4.14 गणना योग्य निर्मित क्षेत्र (बी.ए.आर) Computable Built-up Area / Builtup Area Ratio (BAR):-

सभी मंजिलों के गणना योग्य निर्मित क्षेत्रफल को भूखण्ड के क्षेत्रफल से भाग देने पर प्राप्त भागफल उस भूखण्ड का प्रस्तावित बी.ए.आर. होगा।

The ratio obtained by dividing the total computable built-up area of all floors by the plot area shall be considered the proposed Built-up Area Ratio (BAR) for that plot.

(i) भूखण्ड पर भवन के उपयोग के आधार पर निम्नानुसार बी.ए.आर. देय होगाः-

(ii) पूर्व के भवन विनियमों के तहत निर्धारित मानक / अधिकतम एफ.ए.आर. उस समय के भवन विनियम में देय एफ.ए.आर. के 1.50 गुणा को मानक / अधिकतम बी.ए.आर में परिवर्तित माना जावेगा।

(ii) The standard/maximum BAR corresponding to the FAR prescribed under previous building regulations shall be considered as 1.50 times the then-permissible FAR.

(iii) पूर्व में यदि किसी भूखण्ड के स्थल मानचित्र में एफ.ए.आर./बी.ए.आर. उल्लेखित नहीं है तो मानक बी.ए.आर. एवं अधिकतम बी.ए.आर. इन विनियमों के अनुसार देय होगा।

(iii) If FAR/BAR was not specified in the earlier approved site plan, the standard and maximum BAR shall be as per these regulations.

(iv) नीलामी द्वारा विक्रय किये गये भूखण्डों पर मानक एफ.ए.आर./बी.ए.आर. से अधिक एफ.ए.आर./बी.ए.आर प्रस्तावित किये जाने पर नियमानुसार बैटरमेंट लेवी लेय होगी।

(iv) For plots sold through auction, if BAR/FAR higher than the standard is proposed, Betterment Levy shall be charged as per rules.

(v) मानक बी.ए.आर से अतिरिक्त प्रस्तावित बी.ए.आर. पर नियमानुसार बेटरमेन्ट लेवी की राशि लेय होगी।

(v) Any additional BAR beyond the standard shall attract Betterment Levy as per applicable provisions.

(vi) यदि आवेदक द्वारा टी.डी.आर का उपयोग करना प्रस्तावित हो तो 75 प्रतिशत टी.डी. आर. में समायोजित होगा व शेष 25 प्रतिशत टी.डी.आर. की एवज में बेटरमेन्ट लेवी की राशि लेय होगी।

(vi) If Transferable Development Rights (TDR) are proposed to be utilized, 75% of TDR shall be adjusted, and 25% shall attract Betterment Levy payment.

(vii) यदि सड़क की चौड़ाई बढ़ाने हेतु अथवा मास्टर प्लान / जोनल डवलपमेंट प्लान/सेक्टर प्लान में प्रस्तावित सड़क हेतु किसी पट्टे शुदा भूखण्ड की भूमि निशुल्क समर्पित कराई जाती है तो समर्पित करवायी जाने वाली भू-पट्टी के क्षेत्रफल के बराबर बी.ए.आर. क्षेत्रफल उस शेष भूखण्ड पर अनुज्ञेय मानक बी.ए.आर. क्षेत्रफल के अतिरिक्त बिना बेटरमेंट लेवी देय होगा। यदि उक्त अतिरिक्त बी.ए.आर. का उपयोग भूखण्ड पर नहीं होता है तो इस अतिरिक्त बी.ए.आर. का उपयोग टीडीआर के प्रावधानों के अनुरूप भी किया जा सकेगा।

(vii) If land is surrendered free of cost for road widening or for roads proposed in the Master Plan / Zonal Development Plan / Sector Plan, the BAR equivalent to the area of surrendered land shall be allowed additionally over and above the permissible standard BAR, without Betterment Levy.
If the additional BAR is not used on the same plot, it may be utilized as TDR in accordance with the relevant provisions.

(viii) किसी भूखण्ड पर प्रस्तावित सभी मंजिलों के कुल सकल निर्मित क्षेत्र में से निम्न वर्णित निर्माण क्षेत्र को छूट देकर प्राप्त निर्मित क्षेत्र इन विनियमों के अंतर्गत गणना योग्य निर्मित क्षेत्र होगा :-

1	चबूतरा / प्लेटफार्म एवं इनके समरूप संरचना, उद्यान, रॉकरी, कुआँ और कुएँ की संरचना, खुला वाटर पूल / स्विमिंग पूल / फव्वारा एवं उनकी संरचनाएँ जो सड़क की सतह से 2.1 मीटर से अधिक ऊँचाई की नहीं हों, बेंच, स्लाइड, स्विंग, दूरसंचार टावर।
2	बेसमेंट, स्टिल्ट व किसी भी तल का वह भाग जो पार्किंग के लिए प्रस्तावित किया गया हो (पार्किंग फ्लोर / एरिया), पार्किंग क्षेत्र में वाहनों के जाने हेतु रैम्प, कार लिफ्ट।
3	प्रवेश एवं निकास द्वार पर गेट, गार्ड रूम, कम्पाउण्ड वाल, बिना मंजिल पोर्च या पोर्टिको।
4	सैटबैक क्षेत्र / खुले क्षेत्र में प्रस्तावित की गई सर्विसेज हेतु कवर्ड संरचनाएँ एवं भूमिगत (Underground) संरचनाएँ।
5	नियमानुसार छज्जा, सौन्दर्य वृद्धि (Architectural Elements) हेतु निर्मित संरचनाएँ (डोम, छतरी, प्रक्षेप आदि)।
6	सर्विस फ्लोर, आग से बचाव हेतु खुली सीढ़ी (फायर स्टेयरकेस), लिफ्ट वेल, शॉफ्ट, गार्बेज शुट कवर, फायर टावर, रिफ्यूज एरिया।
7	भवन की छत पर पानी का टैंक और उनकी सहायक संरचनाएँ, लिफ्ट कक्ष एवं मशीन रूम, मम्टी, सौर ऊर्जा / वातानुकूलन संयंत्र, अन्य मशीनरी व संयंत्र, खुला स्विमिंग पूल आदि।

(viii) The computable built-up area under these regulations shall exclude the following from the total gross built-up area of all floors:

1	Open platforms / plinths and similar structures, gardens, rockeries, wells and related structures, open water pools/swimming pools/fountains and structures not exceeding 2.1 m height above road level, benches, slides, swings, telecommunication towers.
2	Basement, stilt, or any floor area proposed for parking (parking floors/areas), ramps or car lifts leading to parking.
3	Entry and exit gates, guard rooms, compound walls, porches or porticos without floors above.
4	Covered structures and underground (subterranean) structures proposed for services in setback or open areas.
5	Chhajja (projecting eaves), and aesthetic/architectural elements (domes, canopies, projections, etc.).
6	Service floors, open fire escape staircases, lift wells, shafts, garbage chute covers, fire towers, refuge areas.
7	Water tanks and their supporting structures on the roof, lift machine rooms, mumty, solar energy/air-conditioning plants, other machinery and equipment, open swimming pools, etc.
