4.2 भवन निर्माण के मापदण्ड (Building Construction Standards: )

4.3 आवासीय भवन (Residential Building)

1. सामान्य नियम (General Rules):-
(i) स्वतंत्र आवास भूखण्डों में किसी भी मंजिल अथवा मंजिल के आंशिक भाग/बेसमेन्ट पर स्वयं के निवास का 35 प्रतिशत अथवा 150 वर्ग मीटर जो भी कम हो, निम्न प्रकार के स्वनियोजन व्यवसाय के लिए उपयोग में लिया जा सकता है:-
(क) एडवोकेट (ख) इंजीनियर (ग) डॉक्टर (घ) वास्तुविद (ड) चार्टड एकाउन्टेंट /वित्तिय सलाहकार (च) मीडिया प्रोफेशनल का कार्यालय (छ) आइ.टी. प्रोफेशनल का कार्यालय (ज) नगर नियोजक का कार्यालय एवं (झ) अन्य प्रकार के स्वनियोजन व्यवसाय यथा (1) प्रदूषण रहित घरेलू कुटीर उद्योग (ii) ब्यूटी पार्लर (iii) सिलाई बुनाई-कढाई केन्द्र (iv) ई-मित्र कियोस्क (v) वर्चुअल कार्यालय, वर्चुअल क्लास रूम, योगा/ध्यान केन्द्र आदि परन्तु ऐसी गतिविधियां जो भवन में निवासकर्ताओं के लिये हानिकारक एवं संकटमय हो कि अनुमति नहीं दी जायेगी।
उक्त उपयोग हेतु पार्किंग का प्रावधान भूखण्ड के अन्दर ही किया जाना होगा जिससे की आस-पास के रहवासीयों को किसी भी प्रकार की असुविधा ना हो। उक्त उपयोग बाबत डिस्प्ले भूखण्ड के बाहर बोर्ड प्रदर्शित किया जाना आवश्यक होगा।

1. General Rules: (i) In independent residential plots, up to 35% or 150 square meters (whichever is less) of any floor or part of a floor/basement can be used for self-employment businesses as listed below: (a) Advocate (b) Engineer (c) Doctor (d) Architect (e) Chartered Accountant/Financial Advisor (f) Media Professional’s Office (g) IT Professional’s Office (h) Town Planner’s Office (i) Other types of self-employment businesses, such as: (1) Pollution-free cottage industries (2) Beauty Parlor (3) Tailoring, Knitting, and Embroidery Center (4) E-Mitra Kiosk (5) Virtual Office, Virtual Classroom, Yoga/Meditation Center, etc. However, activities that are harmful or hazardous to the residents of the building will not be permitted.
Parking provisions for such activities must be made within the plot to avoid inconvenience to nearby residents. A display board indicating the activity must be placed outside the plot.
(ii) फ्लेटस एवं ग्रुप हाउसिंग परियोजनाओं में उक्त गतिविधियां, परिसर में प्रस्तावित वाणिज्यिक / रिटेल एरिया में ही अनुज्ञेय होगी एवं किसी पलेट में अनुज्ञेय नहीं होगी।

(ii) In flats and group housing projects, the above activities are permitted only in the designated commercial/retail areas within the premises and not within individual flats.
(iii) बहु आवासीय /पलेट्स/ग्रुप हाउसिंग के भवनों में छत (टैरेस) का अधिकतम 25 प्रतिशत निजी टैरेस के रूप में अनज्ञेय किया जा सकेगा। छत (टैरेस) का न्यूनतम 75 प्रतिशत क्षेत्र कॉमन टैरेस यथा मम्टी, लिफ्ट मशीन रूम, पानी की टंकी, सोलर पैनल, डिश ऐंटिना, एयर कांडिशनिंग आउटडोर यूनिट्स व कॉमन टैरेस आदि हेतु रखा जाना अनिवार्य होगा। निजी टैरेस अंतिम मंजिल के फ्लेट धारकों को हस्तांतरित किया जा सकेगा। भवन के टैरेस प्लान में कॉमन फेसिलिटी, निजी टैरेस एवं कॉमन टैरेस को भवन मानचित्र अनुमोदन के समय स्पष्ट दर्शाया जाना आवश्यक होगा। प्रस्तावित निजी टेरेस के कुल क्षेत्रफल का 50 प्रतिशत क्षेत्रफल बी.ए.आर. की गणना में शामिल होगा एवं तदानुसार उक्त क्षेत्र पर पार्किंग भी देय होगी।

(iii) In multi-residential/flats/group housing buildings, a maximum of 25% of the terrace can be designated as a private terrace. A minimum of 75% of the terrace area must be reserved for common use, including facilities such as staircases (mumty), lift machine rooms, water tanks, solar panels, dish antennas, air conditioning outdoor units, and common terraces. The private terrace can be transferred to the flat owners of the top floor. The building plan must clearly indicate common facilities, private terraces, and common terraces during the approval process. 50% of the proposed private terrace area will be included in the calculation of the Built-up Area Ratio (B.A.R.), and parking provisions must be made accordingly for that area.

(iv) आर्थिक दृष्टि से कमजोर एवं निम्न आय वर्ग हेतु राज्य सरकार की अर्फीडेबल हाउसिंग पॉलिसी अथवा राज्य सरकार द्वारा समय-समय पर इस संबंध में जारी पॉलिसी / दिशा-निर्देशों के अनुसार प्रावधान रखे जाने होगें।

(iv) For Economically Weaker Sections (EWS) and Low-Income Groups (LIG), provisions must be made in accordance with the State Government’s Affordable Housing Policy or any policy/guidelines issued by the State Government from time to time.
(v) आवासीय बहुमंजिला भवन 1000 व.मी. से अधिक क्षेत्रफल के भूखण्डों एवं न्यूनतम 18 मी. चौडाई की सड़क पर ही देय होगें।

(v) Multi-storeyed residential buildings are permitted only on plots larger than 1000 square meters and on roads with a minimum width of 18 meters.
(vi) समस्त आवासीय उपयोग के भवन आवासीय / वाणिज्यिक / मिश्रित उपयोग के लीजडीड/पट्टाशुदा भूखण्डों पर अनुज्ञेय होंगे एवं समस्त शुल्क व मापदण्ड तदानुसार आवासीय के ही लागू होगें।

(vi) All residential buildings are permissible on leasehold/patta plots designated for residential, commercial, or mixed use, and all applicable fees and standards will be as per residential norms.

2. स्वतंत्र आवास (Independent House) :-

(i) स्वतंत्र आवास के भूखण्डों पर अधिकतम चार निवास इकाई ही अनुज्ञेय होगी। किसी भी क्षेत्रफल के भूखण्ड पर 04 से अधिक आवासीय इकाई प्रस्तावित होने पर बहुनिवास इकाई/फ्लेट्स / ग्रुप हाउसिंग उपयोग माना जावेगा।

Independent House: (i) A maximum of four dwelling units are permissible on independent residential plots. If more than four dwelling units are proposed on a plot of any size, it will be considered as multi-dwelling units/flats/group housing.

(ii) स्वतंत्र आवास के भूखण्डों पर तालिका-01 में निर्धारित मापदण्डों के अनुसार भवन निर्माण स्वीकृति दी जावेगी।

(ii) Building construction approval for independent houses will be granted as per the standards specified in Table-01.

3. बहु निवास इकाई (Multiple Dwelling Units)

(i) बहु-निवास इकाई (Multiple Dwelling Units) 500 व.मी. से अधिक तथा 750 व. मी. तक के भूखण्डों पर 04 से अधिक लेकिन अधिकतम 08 आवासीय इकाई प्रस्तवित होने पर बहुनिवास इकाई का भवन माना जावेगा।

(i) For plots larger than 500 square meters and up to 750 square meters, if more than four but a maximum of eight dwelling units are proposed, the building will be classified as a multi-dwelling unit building.

(ii) बहु निवास इकाई न्यूनतम 12 मीटर सड़क पर ही अनुज्ञेय होगी। 12 मीटर से कम चौडाई की सडको पर स्थित भूखण्डों पर स्वतंत्र आवासीय भवन ही अनुज्ञेय होंगे।

(ii) Multi-dwelling units are permissible only on roads with a minimum width of 12 meters. Independent residential buildings are permitted on plots located on roads narrower than 12 meters.

(iii) बहु निवास इकाई के भूखण्डों पर तालिका-01 में निर्धारित मापदण्डों के अनुसार भवन निर्माण स्वीकृति दी जावेगी।

(iii) Building construction approval for multi-dwelling units will be granted as per the standards specified in Table-01.

(iv) बहु निवास इकाई के भूखण्डों पर पार्किंग का प्रावधान तालिका-16 के अनुसार किया जाना अनिवार्य होगा। बहु निवास इकाई के सभी भूखण्डों में पार्किंग हेतु स्टिल्ट पार्किंग का प्रावधान अनिवार्य होगा।

(iv) Parking provisions for multi-dwelling unit plots must be made as per Table-16. Stilt parking is mandatory for all multi-dwelling unit plots.

(v) बहु निवास ईकाई को अग्निशमन शुल्क के संबंध में फ्लेट्स की श्रेणी में माना जावेगा एवं अग्निशमन के संबंध में नियमानुसार पालना सुनिश्चित की जावेगी।

(v) Multi-dwelling units will be categorized under flats for fire safety charges, and compliance with fire safety regulations must be ensured.

(vi) बहुनिवास इकाई के भवनों में योजनाओं में आधाभूत सुविधाओं के सुदृढीकरण हेतु प्रति निवास इकाई 25000/- रूपये अतिरिक्त राशि (अन्य सभी देय शुल्क के अतिरिक्त) देय होगी।

(vi) For multi-dwelling unit buildings, an additional amount of ₹25,000 per dwelling unit (in addition to all other applicable fees) will be payable for the strengthening of basic infrastructure facilities in the schemes.
