10.11.2 Treatment and Recycling of Waste Water

10.11.2 अपशिष्ट जल का शुद्विकरण एवं रिसाईकिलींग

For areas larger than 5000 square meters with facilities such as bathrooms and kitchens, it will be necessary to provide a system for the treatment and recycling of waste water. Toilet water will not be included in this process. The treated water can be used for gardening and flushing. The following measures must be taken for the treatment of waste water from bathrooms and kitchens:

5000 वर्ग मीटर तथा उस से बड़े भूखण्डो में स्नानागार तथा रसोई के अपशिष्ट जल (Waste Water) के शुद्धीकरण एवं रीसाई किलीग की व्यवस्था करनी होगी इसमें टॉयलेट से निकलने वाला जल शामिल नहीं होगा। इस प्रकार शुद्धीकृत जल का उपयोग बागवानी तथा फ्लश के उपयोग में ही लिया जा सकेगा। स्नानागार तथा रसोई के अपशिष्ट जल के शुद्धीकरण हेतु निम्नानुसार व्यवस्था करनी होगी –

1. A settling tank will be constructed with a capacity twice that of the expected amount of waste water.

1. सेटलिंग (Setthing-Tank) टैंक का निर्माण सम्भावित अपशिष्ट जल की मात्रा से दुगनी क्षमता का टेक बनाना होगा।

2. Chlorine or iodine will be used for disinfection.

2. शुद्धीकरण (Disinfection) हेतु क्लोरिन अथवा आयोडिन का उपयोग किया जायेगा।

3. Filters will be installed based on the quantity of waste water. Appropriate filters include activated charcoal, cellulose, or ceramic cartridges. Separate pipelines will be provided for this type of waste water, which will not be connected to the sewer line. The treated water will not be used for drinking. Failure to comply with these regulations will result in a penalty of Rs. 100/- per square meter for the first year. If the regulations are still not followed, the penalty amount will be doubled.

3. फिल्टर (Filters) अपशिष्ट जल की मात्रा के अनुसार फिल्टर लगाना होगा जो कि एक्टीव चारकोल, सेलूलोज, शिरामिक कार्टेज (Activated Charcoal, Cellulose or ceramic cartridge)  के उपयुक्त होगे। इस प्रकार के अपशिष्टजल के लिए पृथक पाईप लाईन उपलब्ध करानी होगी। यह किसी भी दिषा में सीवर लाईन से नहीं मिलाई जायेगी। इस प्रकार शुद्धीकृत जल का उपयोग पीने के पानी के रूप में नहीं किया जायेगा। उक्त व्यवस्था नहीं करने पर भवन निर्माता से 100/- रूपये प्रति वर्गमीटर निर्मित क्षेत्र पर पहले वर्ष में पेनल्टी ली जावेगी, इसके पश्चात अनुपालना नहीं होने पर पेनल्टी की राशि दुगुनी वसूल की जावेगी ।

4. If a built-up area of more than 10,000 square meters is proposed in a planned area or a single land parcel, then a sewage treatment plant will need to be established for the purification of residual water, and the treated water will need to be used for gardening, flushing, etc.

4. योजना क्षेत्र अथवा एकल भूखण्ड पर 10000 वर्गमीटर से अधिक सकल निर्मित क्षेत्र प्रस्तावित होने पर अपशिष्ट जल के शुद्धिकरण हेतु सीवरेज ट्रीटमेंट प्लान्ट स्थापित किया जाना होगा तथा उपचारित जल बागवानी, फ्लशिंग आदि उपयोगों में लिया जाना होगा।

5. If a joint arrangement is made for the purification of residual water from kitchen, bathing, and toilet using a sewage treatment plant, then it will not be necessary to arrange separately for the purification of residual water from kitchen and bathing as per points 1 to 3. The treated water from the sewage treatment plant will need to be used for gardening, flushing, etc.

5. सीवरेज ट्रीटमेंट प्लान्ट द्वारा रसोई स्नानघर व शौचालय के अपशिष्ट जल के शुद्धीकरण हेतु संयुक्त व्यवस्था किये जाने पर बिन्दु सं. 1 से 3 के अनुसार पृथक से रसोई, स्नानघर के अपशिष्ट जल के शुद्धीकरण हेतु व्यवस्था करने की अनिवार्यता नहीं होगी तथा सीवरेज ट्रीटमेंट प्लान्ट द्वारा उपचारित जल का उपयोग बागवानी, फ्लशिग आदि उपयोगों में लिया जाना होगा।

6. In the case of Farmhouse/Farmhouse Scheme/Resort Housing Scheme/Environmental-Friendly Housing Scheme, construction of “Bio-Digester” toilets or provisions for Faecal Sludge and Septage Management will be mandatory.

6. फार्म हाउस/ फार्म हाउस योजना/रिसोर्ट हाउसिंग योजना/पर्यावरण मैत्री आवास योजना मे Bio-Digester” Toilet निर्माण अथवा Faecal Sludge and Septage Management के प्रावधान अनुसार निर्माण किया जाना अनिवार्य होगा।
