19.5. पंजीकृत तकनीकीविद का दायित्व (Responsibility of Registered Architect)-
19.5.1 The responsibility of a registered architect shall be to ensure that the structural design, safety provisions, and expected services in the building, wherever required under these regulations, are carried out in accordance with the National Building Code of India and National Electricity Code, during the construction of the building. If any violation of regulations occurs, the responsibility for such violation shall lie with the building constructor/owner. It shall also be the responsibility of the registered architect to report any unauthorized construction to the local authority from time to time until the building construction is complete.
19.5.1 पंजीकृत तकनीकीविद का दायित्व होगा कि भवन के निर्माण की अनुना दिये जाने की अवस्था में भवन का संरचनात्मक अभिकल्पन एवं सुरक्षा संबंधी व्यवस्था एवं भवन में अपेक्षित सभी सेवाएं जहां कहीं भी इन विनियमों में अपेक्षित है, नेशनल बिल्डिंग कोड ऑफ इण्डिया व नेशनल इलेक्ट्रिसिटी कोड के अनुसार निष्पादित करे भवन निर्माण यदि विनियमों का उल्लंघन किया जाता है तो उल्लंघन की जिम्मेदारी भवन निर्माता/ अनुगाधारी की होगी। पंजीकृत तकनीकीविद यह भी दायित्व होगा कि भवन निर्माण पूर्ण होने तक यदि कोई अवैध निर्माण किया जाता है तो समय समय पर स्थानीय निकाय को सूचित करें।
19.5.2 The registered architect mentioned above will also be authorized to sign other urban planning related maps such as site maps, subdivision/reorganization maps, layout plans (as per capacity) etc. and present them for approval to the urban local body.
19.5.2 उक्त पंजीकृत तकनीकीविद नगरीय निकायों से संबंधित अन्य नगर नियोजन संबंधी मानचित्र यथा स्थल मानचित्र, उपविभाजन/पुनर्गठन मानचित्र, ले-आउट प्लान (सक्षमता के अनुरूप) आदि हस्ताक्षर करने एवं नगरीय निकाय की अनुमति हेतु प्रस्तुत करने हेतु भी अधिकृत होंगे।
19.5.3 For technical work related to urban planning, the aforementioned registered architects will periodically (at least every six months) organize an Orientation Workshop for skill up-gradation, where information on new techniques, new regulations etc. will be provided by the Chief Town Planner, Rajasthan and the work of registered architects will also be reviewed. After the review, orders for registration cancellation can also be given.
19.5.3 नगर नियोजन सम्बन्धी तकनीकी कार्यों हेतु उक्त पंजीकृत तकनीकीविदों का मुख्य नगर नियोजक, राजस्थान द्वारा समय समय पर (न्यूनतम प्रत्येक छह माह ) पर Orientation Workshop भी आयोजित कर Skill Up-gradation यथा नवीन तकनीक, नवीन नियमों आदि की जानकारी दी जावेगी एवं पंजीकृत तकनीकीविदों के कार्य की समीक्षा उपरान्त पंजीकरण निरस्तीकरण के आदेश भी दिये जा सकेंगे।
