The Public Works Department and the Rise of the Indo-Saracenic Movement

When we think of colonial India, grand images often come to mind: the imposing Victoria Terminus in Bombay, the majestic St. Paul’s Cathedral in Calcutta, or even the elegant Taj Mahal Hotel. Yet behind these icons of architectural glory lies a story of two very different approaches to building an empire.

On the one hand stood the Public Works Department (PWD)—the British government’s construction arm, established in 1844 by Lord Dalhousie. On the other was a more creative school of thought, represented by figures like Colonel Samuel Swinton Jacob, whose Indo-Saracenic designs in Jaipur sought to harmonize Indian and European traditions.

The PWD: Standardization Over Style

The PWD’s responsibility was vast: it built roads, canals, telegraph lines, and, most importantly, every type of public building across India. This included not just monumental structures like high courts, town halls, and museums, but also the everyday necessities—district courthouses, police stations, schools, bungalows, and offices—scattered across thousands of towns.

Faced with this massive demand, the department opted for efficiency. Enter the Standard Plans of 1864: ready-made blueprints for different building types, designed to be quickly adapted to site and need. The result was an endless repetition of stripped-down, classical-style buildings—functional, but lacking character.

Yet, despite this scale, the department was frequently criticized for its lack of imagination. Standardization was the order of the day. “Standard Plans” dictated the design of bungalows, schools, and offices, reducing architecture to a bureaucratic formula. A bungalow in Agra looked much like one in Madras or Lucknow, stripped of ornament and built in a utilitarian, classical style. By order of 1864, no deviation was permitted. Local builders—trained at the engineering college in Roorkee—were retrained to follow Western methods, and indigenous forms or craftsmanship were deliberately excluded.

For critics like Jacob, this was a tragedy: India’s architectural soul was being silenced under the weight of bureaucracy.

A Different Story in the Cities

While provincial towns got monotonous, utilitarian buildings, the larger cities saw something different. Here, Standard Plans were not imposed, and British architects experimented more freely.

• Classical Beginnings: Early buildings like Government House in Calcutta (1799–1803), designed by Lieutenant Charles Wyatt, drew directly from British country house models, such as James Paine’s Kedleston Hall.
• The Gothic Revival: By the mid-19th century, Gothic styles gained ground. St. Paul’s Cathedral, Calcutta (1839) was an early attempt, but the movement truly flourished in Bombay under Governor Bartle Frere (1862–67). Here, George Gilbert Scott’s University Convocation Hall and Library (1869–78) and F. W. Stevens’ flamboyant Victoria Terminus (1878–87) redefined the urban skyline.
• A Touch of Eclecticism: At the dawn of the 20th century, works like W. Chambers’ Taj Mahal Hotel (1900) showcased a blend of styles, paving the way for even more eclectic expressions.

Jacob’s Critique: An Indo-Saracenic Alternative

Against this backdrop, Colonel Jacob in Jaipur was attempting something radically different. Instead of dismissing Indian forms, he embraced them. His Indo-Saracenic style fused Mughal, Rajput, and Islamic motifs with European engineering techniques, creating buildings that felt rooted in India’s heritage while still “modern” by colonial standards.

In doing so, Jacob offered an implicit critique of the PWD: why suppress local traditions when they could enrich and beautify modern architecture?

It is in this context that Colonel Samuel Swinton Jacob and his work in Jaipur stand out. Jacob openly criticized the sterility of the PWD approach:

“All who know what vast stores of material lie scattered over the land must regret the poverty of design and detail which, as a rule, characterizes modern buildings in this country.”

Bureaucracy vs. Creativity

The tale of the PWD versus the Indo-Saracenic movement is, at heart, a story about bureaucracy versus creativity. The PWD prioritized standardization, efficiency, and imperial control. The Indo-Saracenic approach—though less widespread—demonstrated how Indian traditions could thrive within modern frameworks.

More than a century later, we can still see the difference. Walk through a provincial town and you may spot the plain, functional legacy of the PWD. Visit Bombay or Jaipur, and you’ll find architectural landmarks that continue to inspire awe.

In the end, colonial India’s architecture wasn’t just about bricks and mortar—it was about the clash between uniformity and imagination, and about whose heritage was allowed to shape the built environment of an empire.
