2. परिभाषाएँ (Definitions) :
2.28 Hazardous Building refers to a building or a part of a building that is highly combustible or explosive and can quickly catch fire or produce toxic smoke or explosive materials, or to such storage used in construction or processing that involves highly corrosive or hazardous acids or other chemicals that can generate fire, smoke, or explosive gases or produce corrosive and hazardous dust when handled, stored, or processed. It can also refer to such material that can split the substance into highly combustible fine particles on storage, handling, or processing, and is used for storage, handling, or processing.
2.28 हैजाईस भवन’ (Hazardous Building) से कोई ऐसा भवन या किसी भवन का कोई भाग जो अत्यधिक ज्वलनशील या विस्फोटक पदार्थों या उत्पादकों के जो अत्यधिक तेजी से जल उठने वाले अथवा जो विषैला धुंआ या विस्फोटक उत्पन्न करने वाले हो अथवा ऐसे भण्डारण उठाई, धराई निर्माण या प्रसंस्करण के लिये जिसमे बहुत अधिक संक्षारक विषैला या हानिकारक क्षार अम्ल या कोई ऐसा अन्य द्रव्य अथवा रसायन काम आता हो जो ज्वाला धुआ और विस्फोट उत्पन्न कर सकते हो, विषैला प्रदाहजनक या संक्षारण गैस उत्पन्न कर सकते हो, अथवा ऐसी सामग्री जिसके भण्डारण उठाई धराई या प्रसंस्करण से धूल का विस्फोटक मिश्रण उत्पन्न होता हो या पदार्थ को स्वतः ज्वलनशील सूक्ष्म अशों में विभाजित करता हो के भण्डारण, उठाई, धराई, निर्माण या प्रसंस्करण के लिये उपयोग में लिया जाता हो, अभिप्रेत है।
2.29 Parapet Wall refers to a lower wall built with or without a railing, along with the top of the roof or floor that is not more than 1.5 meters high and less than 0.75 meters in height.
2.29 पैरापेट (Paraper Wall) से रेलिंग सहित या रहित छत या फर्श के सिरे के साथ साथ निर्मित नीची दीवार जो 1.5 मीटर से अधिक तथा 0.75 मी. से कम ऊंचाई की नहीं हो, अभिप्रेत है।
2.30 Parking Site /Area refers to an adequate size area for parking vehicles that can be enclosed or open and connected to a street or road ramp, with or without markings for vehicle movement.
2.30 ‘पार्किंग स्थल / क्षेत्र (Parking Site / Area) से वाहनों को पार्क करने के लिये पर्याप्त आकार का स्थल/क्षेत्र जो किसी गली या रास्ते रैम्प से जोड़ने वाले वाहन मार्ग सहित अहातायुक्त/अहातारहित कोई क्षेत्र चाहे वह आच्छादित हो अथवा खुला हो अभिप्रेत है।
2.31 Partition Wall refers to an internal wall that cannot bear much weight, a one-story height or a part of it.
2.31 ‘पार्टीशनवाल (Partition Wall) से भार सहन न करने वाली आन्तरिक दीवार, ऊंचाई में एक मंजिल या उसका भाग, अभिप्रेत है।
2.32 ‘Road Level’ refers to the level of the main road in front of the plot, on which the plot is situated. If the road in front of the plot is sloping, then the highest level of the road in front of the plot is considered as the road level.
2.32 ‘रोड लेबल’ (Road Level) से भूखण्ड के सामने की मुख्य सड़क के मध्य की ऊंचाई का लेवल अभिप्रेत है जिस पर भूखण्ड स्थित है, यदि भूखण्ड के सामने की सड़क ढलान में है तो भूखण्ड के सामने स्थित रोड का उच्चतम लेवल, अभिप्रेत है।
2.33 ‘Porch/Portico‘ refers to the area at the entrance of a building, supported by columns and either based on pillars or otherwise covered ground surface, meant for pedestrians or vehicles.
2.33 पोर्च (Porch/ Portico) से भवन के प्रवेश द्वार पर पैदल या वाहनों के लिये खम्भों पर आधारित अथवा अन्यथा आच्छादित धरातल अभिप्रेत है।
2.34 Balcony is a horizontal projection from a building used as a place to come and go or sit outside, including a railing.
2.34 बालकनी (Balcony) से आने जाने या बाहर बैठने के स्थान के रूप में काम आने वाला रेलिंग सहित क्षैतिज आगे निकला भाग अभिप्रेत है।
2.35 High-rise Building
2.35 “बहुमंजिला भवन’ (High-rise Building)”
2.35 (a) For cities with a population of more than 100,000: “A high-rise building is a building whose height is more than 18 meters from the chair level of the building and in a situation where the ground floor is either stilts or podium, the roof of the stilts floor/podium level is more than 18 meters from the ground level.”
2.35 (अ)-1.00 लाख से अधिक जनसंख्या वाले शहर:- “बहुमंजिला भवन से ऐसा भवन जिसकी ऊँचाई भवन के कुर्सी स्तर से एवं भवन में भू-तल स्टिल्ट अथवा पोडियम पर होने की स्थिति में स्टिल्ट फ्लोर की छत/ पोडियम स्तर से 18 मीटर से अधिक हो, अभिप्रेत है।”
2.35 (b) For cities other than those mentioned in 2.35 (a): “A high-rise building is a building whose height is more than 15 meters from the chair level of the building and in a situation where the ground floor is either stilts or podium, the roof of the stilts floor/podium level is more than 15 meters from the ground level.”
2.35 (ब)-बिनियम 2.35 (अ) में वर्णित शहरों के अतिरिक्त शहरों हेतु:– “बहुमंजिला भवन से ऐसा भवन जिसकी ऊँचाई भवन के कुर्सी स्तर से एवं भवन मे भू-तल स्टिल्ट अथवा पोडियम पर होने की स्थिति में स्टिल्ट फ्लोर की छत/पोडियम स्तर से 15 मीटर से अधिक हो, अभिप्रेत है।”
2.36 Verandah is an adorned area from the verandah whose at least one side is open to the outside and the maximum 1-meter-high parapet is erected on the open side of the upper floors.
2.36 ‘बरामदा (Verandah) से ऐसा आच्छादित क्षेत्र जिसका कम से कम एक पार्श्व बाहर की और खुला हो व ऊपर की मंजिलों में खुले पार्श्व की और अधिकतम 1 मीटर ऊंचाई की पैरापेट खड़ी की गई हो, अभिप्रेत है।
