As per the order dated 12th May 2025, the State Government of Rajasthan has implemented the new “Model Building Regulations-2025″ across all urban local body areas in the Rajasthan state.

4.2 भवन निर्माण के मापदण्ड :-
भूखण्ड के क्षेत्रफल / उपयोग के आधार पर नवीन प्रस्तावित योजनाओं में भवन निर्माण किये जाने हेतु सैटबेक की न्यूनतम आवश्यकता, अधिकतम आच्छादित क्षेत्र, भवन की अधिकतम ऊँचाई व मानक बी.ए.आर. तालिका-1 के प्रावधानों के अनुसार होंगे।
4.2 Building Construction Standards:
Based on the area and use of the plot, the minimum required setbacks, maximum coverage area, maximum building height, and standard B.A.R. (Built-up Area Ratio) in newly proposed schemes shall be governed as per the provisions in Table-1.

विशिष्ट नोट :-
- 90 व.मी. व उससे अधिक के भूखण्डों पर पार्किंग हेतु स्टील्ट फ्लोर देय होगा। स्टिल्ट प्रस्तावित होने पर स्टिल्ट के ऊपर के तल को भूतल माना जावेगा।
- तालिका-1 में उल्लेखित मंजिलों एवं ऊँचाई के अतिरिक्त अधिकतम 1.2 मीटर प्लिंथ एवं अधिकतम 3.5 मीटर स्टिल्ट फ्लोर देय होगा।
- भवन निर्माण के मापदण्ड यथा सैटबेक, अधिकतम आच्छादित क्षेत्र, अधिकतम ऊंचाई एवं बी.ए.आर. की सीमायें योजना होने की स्थिति में योजना/भूखण्ड के साइट प्लान अनुसार अन्यथा तालिका-1 के अनुसार देय होंगे।
- बहुमंजिला भवनों में उक्त ऊँचाई से अधिक ऊँचाई का प्लिंथ अथवा स्टिल्ट प्रस्तावित किये जाने पर अतिरिक्त ऊँचाई भवन की कुल ऊँचाई में सम्मिलित होगी।
- किसी भी भवन की अधिकतम ऊँचाई विनियम संख्या 4.16, तालिका-01 में निर्धारित ऊँचाई व प्रतिबंधित क्षेत्रों में विनियम संख्या 3.5 के अनुसार निर्धारित ऊँचाई में से जो भी कम हो देय होगी।
- 12 मी. चौडी सड़क पर 750 व.मी. से कम क्षेत्रफल के भूखण्डों का पुनर्गठन पश्चात् अधिकतम ऊँचाई 12.5 मी. (भूतल +3 मंजिल) ही देय होंगी।
- बहुमंजिला भवन प्रस्तावित होने पर विनियम 5 के अनुसार प्रावधान लागू होंगे।
- किसी भी सड़क का मार्गाधिकार 9 मी., 12 मी. व 18 मी. एवं उससे अधिक की श्रेणी में ही माना जायेगा अर्थात यदि मौके पर सड़क की चौड़ाई 9 मी. से अधिक किन्तु 12 मी. से कम है तो उस सड़क का मार्गाधिकार 9 मी. की श्रेणी में माना जावेगा इसी प्रकार यदि 15 मी. है तो उस सड़क का मार्गाधिकार 12 मी. श्रेणी में माना जावेगा। इसी प्रकार यदि 20 मी. है तो उस सड़क का मार्गाधिकार 18 मी. श्रेणी में माना जावेगा। सड़क का मार्गाधिकार अनुमोदित ले-आउट प्लान में दर्शाये अनुसार मान्य होगा। इन विनियमों में सरलीकरण की दृष्टि से 3 मी., 6 मी., 9 मी, 12 मी., 18 मी. व 24 मी. की गणना जहाँ आवश्यक हो क्रमशः 10, 20, 30, 40, 60 व 80 फीट के रूप में मान्य होगी।
Special Notes:
- For plots of 90 sq.m. and above, a stilt floor for parking shall be mandatory. If a stilt is proposed, the floor above the stilt shall be considered as the ground floor.
- In addition to the number of floors and height mentioned in Table-1, a maximum plinth height of 1.2 meters and a maximum stilt floor height of 3.5 meters shall be permitted.
- The building construction parameters such as setbacks, maximum coverage, maximum height, and B.A.R. (Built-up Area Ratio) shall be as per the site plan in the case of approved layout plans, otherwise as per Table-1.
- In the case of multi-storey buildings, if a plinth or stilt floor is proposed beyond the specified height, the extra height shall be included in the total height of the building.
- The maximum height of any building shall be the least among:
- The height specified in Regulation 4.16
- The height specified in Table-1
- The height limit prescribed under Regulation 3.5 for restricted areas
- On a 12-meter wide road, after re-plotting of plots having less than 750 sq.m. area, the maximum height allowed shall be 12.5 meters (Ground + 3 floors) only.
- If a multi-storey building is proposed, the provisions of Regulation 5 shall be applicable.
- Any road shall be categorized only into the Right of Way (RoW) classes of 9 meters, 12 meters, 18 meters, and above. That is:
- If the actual road width is more than 9 meters but less than 12 meters, it will be considered in the 9-meter category.
- If the road width is 15 meters, it will fall under the 12-meter category.
- Similarly, if the road is 20 meters wide, it will be considered under the 18-meter category.
- The RoW shall be considered as per the approved layout plan.
- For simplification, in these regulations, 3m, 6m, 9m, 12m, 18m, and 24m shall be considered equivalent to 10, 20, 30, 40, 60, and 80 feet, respectively, wherever necessary.
