10.11. पर्यावरण संरक्षण हेतु नियमः

10.11.1 Provision for increasing groundwater level through rainwater harvesting

10.11.1वर्षा के पानी द्वारा भू-गर्भ का जल स्तर बढ़ाना

The provisions of Section 73 (c) of the Rajasthan Urban Improvement Act, 1959, relating to the provision of rainwater harvesting, must be ensured. There is a provision for setting up a water harvesting unit/structure in the set-aside area in plots of 300 square meters or more to increase the groundwater level. In plots larger than 1000 square meters, appropriate provisions can be made for water recharging, land structure-based water recharging, or water conservation structures with the technical assistance of the local geological department or a specialist in this field. These structures can be periodically inspected by the local authority through the technical expertise of the subject specialist, and if there are any deficiencies, they must be rectified by the developer/residents’ welfare association (as applicable).

In urban areas where there is a water catchment area, it will not be mandatory to construct rainwater conservation structures in those catchment areas. After such catchment areas have been identified by the relevant authority/trust/municipal body, the above requirement will no longer be mandatory.

राजस्थान नगर सुधार अधिनियम, 1959 की धारा 73 (c) Provisionof Rain Water Harvesting के प्रावधानों की सुनिश्चितता की जानी होगी। 300 वर्गमीटर अथवा ज्यादा क्षेत्रफल के भूखण्डो में सेटवेक क्षेत्र में भू-गर्भ का जल स्तर बढ़ाने हेतु वाटर हार्वेस्टिंग इकाई/सरचना निर्मित करने का प्रावधान है। 1000 वर्गमीटर से बड़े भूखण्डो में वाटर रिचार्जिंग, भूमि की संरचना के मध्यनजर वाटर रिचार्जिंग संरचना अथवा जल संचयन संरचना के संबंध में समुचित प्रावधान स्थानीय भूविज्ञान विभाग के अथवा इस विषय के विशेषज्ञ के तकनीकी सहयोग से निर्धारित किये जा सकेगे। इन संरचनाओं की स्थानीय निकाय द्वारा तकनीकी विषय विशेषज्ञ के माध्यम से समयसमय पर जाँच करवायी जा सकेगी एवं तकनीकी जाँच उपरान्त कमिया होने पर विकासकर्ता/ रेजीडेन्स वेलफेयर एसोसिएशन (जैसा भी लागू हो) द्वारा सुधार करवाया जाना आवश्यक होगा।

जिन नगरीय क्षेत्रों में जल भराव क्षेत्र है, उन जल भराव क्षेत्रों में वर्षा जल संरक्षण संरचनाएं बनाना अनिवार्य नहीं होगा। संबंधित प्राधिकरण/न्यास/नगरीय निकाय द्वारा ऐसे क्षेत्र चिन्हित किये जाने के पश्चात उपरोक्त अनिवार्यता नहीं रहेगी।
