Regulation 4 Categories and Standards for Building Construction Building Bye Laws – 2025

As per the order dated 12th May 2025, the State Government of Rajasthan has implemented the new “Model Building Regulations-2025″ across all urban local body areas in the Rajasthan state.

4. भवन निर्माण की श्रेणियां एवं मापदण्ड :-

4. Categories and Standards for Building Construction:

4.1 भवन निर्माण की श्रेणिया नगरीय क्षेत्र की मास्टर विकास योजना/ डवलपमेंट प्रमोशन एवं कन्ट्रोल रेगुलेशन में वर्णित विभिन्न भू-उपयोगों के लिए भवन के प्रस्तवित उपयोग व प्रकृति के अनुसार भवनों के लिए मापदण्ड निर्धारित करने की दृष्टि से निम्न 09 श्रेणियों में वर्गीकृत किया गया है तथा प्रत्येक वर्ग में आने वाली गतिविधियों की अनुसूची इन विनियमों के साथ सलंग्न अनुसूची-1 में दी गई है।

4.1 Building Categories:

The categories of building construction are classified into the following nine (09) categories, based on the proposed use and nature of the building, as per the Master Development Plan / Development Promotion and Control Regulations of the urban area.
The schedule of activities falling under each category is provided in Schedule-1 attached to these regulations.

1. आवासीय भवन :-
(i) स्वतंत्र आवास
(ii) बहु-आवासीय
(iii) फ्लेट्स
(iv) ग्रुप हाउसिंग
(v) स्टुडियो अपार्टमेंट
(vi) फार्म हाउस/पर्यावरण मैत्री आवास
(vii) हॉस्टल
(viii) रिटार्यमेन्ट हॉम्स
(ix) अफोर्डेबल हाउसेज

1. Residential Buildings:

(i) Detached Houses
(ii) Multi-Residential Buildings
(iii) Flats
(iv) Group Housing
(v) Studio Apartments
(vi) Farmhouses / Eco-Friendly Housing
(vii) Hostels
(viii) Retirement Homes
(ix) Affordable Housing

2. वाणिज्यिक भवन:-
(i) लघु व्यावसायिक प्रतिष्ठान / दुकानें
(ii) वाणिज्यिक परिसर
(iii) गेस्ट हाउस / लोजिंग एवं बोडिंग हाउस
(iv) सिनेमा/ मल्टीप्लेक्स/मिनीप्लेक्स
(v) रिटेल फ्यूल फिलिंग स्टेशन (पेट्रोल पम्प / सीएनजी/ एलपीजी)
(vi) इलेक्ट्रिक व्हीकल चार्जिंग स्टेशन
(vii) विवाह/पार्टी स्थल
(viii) धर्म कांटा (वे-ब्रिज)
(ix) रूफ टॉप रेस्टोरेन्ट
(x) उपरोक्त के अतिरिक्त अनुसूची-1 के क्रम संख्या 2 में वर्णित अन्य गतिविधियां / उपयोग

2. Commercial Buildings:

(i) Small Commercial Establishments / Shops
(ii) Commercial Complexes
(iii) Guest Houses / Lodging and Boarding Houses
(iv) Cinemas / Multiplexes / Mini-Plexes
(v) Retail Fuel Filling Stations (Petrol Pump / CNG / LPG)
(vi) Electric Vehicle Charging Stations
(vii) Marriage / Party Venues
(viii) Weighbridge (Dharam Kanta)
(ix) Rooftop Restaurants
(x) Other activities/uses mentioned under Serial No. 2 of Schedule-1

3. पर्यटन ईकाई भवन :-
(i) होटल
(ii) होटल हाउसिंग
(iii) रिसोर्ट/रिसोर्ट हाउसिंग / हेल्थ रिसोर्ट / स्पोर्टस रिसोर्ट
(iv) मोटेल
(v) पर्यटन नीति में उल्लेखित अन्य उपयोग

3. Tourism Unit Buildings:

(i) Hotels
(ii) Hotel Housing
(iii) Resorts / Resort Housing / Health Resorts / Sports Resorts
(iv) Motels
(v) Other uses specified under the Tourism Policy

4. संस्थागत भवन
(i) शैक्षणिक (प्राथमिक, माध्यमिक, उच्च माध्यमिक विद्यालय, महाविद्यालय, विश्वविद्यालय, तकनीकी एवं अन्य शिक्षण संस्थान)
Present
(ii) कॉचिंग सेंटर
(iii) चिकित्सा (डिस्पेंसरी, अस्पताल, नर्सिंग होम, वेटनरी अस्पताल)
(iv) सरकारी एवं अर्द्धसरकारी कार्यालय
(v) अन्य सामुदायिक सुविधाऐ (यथा सामुदायिक केन्द्र, पुलिस थाना, पुस्तकालय, क्लब, पोस्ट व टेलीग्राफ ऑफिस, आदि)
(vi) सामाजिक / सांस्कृतिक / धार्मिक भवन
(vii) सभा भवन (Assembly building)/Convention Centre / प्रदर्शनी केन्द्र/कला दीर्घा
(viii) उपरोक्त के अतिरिक्त अनुसूची-1 के क्रम संख्या 4 में वर्णित अन्य गतिविधियां / उपयोग

4. Institutional Buildings:

(i) Educational: Primary, Secondary, Senior Secondary Schools, Colleges, Universities, Technical and other Educational Institutions
(ii) Coaching Centers
(iii) Medical: Dispensaries, Hospitals, Nursing Homes, Veterinary Hospitals
(iv) Government and Semi-Government Offices
(v) Other Community Facilities (such as Community Centers, Police Stations, Libraries, Clubs, Post and Telegraph Offices, etc.)
(vi) Social / Cultural / Religious Buildings
(vii) Assembly Buildings / Convention Centres / Exhibition Centres / Art Galleries
(viii) Other activities/uses mentioned under Serial No. 4 of Schedule-1

5. मिश्रित उपयोग के भवन:-
आवासीय, वाणिज्यिक, पर्यटन इकाई, संस्थानिक आदि उपयोगों में से एक से अधिक उपयोग यथा आवासीय-वाणिज्यिक, आवासीय संस्थानिक, आवासीय-वाणिज्यिक-पर्यटन इकाई-संस्थानिक आदि।

5. Mixed-Use Buildings:

Buildings with more than one of the following uses — Residential, Commercial, Tourism Units, Institutional — such as:

• Residential-Commercial
• Residential-Institutional
• Residential-Commercial-Tourism-Institutional

6. औद्योगिक भवन :-
अनुसूची-1 के क्रम संख्या 5 में वर्णित गतिविधियां / उपयोग

6. Industrial Buildings:

Activities/uses as mentioned under Serial No. 5 of Schedule-1

7. वेयर हाउस/गोदाम
(i) कृषि आधारित वेयर हाउस / सामान्य वेयर हाउस
(ii) गैस गोदाम

7. Warehouses / Godowns:

(i) Agriculture-Based Warehouses / General Warehouses
(ii) Gas Godowns

8. अमोद-प्रमोद उपयोग हेतु भवन :-
(i) एम्यूजमेंट पार्क
(ii) स्पोर्ट्स कॉम्पेलेक्स

8. Recreational Use Buildings:

(i) Amusement Parks
(ii) Sports Complexes

9. Special Category Buildings:

Activities/uses as mentioned under Serial No. 8 of Schedule-1
