14 Special facilities for specially abled people
14 विशेषयोग्य जनों के लिये विशेष सुविधाः
In the proposed area for public use, other than buildings for independent housing, special facilities will be provided for persons with disabilities, including the following:
स्वतंत्र आवास के भवनों को छोड़कर अन्य सभी भवनों तथा फ्लैट्स/गुरप हाउसिंग के प्रोजेक्ट मैं सार्वजनिक उपयोग हेतु प्रस्तावित क्षेत्र में शारीरिक रूप से विशेष योग्यजन व्यक्तियों हेतु निम्न सुविधा प्रदान करना होगा:-
14.1. Access Path/ Walkway:
The path from the building compound gate and the ground parking to the entrance door of the building will be flat, without stairs, and at least 1800 mm wide. If a slope is constructed, its gradient will not be more than 5 percent. The floor will be made of material that motivates or directs individuals with weak vision (the floor material will be colorful, with colors and brightness different from surrounding areas, and with various audible signals for guiding people with weak vision). The floor will not be slippery, and its structure will allow easy movement of wheeled chairs, with any turns being consistent with the regular ground floor.
14.1. प्रवेश पथ / उप पथ:
भवन परिसर द्वार तथा भूतल पार्किंग से भवन के प्रवेश द्वार तक पथ समतल, सीढ़िया- रहित और न्यूनतम 1800 मि.मी. चौड़ा होगा। यदि कोई ढलान बनायी जाती है तो उसकी ढाल 5 प्रतिशत से अधिक नहीं होगी। फर्श निर्माण में ऐसी सामग्री का इस्तेमाल किया जायेगा, जो कमजोर नजर वाले व्यक्तियों को भली भांति प्रेरित या निर्देशित करने वाली हो (ये फर्श सामग्री रंगीन होगी, जिसका रंग एवं चमक आसपास के क्षेत्र की सामग्री से भिन्न हो और जिसमें कमजोर नजर वाले व्यक्तियों के पथदर्शन के लिये भिन्न प्रकार के ध्वनि संकेतों का प्रावधान हो)। धरातल फिसलन रहित होगा तथा उसकी बनावट ऐसी होगी जिस पर पहियेदार कुर्सी आसानी से चल सके, जो भी मोड़ बनाये जायेंगे सामान्य घरातल के अनुरूप होंगे।
14.2. Parking space for vehicles:
14.2 वाहन ठहराव (पार्किंग) स्थल:
The following arrangements will be made for parking the vehicles of persons with disabilities:
विशेष योग्यजन व्यक्तियों के वाहनों की पार्किंग हेतु निम्नलिखित व्यवस्था की जाएगी:
(a) Near the entrance to the compound, a ground-level parking lot for two cars will be built for the vehicles of persons with disabilities, which will be located at a pedestrian distance of no more than 30.0 meters from the building entrance door.
(क) विशेष योग्यजनों के वाहनों के लिये परिसर प्रवेश के निकट, दो कारों के लायक भूतल पार्किंग बनाया जाएगा, जो भवन के प्रवेश द्वार से अधिकतम 30.0 मीटर की पैदल दूरी पर होगा।
(b) The minimum width of the parking space will be 3.6 meters.
(ख) पार्किंग जगह की न्यूनतम चौडाई 3.6 मीटर होगी।
(c) A notice stating “Reserved for wheelchair users” will be written in large clear letters in that space.
(ग) उस स्थान पर “पहियेदार कुर्सी प्रयोक्ताओं हेतु आरक्षित होने की सूचना बड़े साफ अक्षरों में लिखी जाएगी।
(d) A sign or device will be installed at the parking spot that gives audio instructions for visually impaired individuals, or any other arrangements with the same purpose will be made.
(घ) पार्किंग स्थल पर ऐसा कोई संकेत या यंत्र लगाया जाएगा, जो कमजोर नजर वाले व्यक्तियों के मार्गदर्शन हेतु ध्वनि सूचना देने वाली हो अथवा इसी प्रयोजन वाली कोई अन्य व्यवस्था की जाएंगी।
