4.12 सैटबेक (Set back):-

(i) सैटबैक का निर्धारण भूखण्ड की सीमा से होगा।

(i) The setback shall be measured from the boundary of the plot.

(ii) एस-6 क्षेत्र अर्थात् नवीन प्रस्तावित योजनाओं / एकल भूखण्डों में जिन भूखण्डों में एक से अधिक सड़क लगती हो, ऐसे भूखण्डों पर सामान्य तौर पर मुख्य सड़क अर्थात् भूखण्ड के सामने स्थित सबसे चौड़ी सड़क की ओर के सैटबेक को अग्र सैटबेक माना जावेगा। अन्य सड़कों की ओर के सैटबैक को पार्श्व सैटबैक माना जावेगा, जिसका निधारण तालिका-05 के अनुसार होगा एवं योजना में उस भूखण्ड की लाइन में निर्धारित सैटबेक से कम नहीं होगा। भूखण्ड पर एक से अधिक मुख्य सड़क (समान चौडाई) स्थित होने पर उन सभी सड़कों की ओर अग्र सैटबैक ही माना जायेगा। जिस ओर सड़क स्थित ना हो, उस ओर के पार्श्व एवं पृष्ठ सैटबेक तालिका-1 के अनुसार निर्धारित किये जायेंगे।

(ii) In S-6 areas, i.e., newly proposed schemes or individual plots having more than one abutting road, the front setback shall generally be considered along the main road, i.e., the widest road facing the plot.
Setbacks along other roads shall be treated as side setbacks, which shall be determined as per Table–05, and shall not be less than the setbacks prescribed in the approved scheme for that plot.
If a plot abuts two or more main roads of equal width, all such sides shall be treated as front setbacks.
For sides not abutting a road, the side and rear setbacks shall be as per Table–01.

(iii) 18 मी. से कम चौडी सड़कों पर स्थित 90 मी. तक के भूखण्डों पर न्यूनतम अग्र सैटबेक 1.5 मी. देय होगा। 18 मी. व इससे अधिक चौडी सड़को पर स्थित 90 मी. तक के भूखण्डों पर न्यूनतम अग्र सैटबैक 3.0 मी. देय होगा।

(iii) For plots up to 90 m depth:

• On roads less than 18 m wide, a minimum front setback of 1.5 m shall be provided.
• On roads 18 m wide or more, a minimum front setback of 3.0 m shall be provided.

(iv) मूल भूखण्ड पर बहुमंजिला भवनों में पार्श्व एवं पृष्ठ सैटबैक तालिका-01 एवं अग्र सैटबैक तालिका-05 अथवा न्यूनतम 6.0 मी. अथवा भवन ऊँचाई का 1/4 (अधिकतम 16 मी.) जो भी अधिक हो रखा जाना अनिवार्य होगा।

(iv) For multi-storeyed buildings on original plots, side and rear setbacks shall be as per Table–01, and front setbacks as per Table–05 or a minimum of 6.0 m or one-fourth of the building height (maximum 16 m) — whichever is higher.

(v) पूर्नगठित भूखण्डों पर बहुमंजिला भवन प्रस्तावित होने पर विनियम 5.3 के अनुसार न्यूनतम सैटबैक एवं अन्य मापदण्ड रखे जाने होंगे।

(v) In case of reconstituted plots, where multi-storeyed buildings are proposed, minimum setbacks and other parameters shall be as per Regulation 5.3.

(vi) किसी भूखण्ड में बहुमंजिला भवन प्रस्तावित होने पर भिन्न-भिन्न ऊँचाई के बिल्डिंग ब्लॉक प्रस्तावित होने की स्थिति में अग्र, पार्श्व एवं पृष्ठ सैटबेक निकटतम बिल्डिंग ब्लॉक की भूखण्ड की चारदीवारी से न्यूनतम दूरी उस बिल्डिंग ब्लॉक की ऊँचाई का 1/4 (अधिकतम 16 मी.) रखा जाना होगा जो कि भूखण्ड के निर्धारित न्यूनतम सैटबेक से कम नहीं होंगे। भूखण्ड के मध्यवर्ती क्षेत्र में स्थित बिल्डिंग ब्लॉक के चारों ओर उसकी ऊँचाई का 1/4 (अधिकतम 16 मी.) दूरी अन्य निकटतम बिल्डिंग ब्लॉक से रखा जाना अनिवार्य होगा।

(vi) In plots with multi-storeyed buildings having blocks of different heights, the minimum distance between the nearest building block and the plot boundary (for front, side, and rear setbacks) shall be one-fourth of that block’s height (maximum 16 m), which shall not be less than the prescribed minimum setback.
Similarly, the distance between adjacent building blocks within the plot shall be at least one-fourth of the block height (maximum 16 m).

(vii) यदि भूखण्ड का आकार इस प्रकार है जिससे भूखण्ड की बाउण्ड्री से अग्र सैटबैक की लाइन निर्धारित करने में समीपस्थ भूखण्डों के लिए निर्धारित अग्र सैटबैक लाईन से समरूपता नहीं बनती है तो सक्षम अधिकारी द्वारा अनुशंषा किये गये अग्र सैटबेक आसपास के भवनों के अग्र सैटबेक को देखते हुए अलग से निर्धारित किया जा सकेगा।

(vii) If the shape of a plot is such that the front setback line cannot align with adjacent plots, the competent authority may fix a special front setback keeping in view the setbacks of adjoining buildings.

(viii) पूर्व में आवंटित / पट्टे शुदा भूमि में से अग्र सैटबेक भूमि समर्पण के पश्चात् समर्पित भूमि की चौडाई के बराबर कम माना जायेगा ताकि भवन रेखा पूर्वानुसार अर्थात् यथावत रहे।

(viii) In previously allotted/leased lands, if part of the front setback has been surrendered to the authority, the setback requirement shall be reduced by the width of the surrendered land, so that the building line remains unchanged.

(ix) अग्र, पार्श्व व पृष्ठ सेटबेक में यदि कोई आर्किटेक्चरल एलीमेंट, जिसका उपयोग केवल भवन की सुंदरता बढाने के लिए किया गया हो, बनाया जा सकता है। इस प्रकार के एलीमेंट को किसी भी उपयोग में नहीं लिया जा सकेगा एवं ऐसा एलीमेंट सेटबेक दूरी का 50 प्रतिशत अथवा 6.0 मी. से अधिक नहीं होगा। परन्तु अग्निशमन वाहन के आवागमन के लिए 6.0 मीटर के गलियारे के ऊपर किसी भी प्रकार का आर्किटेक्चरल एलीमेंट अनुज्ञेय नहीं होगा।

(ix) In front, side, and rear setbacks, architectural elements (used purely for aesthetic enhancement) may be permitted, provided that:

• They are not used for any functional purpose,
• They do not exceed 50% of the setback width or 6.0 m, whichever is less, and
• No such element shall be allowed above the 6.0 m-wide fire access corridor.

(x) तालिका-06 में उल्लेखित संरचनायें (एट्रियम को छोड़कर) सैटबेक में अनुज्ञेय होगी। बशर्ते अग्निशमन वाहन के आवागन हेतु न्यूनतम 6.0 मीटर स्पष्ट रास्ता (जहा लागू होता है) भूतल पर उपलब्ध हो।

(x) The structures listed in Table–06 (except atriums) shall be permissible within setbacks, provided that a clear passage of at least 6.0 m for fire tender movement (where applicable) is maintained at the ground level.

(xi) बैसमेंट/पार्किंग फ्लोर में वाहनों के आवागमन हेतु रेम्प प्रस्तावित होने पर रेम्प का प्रवेश / निकास सड़क सीमा से 6 मी. छोडकर ही देय होगा।

(xi) If ramps are proposed for vehicle movement to the basement or parking floors, their entry/exit points shall be at least 6 m away from the road boundary.

(xii) उप विभाजित भूखण्डों में मूल भूखण्ड के सैटबैक यथावत रहेंगे एवं मध्यवर्ती सैटबैक तालिका-1 के अनुसार रखे जावेगे। उप विभाजित भूखण्डों में ऊँचाई, बी.ए.आर, आच्छादित क्षेत्र मूल भूखण्डों में अनुज्ञेय प्रावधानों के अनुसार अथवा इन विनियम के प्रावधानानुसार, जो भी कम हो देय होंगे।

(xii) In sub-divided plots, the original setbacks of the parent plot shall remain, and intermediate setbacks shall be provided as per Table–01.
Building height, FAR, and coverage for sub-divided plots shall be as per the original plot or these regulations, whichever is more restrictive.

(xiii) दो या दो से अधिक भूखण्डों का पुर्नगठन प्रस्तावित होने पर पुर्नगठित भूखण्ड में सैटबैक व अन्य मापदण्ड पुनर्गठित भूखण्ड के क्षेत्रफल के आधार पर इन विनियमों के अनुसार होंगे।

(xiii) In case of amalgamation (reconstitution) of two or more plots, the setbacks and other parameters shall be determined based on the total area of the reconstituted plot, as per these regulations.

(xiv) गैर योजना क्षेत्र होने अथवा मूल भूखण्ड में सैटबैक / अन्य भवन मानदण्ड निर्धारित नहीं होने की स्थिति में सैटबैक एवं अन्य भवन मानदण्ड इन विनियम के अनुसार अथवा सक्षम अधिकारी द्वारा निर्धारित किये जा सकेंगे।

(xiv) In non-scheme areas or where no setbacks/building parameters have been prescribed for the parent plot, the setbacks and other parameters shall be as per these regulations or as determined by the competent authority.

(xv) मास्टर प्लान / जोनल डवलपमेन्ट प्लान अनुसार प्रमुख सड़कों के दोनों ओर प्रस्तावित ग्रीन बफर (प्लान्टेशन कॉरिडोर) को भूखण्ड का अग्र सैटबैक माना जावेगा जिसमें निम्न गतिविधियां अनुज्ञेय की जा सकेगी :-
राष्ट्रीय राजमार्ग / राज्य राजमार्ग / बाईपास आदि प्रमुख सडकों के दोनों ओर प्रस्तावित 30 मीटर चौडे ग्रीन बफर का अधिकतम 30 प्रतिशत भाग अप्रोच रोड, सर्विस रोड, पार्किंग, ट्रांसफार्मर, गार्ड रूम, भवन का प्रोजेक्शन, पोर्च हेतु अनुज्ञेय किया जा सकेगा लेकिन इसमें कोई अन्डर ग्राउण्ड संरचना या अन्य पक्का निर्माण अनुज्ञेय नहीं होगा।
राष्ट्रीय राजमार्ग / राज्य राजमार्ग / बाईपास आदि प्रमुख सडकों के दोनों ओर प्रस्तावित 30 मीटर बफर जोन में हाईवे पर वाहनों की सुविधा हेतु उपयोग / गतिविधि यथा- पेट्रोल पम्प (अधिकतम 35 मी. x 30 मी.), वे ब्रिज, ऑटोमोबाईल वर्कशॉप आदि अनुज्ञेय किये जा सकेंगे तथापि ऐसे भूखण्डों पर निर्माण सड़क के मार्गाधिकार के पश्चात न्यूनतम 10 मीटर भूमि बफर हेतु छोडने के पश्चात ही किये जा सकेंगे एवं इस 10 मी. बफर में न्यूनतम 6.0 मी. भूमि पर सघन वृक्षारोपण किया जाना अनिवार्य होगा।

(xv) As per the Master Plan / Zonal Development Plan, the green buffer (plantation corridor) proposed along major roads shall be treated as the front setback of the plot, within which the following activities may be permitted:

• In 30 m-wide green buffers along National Highways, State Highways, or Bypasses, up to 30% of the buffer area may be used for approach roads, service roads, parking, transformers, guard rooms, building projections, or porches.
  However, no underground structure or permanent construction shall be allowed in this buffer.
• In the 30 m buffer zone along National/State Highways or Bypasses, facilities for highway users such as petrol pumps (max. 35 m × 30 m), weigh bridges, or automobile workshops may be permitted,
  provided that construction is done after leaving a minimum 10 m buffer beyond the Right of Way (ROW) of the road, and within this 10 m buffer, at least 6.0 m width shall be maintained for dense tree plantation.

(i) अग्र सेटबैक तालिका-05 के अनुसार अथवा उपरोक्त तालिका अनुसार जो भी अधिक हो देय होंगें।

(i) The front setback shall be as per Table–05 or as per the above table, whichever is greater.

(ii) स्टोरेज गोदाम के निर्मित क्षेत्र की लम्बाई गोदाम की चौडाई के 1.5 गुणा से अधिक ना हों एवं प्रत्येक 1000 किलो भण्डारण क्षमता पर 10 वर्गमीटर निर्मित क्षेत्र प्रस्तावित किया जा सकता है।

(ii) The length of the storage building shall not exceed 1.5 times its width, and for each 1,000 kg of storage capacity, a built-up area of 10 square meters may be proposed.

(iii) स्टोरेज गोदाम में प्रस्तावित / स्वीकृत अग्र सैटबैक के अतिरिक्त मुख्य सडक से लगती हुए 9 मीटर गहराई की भू-पट्टी लोडिंग व अनलोडिंग क्षेत्र हेतु प्रस्तावित की जानी होगी।

(iii) In addition to the approved front setback, a 9-meter-wide strip of land adjoining the main road shall be reserved for loading and unloading purposes.

(iv) गैस गोदाम हेतु निर्मित स्टोरेज के निकट न्यूनतम 100 मीटर की परिधि में पेट्रोल पम्प एवं प्रस्तावित भूमि के ऊपर से विद्युत लाईन / पावर ट्रांसमिशन लाईन / टेलीफोन लाईन नहीं गुजर रही हो।

(iv) Within a minimum radius of 100 meters from the constructed storage area, no petrol pump shall be permitted, and no overhead power transmission lines, electric lines, or telephone lines shall pass over the proposed land.

(v) पार्किंग का प्रावधान तालिका-16 के अनुसार किये जाने होंगे।

(v) Parking provisions shall be made as per Table–16.

4.11 विशेष प्रकृति के भवन (Special Category Building/Iconic Building) :-

4.10 वेयर हाउस/गोदाम (Warehouse/Godown)

1. कृषि आधारित वेयर हाउस / सामान्य वेयर हाउस

(i) भूखण्ड का न्यूनतम क्षेत्रफल 500 व. मी.।

(i) The minimum plot area shall be 500 square meters.

(ii) सड़क की न्यूनतम चौड़ाई 18 मी.।

(ii) The minimum road width shall be 18 meters.

(iii) भवन की अधिकतम ऊँचाई 15 मी.।

(iii) The maximum permissible building height shall be 15 meters.

(iv) अधिकतम देय भू-आच्छादन- सैटबैक क्षेत्र के अन्दर।
कृषि आधारित / सामान्य वेयर हाउस हेतु भूखण्ड योजना का भाग होने पर योजना के प्रावधान (यथा भूखण्ड का क्षेत्रफल, सड़क की चौड़ाई एवं अन्य मापदण्ड) लागू होंगे अन्यथा उपरोक्त वर्णित मापदण्डों के अतिरिक्त मापदण्ड तालिका-1 के अनुसार एवं इन विनियमों के अनुसार देय होंगे। पार्किंग का प्रावधान तालिका-16 के अनुसार किये जाने होंगे।

(iv) The maximum permissible ground coverage shall be within the setback area.

For agriculture-based or general warehouses forming part of an approved scheme, the provisions of the scheme (such as plot area, road width, and other standards) shall apply.
Otherwise, in addition to the above parameters, other standards shall be applicable as per Table–1 and these building regulations.

Parking provisions shall be made as per Table–16.

4.8 औद्योगिक भवन (Industrial Building) :-

(i) एस-4, एस-5 व एस-6 क्षेत्रों में स्थित औद्योगिक योजनाओं में औद्योगिक भवनों के भवन मानचित्र अनुमोदन हेतु “रीको” (RIICO) के प्रचलित नियमों / भवन विनियमों आदि के अनुसार मापदण्ड रखते हुए स्वीकृति दी जा सकेगी।

(i) In industrial schemes located in S-4, S-5, and S-6 zones, building plan approval for industrial buildings shall be granted as per the prevailing rules and building regulations of RIICO (Rajasthan State Industrial Development and Investment Corporation), maintaining the prescribed standards.

(ii) औद्योगिक उपयोग के एकल भूखण्डों (ऐसे भूखण्ड जो किसी औद्योगिक योजना के भाग नहीं हो) पर इन विनियमों के अनुसार सैटबैक रखे जाने होंगे एवं अन्य मापदण्ड “रीको” (RIICO) के प्रचलित नियमों/भवन विनियमों आदि के अनुसार निर्धारित कर स्वीकृति दी जा सकेगी।

(ii) For individual industrial plots (i.e., plots that are not part of any industrial scheme), the setbacks shall be provided as per these building regulations, and other standards shall be determined and approved in accordance with RIICO’s prevailing rules and building regulations.

(iii) उक्त क्षेत्रों में स्थित औद्योगिक भवनों की भवन निर्माण स्वीकृति विनियम-11 में वर्णित सक्षम अधिकारी अधिकृत होंगे।

(iii) In the above-mentioned areas, building plan approval for industrial buildings shall be granted by the competent authority authorized under Regulation-11.

4.7 मिश्रित उपयोग (Mixed Use) :-

(i) मिश्रित उपयोग हेतु जारी लीजडीड के भूखण्ड पर एक व एक से अधिक उपयोग यथा वाणिज्यिक / पर्यटन इकाई/आवासीय / संस्थागत आदि सम्मिलित रूप से अनुज्ञेय होंगे, जिसमें व्यावसायिक उपयोग अधिकतम 50 प्रतिशत ही अनुज्ञेय होगा।

(i) On a leased plot permitted for mixed use, one or more uses such as commercial, tourism, residential, and institutional shall be permissible together. However, the commercial use shall not exceed 50% of the total permissible use.

(ii) यदि मिश्रित उपयोग के पट्टे पर आवासीय व वाणिज्यिक अनुपात अंकित है तो उस अनुपात में भवन निर्माण स्वीकृति दी जा सकेगी।

(ii) If the lease deed specifies a ratio between residential and commercial use, building plan approval shall be granted in accordance with that ratio.

(iii) मानक गणना योग्य निर्मित क्षेत्र से अतिरिक्त गणना योग्य निर्मित क्षेत्र पर बेटरमेंट लेवी वास्तविक प्रस्तावित उपयोग के अनुसार ही देय होंगी अर्थात वणिज्यिक उपयोग के ऊपर की मंजिलो पर आवासीय उपयोग का निर्माण प्रस्तावित होने पर बेटरमेंट लेवी आवासीय उपयोग की दर से ली जावेगी। भवन निर्माण स्वीकृति व अन्य समस्त देय शुल्क भी भवन में प्रस्तावित उपयोग के अनुसार ही देय होगें।

(iii) For built-up area beyond the standard permissible area (FAR/BAR), the betterment levy shall be charged based on the actual proposed use.
For example, if residential use is proposed on the upper floors above commercial use, the betterment levy shall be charged at residential rates.
All other building approval fees and charges shall also be payable as per the proposed use of the building.

(iv) पार्किंग हेतु प्रावधान संबंधित प्रस्तावित उपयोगों के अनुसार प्रस्तावित करने होगें।

(iv) Parking provisions shall be made according to the respective proposed uses.

(v) आवासीय उपयोग के अनुपात में भूखण्ड के क्षेत्रफल के अनुपात की गणना कर तदानुसार ग्रीन एरिया, सामुदायिक सुविधायें एवं खुदरा दुकानो का प्रावधान भी रखना अनिवार्य होगा जो कि भूखण्ड का अनुपातिक साईज 5000 वर्गमीटर से कम होने पर फ्लैटस के प्रावधानुसार व इससे बडे अनुपातिक साईज पर ग्रुप हाउसिंग के प्रावधानो अनुसार रखने होगें अर्थात कुल प्रस्तावित गणना योग्य निर्मित क्षेत्र का 70 प्रतिशत गणना योग्य निर्मित क्षेत्र आवासीय उपयोग के प्रस्तावित होने पर भूखण्ड क्षेत्रफल के 70 प्रतिशत क्षेत्रफल को आवासीय फ्लेट्स / ग्रुप हाउसिंग का भूखण्ड मानते हुए तदानुसार आवश्यक ग्रीन एरिया रखना होगा।

(v) In proportion to the residential component of the total plot area, provision shall be made for green areas, community facilities, and retail shops.
If the proportionate plot area is less than 5000 sq. m., provisions shall follow those applicable to flats.
If it is more than 5000 sq. m., provisions applicable to group housing shall apply.
For example, if 70% of the total built-up area is proposed for residential use, then 70% of the total plot area shall be considered as residential, and the required green area shall be provided accordingly.

(vi) आवासीय उपयोग के लिए प्रवेश की व्यवस्था यथा संभव अन्य उपयोगों से पृथक करनी होगी तथा मिश्रित उपयोगो का नियोजन एवं अभिकल्पन इस प्रकार किया जायेगा जिससे इन गतिविधियों से आवासीय इकाईयों के निवासी प्रभावित न हो। इसी प्रकार आवासीय उपयोग की पार्किंग के लिए अन्य उपयोगो / पब्लिक पार्किंग से पृथक व्यवस्था करनी होगी, जिसे अनुमोदित मानचित्र पर भी दर्शाया जाना आवश्यक होगा।

(vi) As far as possible, entry and access for the residential component shall be separate from other uses.
The planning and design of mixed-use buildings shall ensure that residential occupants are not adversely affected by other activities.
Similarly, parking for residential use shall be provided separately from parking for other or public uses, and this separation shall be clearly shown on the approved building plan.

4.6 संस्थागत भवन (Institutional Building) :-

2. कोंचिग सेन्टर (Coaching Centre) :-

(i) कोंचिग सेन्टर हेतु भूखण्ड का न्यूनतम क्षेत्रफल 500 वर्ग मीटर होगा।

(i) The minimum plot area for a coaching centre shall be 500 sq. m.

(ii) कोंचिग सेन्टर बड़े शहरों में 18 मीटर व मध्यम/लघु शहरों में 12 मीटर से कम प्रस्तावित सड़क पर अनुज्ञेय नहीं होंगे।

(ii) Coaching centres shall not be permissible on roads less than:

• 18 m wide in large cities, and
• 12 m wide in medium/small towns.

(iii) कोंचिंग सेन्टर में शिक्षण हेतु कमरे का न्यूनतम साइज 1.75 व.मी प्रति छात्र रखा जाना अनिवार्य होगा।

(iii) The minimum classroom size shall be 1.75 sq. m. per student.

(iv) बैसमेंट में क्लास रूम अनुज्ञेय नहीं होंगे।

(iv) Classrooms in the basement shall not be permitted.

(v) कोंचिग सेन्टर हेतु कुल गणना योग्य क्षेत्रफल का न्यूनतम 10 प्रतिशत सार्वजनिक सुविधाएँ यथा केन्टीन, कार्यालय, स्टाफ रुम, लाईब्रेरी, कॉमन टॉयलेट आदि हेतु रखा जाना आवश्यक होगा।

(v) A minimum of 10% of the total built-up (countable) area shall be reserved for public facilities such as canteen, office, staff room, library, and common toilets.

(vi) भूखण्ड में छात्र/छात्राओं हेतु पृथक-पृथक सुविधाओं यथा टॉयलेट व पेयजल आदि का प्रावधान किया जाना होगा।

(vi) The plot shall provide separate facilities for male and female students, including toilets and drinking water.

(vii) पार्किंग का प्रावधान तालिका-16 के अनुसार रखा जाना होगा।

(vii) Parking shall be provided as per Table–16.

(viii) अन्य मापदण्ड यथा सैटबैक, आच्छादित क्षेत्र, भवन की ऊँचाई, बीएआर आदि भूखण्ड के क्षेत्रफल के आधार पर इन भवन विनियम के अनुसार देय होंगे

(viii) Other parameters such as setbacks, covered area, building height, FAR (BAR), etc. shall be permissible as per these building bye-laws and depending on the plot area.

(ix) कोंचिग सेन्टर हेतु संबंधित विभाग से पंजीकरण प्राप्त किया जाना आवश्यक होगा।

(ix) It shall be mandatory to obtain registration for the coaching centre from the concerned department.

(x) कोचिंग सेन्टरों हेतु प्रस्तावित भवनो में अग्निशमन एवं सुरक्षा सम्बन्धित समस्त प्रावधानों की पालना NBC के अनुसार सुनिश्चित की जानी होगी एवं कोंचिग सेन्टर हेतु अग्निशमन विभाग से अनापत्ति प्राप्त किया जाना आवश्यक होगा।

(x) All fire safety and security provisions shall be ensured in accordance with the National Building Code (NBC), and a No Objection Certificate (NOC) from the Fire Department shall be mandatory for coaching centres.

(xi) उक्त के अतिरिक्त राज्य सरकार द्वारा समय-समय पर जारी आदेशों की पालना किया आवश्यक होगा।

(xi) In addition to the above, all orders issued by the State Government from time to time shall be duly complied with.

English translation with original Hindi content of Regulation 4.6 (Institutional Building) of the Model building bye laws 2025

4.6 संस्थागत भवन (Institutional Building) :-

1. सामान्य नियम (General Rules) :-

(i) संस्थागत भूखण्ड किसी स्वीकृत योजना का हिस्सा होने पर योजना के प्रावधान / पैरामीटर्स लागू होंगे व सड़क की चौड़ाई योजना अनुसार ही रखी जावेगी अन्यथा तालिका-01 के अनुसार रखे जाने होगें।

(i) If an institutional plot is part of an approved layout plan, the provisions and parameters of that plan shall apply, and the road width shall be as per the approved plan; otherwise, it shall be as per Table–01.

(ii) राजकीय / अर्द्धराजकीय सार्वजनिक उपयोग के भवनों यथा कार्यालय भवन, पुलिस चौकी, आंगनबाडी, लायेब्रेरी, वृद्धाश्रम, पटवारघर आदि हेतु भूखण्ड के न्यूनतम क्षेत्रफल व सड़क की न्यूनतम चौडाई की बध्यता नहीं होगी।

(ii) For government/semi-government public buildings such as office buildings, police posts, anganwadis, libraries, old-age homes, patwar offices, etc., there shall be no restriction on minimum plot area or road width.

(iii) संस्थागत उपयोग के भवनों यथा मेडिकल कॉलेज / मेडिकल हेतु प्रशिक्षण संस्थान / हॉस्पिटल / डिस्पेंसरी व अन्य चिकित्सा संबंधी संस्थाओं हेतु मानक बी.ए.आर. 3.0 अनुज्ञेय होगा।

(iii) For institutional buildings such as medical colleges, medical training institutes, hospitals, dispensaries, and other health-related institutions, the standard FAR (BAR) permissible shall be 3.0.

(iv) शैक्षणिक संस्थाओं यथा स्कूल, कॉलेज, महाविद्यालय आदि में संबंधित विभाग द्वारा निर्धारित मानदण्डों की सुनिश्चितता की जानी होगी।

(iv) For educational institutions such as schools, colleges, and universities, compliance with the standards prescribed by the respective regulatory department shall be ensured.

(v) 2 हैक्टेयर से बडे शैक्षणिक संस्था / चिकित्सालय हेतु कैम्पस प्लानिंग होने पर मूल संस्थानिक उपयोग के साथ-साथ सहायक सुविधाऐं यथा हॉस्टल, स्टाफ क्वार्टर केन्टीन, लघु दुकाने, बैंक, एटीम आदि अनुज्ञेय होंगे। मूल उपयोग हेतु प्रस्तावित बी.ए.आर. का अधिकतम 20 प्रतिशत हॉस्टल / स्टाफ क्वार्टर हेतु एवं अधिकतम 05 प्रतिशत वाणिज्यिक सुविधाओं हेतु रखा जाना होगा।

(v) For educational institutions or hospitals having a campus area of more than 2 hectares, along with the main institutional use, ancillary facilities such as hostels, staff quarters, canteens, small shops, banks, ATMs, etc. shall be permissible.

• A maximum of 20% of the FAR proposed for the main institutional use may be utilized for hostels/staff quarters, and
• A maximum of 5% of the FAR may be utilized for commercial facilities.

(vi) संस्थागत बहुमंजिले भवन 1000 व.मी. से अधिक क्षेत्रफल के भूखण्डों पर तथा सड़क की चौडाई सभी श्रेणी के शहरों में न्यूनतम 18 मीटर पर ही देय होंगे।

(vi) Multi-storey institutional buildings shall be permissible only on plots larger than 1000 sq. m., and where the road width is a minimum of 18 m, irrespective of the category of city.

(vii) संस्थागत भूखण्ड में ग्रीन एरिया का प्रावधान विनियम-8 के अनुसार किया जाना अनिवार्य होगा।

(vii) Provision for green area within institutional plots shall be made as per Regulation–8.
