, provision should be made for a baby/nursing room or child care room.
7) बच्चों के लिये भवन डिजाइने: पूर्णतः बच्चों के उपयोग के भवनों (बाल भवनों) में बच्चों के कद आदि को ध्यान में रखकर रेलिंग व सजावटी सुविधा साधनों में घट-बढ़ करना जरूरी होगा। साथ ही शिशुओं हेतु बाल नर्सिग रूम/चाइल्ड केयर रूम का प्रावधान किया जाना होगा।
