Subject: Request for Special Security Arrangements for Jain Monks and Nuns During Vihar, Formulation of a National Saint Security Policy, and an Impartial High-Level Investigation into the Aryika Mataji Accident Case

Respected Sir/Madam,

With profound grief and deep anguish, we, the entire Jain community, wish to draw your kind attention towards the recent heartbreaking incident in which a vehicle brutally ran over a group of itinerant Aryika Matajis during their Vihar, resulting in the untimely demise / Samadhi-maran of the revered Aryikas.

This incident cannot be treated merely as a road accident. Based on the available facts and video clips, a deep sense of suspicion and concern has arisen within the community. Therefore, an impartial, transparent, and high-level investigation into this matter is extremely necessary.

Jain monks and nuns are completely unarmed, non-violent ascetics who travel only on foot. They do not use any form of security or material facilities and continuously spread the message of peace, restraint, and non-violence in society. The increasing number of accidents and attacks involving such saints has become a matter of grave concern for the entire community.

Therefore, we humbly place the following demands before you:

Major Demands

1. Impartial High-Level Investigation into the Incident

• A Special Investigation Team (SIT) or judicial inquiry should be constituted to investigate this case.
• All CCTV footage, videos, and digital evidence related to the incident must be preserved.
• The strictest legal action should be taken against the guilty persons.
• If evidence of a pre-planned act or conspiracy emerges, appropriate stringent charges should be invoked accordingly.

2. Implementation of a “Saint Security Protocol”

For the protection of monks and nuns during Vihar:

• Administrative coordination along Vihar routes,
• Police assistance in sensitive areas,
• Traffic regulation and control,
• Warning signboards and indicators,
• Special precautions on highways and crowded areas should be ensured.

3. Formulation of a “National Saint Security Policy”

The Government of India should establish:

• National guidelines for saints travelling on foot,
• Standard Operating Procedures (SOPs) for their safety,
• Special provisions for sensitive routes and regions.

4. Crimes Against Saints Should Be Treated as a Special Sensitive Category

Because:

• Monks and nuns do not practice self-defense,
• They do not use vehicles or security arrangements,
• They lead a completely non-violent way of life.

5. Establishment of a Coordination Mechanism Between Administration and Society

At the local level:

• A “Sant Security Coordination Cell” should be formed,
• An emergency communication and response system should be established.

The Jain community has always believed in peace, non-violence, law, and constitutional values. Our objective is not to create any form of tension, but to prevent the recurrence of such tragic incidents in the future and to ensure the safety of ascetic saints.

We firmly believe that the administration will treat this highly sensitive matter with seriousness and take prompt and effective steps.

महोदय,
सविनय निवेदन हैं कि हम समस्त जैन समाज अत्यन्त दुःख एवं गहरी वेदना के साथ आपका ध्यान हाल ही में विहाररत पूज्य आर्यिका माताजी के साथ हुई अत्यन्त दुखद घटना की ओर आकर्षित करना चाहते हैं, जिसमें संध की पूज्य आर्यिकाओं का असामयिक निधन हो गया।
यह घटना केवल एक सामान्य सड़क दुर्धटना प्रतीत नहीं होती। उपलन्ब तथ्यों, वीडियो क्लिपों एवं परिस्थितियों के आधार पर समाज में गहरी आशंका एवं चिंता का वातावरण निर्मित हुआ हैं। अतः इस सम्पूर्ण प्रकरण की निष्पक्ष, पारदर्शी एवं उच्चस्तरीय जॉच अत्यन्त आवश्यक हैं।
जैन साधु-संत पूर्णतः निहत्थे, अहिंसक एवं पैदल विहार करने वाले तपस्वी होते हैं। वे किसी प्रकार की सुरक्षा या भौतिक सुविधाओं का उपयोग नहीं करते तथा समाज में शर्मित, संयम, करुणा और अहिंसा का संदेश प्रसारित करते हैं। ऐसे संतों के साथ निरंतर बढ़ती दुर्घटनाएँ एवं हमले सम्पूर्ण समाज के लिए अत्यन्त चिंताजनक विषय हैं।
अतः हम निन्न माँगें आपके समक्ष विनम्रतापूर्वक प्रस्तुत करते हैं-

प्रमुख माँगें

1. घटना की निष्पक्ष उच्चस्तरीय जाँच

• इस प्रकरण की SIT अथवा न्यायिक जाँच कराई जाए।

• घटना से संबंधित सभी CCTV, वीडियो एवं डिजिटल साक्ष्य सुरक्षित किए जाएँ।

• दोषियों पर कठोरतम कानूनी कार्यवाही की जाए।

• यदि सुनियोजित कृत्य अथवा षड्यंत्र के तथ्य मिलें, तो तदनुसार कठोर धाराएँ लगाई जाएँ।

2. “संत सुरक्षा प्रोटोकॉल” लागू किया जाए

विहाररत साधु-संतों की सुरक्षा हेतु:

• विहार मार्गों पर प्रशासनिक समन्वय,

• संवेदनशील क्षेत्रों में पुलिस सहयोग,

• ट्रैफिक नियंत्रण,

• चेतावनी संकेतक,

• हाईवे एवं भीड़भाड़ क्षेत्रों में विशेष सावधानी

सुनिश्चित की जाए।

3. “राष्ट्रीय संत सुरक्षा नीति” बनाई जाए

भारत सरकार द्वारा:

• पैदल विहार करने वाले संतों हेतु राष्ट्रीय guideline,

• सुरक्षा SOP,

• तथा संवेदनशील मार्गों हेतु विशेष प्रावधान

निर्मित किए जाएँ।

4. संतों के विरुद्ध अपराधों को विशेष संवेदनशील श्रेणी में रखा जाए

क्योंकि:

• साधु-संत आत्मरक्षा नहीं करते,

• वाहन या सुरक्षा साधनों का उपयोग नहीं करते,

• तथा पूर्णतः अहिंसक जीवन जीते हैं।

स्थानीय स्तर पर:

जैन समाज सदैव शांति, अहिंसा, कानून और संवैधानिक मर्यादाओं में विश्वास रखता है। हमारा उद्देश्य किसी प्रकार का तनाव उत्पन्न करना नहीं, बल्कि भविष्य में ऐसी घटनाओं की पुनरावृत्ति रोकना एवं तपस्वी संतों की सुरक्षा सुनिश्चित करना है।

हमें पूर्ण विश्वास है कि प्रशासन इस अत्यन्त संवेदनशील विषय को गंभीरता से लेते हुए त्वरित एवं प्रभावी कदम उठाएगा।
