5.4 बहुमंजिला भवनों के निर्माण हेतु सामान्य नियमः-

5.4 General Rules for Construction of Multistorey Buildings

(i) बहुमंजिला भवन ऐसे विशेष क्षेत्रों/योजनाओं में अनुज्ञेय नहीं होगे जहाँ अधिकतम ऊँचाई 15 मी. तक ही निर्धारित की गयी हो।

(i) Multistorey buildings shall not be permitted in special areas/schemes where the maximum allowable height is restricted to 15 meters.

(ii) बहुमंजिले भवनों के समस्त मापदण्ड इन विनियमों के अनुसार रखे जाने होगें एवं शेष प्रावधान नेशनल बिल्डिंग कोड (N.B.C.) के अनुसार रखे जाने होंगे।

(ii) All standards for multistorey buildings must comply with these regulations, and all remaining provisions shall follow the National Building Code (NBC).

(iii) 24 मी. एवं इससे अधिक ऊँचाई के बहुमंजिला भवनों में शरण क्षेत्र (Refuge area) का निम्नानुसार प्रावधान किया जाना अनिवार्य होगा-

(iii) Refuge Area Requirements
For multistorey buildings 24 meters or more in height, refuge areas must be provided as follows:

संबंधित तल के सकल निर्मित क्षेत्रफल का न्यूनतम 10 प्रतिशत अथवा 15 वर्गमीटर जो भी अधिक हो।

• Minimum 10% of the gross built-up area of the respective floor, or 15 sq.m, whichever is greater.

24 मी. एवं उससे अधिक 39 मी. तक भवन ऊँचाई पर 24 मी. से ऊपर वाली मंजिल (Floor Immediately above 24 Mtr) पर एक शरण क्षेत्र।
39 मी. से अधिक भवन ऊँचाई पर 39 मी. से ऊपर वाली मंजिल (Floor Immediately above 39 Mtr) पर एक शरण क्षेत्र तथा उससे ऊपर ऊँचाई होने पर प्रत्येक 15 मी. ऊँचाई पर एक अतिरिक्त शरण क्षेत्र।

Location of Refuge Areas

• For buildings 24 m to less than 39 m height:
  A refuge area must be provided on the floor immediately above 24 meters.
• For buildings 39 m and above:
  A refuge area must be provided on the floor immediately above 39 meters,
  and for heights above this, an additional refuge area every 15 meters.

यदि एक से अधिक बिल्डिंग ब्लॉक को एक ही शरण क्षेत्र जोडता है तो प्रत्येक बिल्डिंग के लिए पृथक-पृथक शरण क्षेत्र की आवश्यकता नहीं होगी तथापि शरण क्षेत्र का न्यूनतम क्षेत्रफल सम्पूर्ण तल के सकल निर्मित क्षेत्रफल का न्यूनतम 10 प्रतिशत रखा जाना अनिवार्य होगा।
बहुमंजिला आवासीय भवनों में यदि प्रत्येक आवासीय इकाईयों में टेरेस अथवा बालकनी प्रस्तावित होने पर पृथक से शरण क्षेत्र की आवश्यकता नहीं होगी।

Special Provisions

• If one refuge area connects more than one building block, separate refuge areas for each block are not required, but the minimum total refuge area must still be 10% of the gross built-up area of that entire floor.
• In multistorey residential buildings, if each unit has a terrace or balcony, no separate refuge area will be required.

(iv) भूखण्ड पर बहुमंजिला भवन प्रस्तावित होने पर समीपवर्ती दो ब्लॉक्स के बीच की दूरी उन दो ब्लॉक में से ऊँचे ब्लॉक की ऊँचाई का न्यूनतम 1/4 (अधिकतम 16 मी.) होगी। लेकिन यदि बिल्डिंग ब्लॉक्स में कमरों / रसोईघर/शौचालय आदि की खिड़कियां वातायान हेतु प्रस्तावित नही होने पर अर्थात Dead wall होने की अवस्था में दो ब्लॉक्स के मध्य उपरोक्तानुसार दूरी रखा जाना आवश्यक नही होगा।

(iv) Distance Between Adjacent Blocks
If a multistorey building is proposed on a plot:

• The distance between two adjacent blocks must be
  1/4th of the height of the taller block (maximum 16 meters).
• This requirement does not apply if the facing walls of the blocks are dead walls (i.e., no windows for rooms/kitchen/toilets for ventilation).

(v) बहुमंजिला भवनों में आग से बचाव हेतु सीढियों (Fire Staircase) जो भवन की बाहरी सतह पर हो अथवा दो ओर से खुली हो (निकटतम दीवार से न्यूनतम 1.0 मी. की दूरी) का प्रावधान किया जाना होगा। आग से बचाव हेतु सीढियों हेतु अन्य प्रावधान नेशनल बिल्डिग कोड के अनुसार रखे जाने होगें। अधिकतम 30 मीटर ऊँचाई के भवनों में प्रत्येक बिल्डिंग ब्लॉक के तल का सकल निर्मित क्षेत्र 500 वर्गमीटर से कम होने पर आग से बचाव हेतु सीढीयों (Fire Staircase) को सामान्य सीढीयों के रूप में भी काम में लिया जा सकता है परन्तु उक्त सीढी सैटबैक क्षेत्र में देय नहीं होगी एवं भू-आच्छादन व बी.ए.आर. की गणना में शामिल की जावेगी।

(v) Fire Escape Staircase Requirements

• Multistorey buildings must have fire escape staircases located on the outer surface of the building or with two open sides, maintaining a minimum 1.0 meter distance from the nearest wall.
• All other fire staircase provisions must follow the National Building Code.

Special Condition:

For buildings up to 30 meters height,
If the gross built-up area per floor is less than 500 sq.m,
the fire escape staircase may also function as the main staircase, provided that:

• It is not located within the setback area, and
• It is included in Ground Coverage and FAR (BAR) calculations.

(vi) आवासीय भवनों को छोड़कर अन्य उपयोग यथा वाणिज्यिक, संस्थानिक, पर्यटन इकाईयां आदि हेतु प्रस्तावित बहुमंजिला भवनों में आग से बचाव हेतु प्रेशराईज्ड सीढीयों (Pressurised Fire Staircase) / फायर टावर (Fire Tower) अनुज्ञेय होगें।

(vi) Pressurised Staircases for Non-residential Buildings

For multistorey buildings used for commercial, institutional, tourism units, and other non-residential purposes:

• Pressurised Fire Staircases or
• Fire Towers

shall be mandatory and permitted.

(vii) अग्निश्मन वाहन के संचालन हेतु न्यूनतम 6.0 मीटर चौड़ा सुरक्षित गलियारा भवन के चारों ओर बिना अवरोध छोडा जाना अनिवार्य होगा। ऐसे गलियारों में किसी प्रकार की पार्किंग / अस्थायी निर्माण आदि अनुज्ञेय नही होगें। यदि 6.0 मीटर चौडा रेम्प सैटबैक में बनाया जाता है, जो कि किसी भी तरह से ढका हुआ ना हो एवं प्रवेश/निकास (Entry/Exit) हेतु बिना अवरोध उपलब्ध हो तो उसे अग्निश्मन वाहन के आवागमन हेतु गलियारा माना जा सकता है।

(vii) Fire Tender Movement Path

• A minimum 6.0-meter-wide unobstructed corridor must be provided around the entire building for fire tender movement.
• No parking, temporary structures, or obstructions are allowed in this corridor.

Ramp Provision:

If a 6.0-meter-wide ramp is constructed within the setback area and:

• It is not covered, and
• Permits unobstructed entry and exit,

then it will be considered as the required fire tender movement corridor.

(viii) अग्निशमन वाहन के संचालन हेतु 6.0 मीटर चौडा गलियारा के ऊपर बालकनी / छज्जा भूमि तल से 4.50 मीटर ऊँचाई पर ही देय होगा।

(viii) For fire-tender movement, a 6.0-meter-wide corridor is required around the building.
A balcony or chhajja over this corridor shall be allowed only at a minimum height of 4.50 meters above ground level.

(ix) आग से बचाव हेतु हर समय पानी की व्यवस्था सुनिश्चित करने के लिए भवन के छत पर समुचित क्षमता के दो टैंक बनाये जायेंगे। इसमें से एक टैंक अग्निशमन व्यवस्था के पाइपों की प्रणाली से जुड़ा होगा। दूसरा टैंक भवन के निवासकर्ताओं के लिये पानी की आपूर्ति के लिये बनाया जायेगा एवं इस टैंक को भरने हेतु अग्निशमन टैंक के ढक्कन के 30 सेंटीमीटर नीचे से पाइप इस टैंक में जोडा जायेगा। भवन के निवासकर्ताओं के लिए बनाये जाने वाले इस टैंक में पानी की आपूर्ति हेतु अन्य कोई कनेक्शन नहीं रखा जायेगा, जिससे यह सुनिश्चित किया जा सकेगा कि अग्निशमन हेतु टैंक हमेशा भरा रहे।

(ix) To ensure continuous availability of water for fire safety, two separate tanks of adequate capacity shall be constructed on the building terrace:

1. One tank shall be connected exclusively to the firefighting pipeline system.
2. The second tank shall be for residents’ domestic water supply.

A pipe for filling the domestic tank shall be connected 30 cm below the lid of the fire-fighting tank.
No other connection shall be provided to the domestic tank to ensure that the fire-fighting tank always remains full.

(x) 30 मीटर ऊँचाई तक के बहुमंजिला भवनों के स्ट्रक्चरल डिजाईन मानचित्र मय रिपोर्ट को स्ट्रक्चरल इंजिनियर से प्रमाणित करवाया जाकर नगरीय निकाय में पूर्णता प्रमाण पत्र जारी किये जाने के समय प्रस्तुत किये जाने होंगे।

(x)For multistorey buildings up to 30 meters height, the structural design drawings with report, certified by a qualified Structural Engineer, must be submitted to the Urban Local Body at the time of applying for the Completion Certificate.

(xi) 30.0 मीटर से अधिक ऊँचाई के भवनों में अनुमोदित भवन मानचित्र जारी करने के पश्चात संरचनात्मक सुरक्षा के उपायों से संबंधित समस्त दस्तावेजों मय स्ट्रक्चरल डिजाईन मानचित्रों को राजकीय स्तर के संस्थानों यथा आईआईटी /एनआईटी / राजकीय अभियांत्रिकी महाविधालय / राज्य सरकार द्वारा प्रमाणित करवाकर आवश्यक रूप से नगरीय निकाय में पूर्णता प्रमाण पत्र जारी किये जाने के समय प्रस्तुत किये जाने होंगे।

(xi) For buildings above 30 meters height, after approval of the building plan:

All documents related to structural safety measures, including structural design drawings, must be certified by government-level institutions such as:

• IIT
• NIT
• Government Engineering Colleges
• or Institutions approved by the State Government

These documents must be submitted to the Urban Local Body at the time of applying for the Completion Certificate.

(xii) भवन में अपेक्षित सेवाओं यथा प्रस्तावित जल वितरण प्रणाली, जल मल निकासी प्रणाली, विद्युत सेवाऐं, वातानुकूल सेवाऐं आदि से संबंधित मानचित्रों के दो सैट जो कि आवेदित परियोजना की डिजाईन व निर्माण की क्रियान्विति हेतु अनुबंधित किये गये काउंसिल ऑफ आर्किटेक्चर से रजिस्टर्ड आर्किटेक्ट एवं परियोजना के एम.ई.पी कन्सलटेन्ट (M.E.P Consultant) से प्रमाणित करवाकर आवश्यक रूप से नगरीय निकाय में पूर्णता प्रमाण पत्र जारी किये जाने के समय प्रस्तुत किये जाने होंगे।

(xii) Two sets of drawings related to essential building services—such as:

• proposed water supply system,
• wastewater disposal system,
• electrical services,
• air-conditioning services, etc.,

must be certified by:

• a Council of Architecture (COA) registered Architect, and
• the project’s M.E.P. Consultant.

These must be submitted to the Urban Local Body at the time of applying for the Completion Certificate.

(xiii) बहुमंजिला भवनों में अग्निशमन संबंधित प्रावधान नेशनल बिल्डिंग कोड (N.B.C.) के अनुसार रखे जाने आवश्यक होंगे जिसकी समस्त जिम्मेदारी विकासकर्ता की होगी। भवन निर्माण पूर्ण हो जाने के पश्चात अधिवास प्रमाण-पत्र जारी करने से पूर्व स्थाई अग्निशमन अनापत्ति प्रमाण-पत्र प्रस्तुत करना आवश्यक होगा।

(xiii) All fire-safety provisions in multistorey buildings shall comply with the National Building Code (NBC).
The developer shall be fully responsible for this.

After construction is complete, and before issuing the Occupancy Certificate, a Permanent Fire NOC must be submitted.

(xiv) उपरोक्त बिन्दु संख्या (x) से (xiii) की सुनिश्चितता किये जाने हेतु भवन मानचित्र अनुमोदन किये जाने के समय आवेदक से शपथ पत्र लिया जाना आवश्यक होगा।

(xiv) To ensure compliance with points (x) to (xiii), the applicant must submit an affidavit at the time of building plan approval.

(xv) बहुमंजिला भवन प्रस्तावित होने पर N.B.C. के अनुसार भूकम्परोधी प्रावधानों पालना किये जाने बाबत् भू-स्वामी, वास्तुविद् एवं संरचना अभियन्ता का संयुक्त शपथ पत्र लिया जाना आवश्यक होगा।

(xv) When a multistorey building is proposed, a joint affidavit from:

• the landowner,
• the architect, and
• the structural engineer,

must be submitted, confirming compliance with earthquake-resistant provisions of the NBC.

(xvi) राज्य के नगरीय क्षेत्रों में अग्निश्मन की सुविधा उपलब्ध कराने / सुदृढीकरण की दृष्टि से राज्य सरकार द्वारा इस संबंध में समय-समय पर जारी आदेश के अनुरूप नियमानुसार शुल्क देय होगें।

(xvi) For providing and strengthening fire-fighting facilities in urban areas of the state, fees shall be payable as per orders issued by the State Government from time to time.

(xvii) बहुमंजिला भवनों के अनुज्ञाधारी / विकासकर्ता द्वारा भूखण्ड से लगती हुई सभी सम्पूर्ण सड़कों का विकास फुटपाथ एवं वृक्षारोपण का प्रावधान स्वयं के व्यय पर सुनिश्चित किया जावेगा।

(xvii) The developer / building permit holder shall, at their own cost, ensure the development of all adjoining roads, including footpaths and tree plantation.
