Style and Power: The Indo-Saracenic Debate in Colonial India

The Public Works Department and the Rise of the Indo-Saracenic Movement

By the late 19th century, architecture in India was no longer simply about function. It had become a stage on which the politics of empire played out. From the 1870s onward, a heated debate opened up among architects, administrators, and political leaders: What style should symbolize the British Raj?

To dismiss this as a superficial quarrel over decoration would be to miss the point. In Victorian Britain, style carried meaning. In colonial India, it carried even more—it was about how Britain chose to represent itself as ruler, and how far that rule should acknowledge the land it governed.

The Battle of the Styles

Three contenders stood out:

• Classicism – Rooted in Western rationalism and order, it represented reason, law, and empire.
• Gothic – With its Christian associations, it suggested moral authority and spiritual guardianship.
• Indo-Saracenic – A hybrid, drawing on Mughal, Rajput, and regional Indian forms, it offered a more assimilationist image of power—imperial, but with an Indian face.

Classicism and Gothic were unmistakably foreign imports. They projected “us” (the British) to Indian eyes. Indo-Saracenic, by contrast, implied a willingness to adapt—to cloak colonial authority in the familiar aesthetics of India’s own traditions.

The Early Indo-Saracenic Experiments

The first experiments came in Madras, where Lord Napier (Governor of Madras) encouraged R. F. Chisholm to design the University Senate House and the Board of Revenue offices in the 1870s. Chisholm’s successors, J. W. Brassington and Henry Irwin, continued the trend with the Madras High Court (1888–92).

Elsewhere:

• William Emerson designed Muir College, Allahabad (1870).
• Charles Mant created the main building of Mayo College, Ajmer (1875), intended as a Rajput palace for educating the sons of princes.
• Bombay shifted from Gothic to Indo-Saracenic in the Edwardian era, producing landmarks like John Begg’s General Post Office (1904–10) and George Wittet’s Prince of Wales Museum and Gateway of India (1908–15).

Beyond the British: Princely Patrons

Indo-Saracenic wasn’t confined to British India. Progressive Indian rulers, eager to modernize yet conscious of their cultural roots, also embraced it.

• Travancore: Chisholm designed a Museum (1872) with Kerala-inspired roofs.
• Baroda: The Maharaja employed Mant and Chisholm for the vast Laxmi Vilas Palace (1878–90)—a dramatic English country house in Indian dress.
• Mysore: Henry Irwin designed the splendid Amba Vilas Palace (1900).
• Hyderabad: The Nizam commissioned Vincent Esch for public buildings, including the High Court (1916) and Osmania Hospital.

For these rulers, Indo-Saracenic offered a delicate balance: they could align with British imperial policies while still signaling a continuity with Indian tradition.

Ornament Without Structure?

Yet, there was a catch. Despite its Indian motifs—domes, arches, jalis, chhatris—the Indo-Saracenic style was often superficial. Architects borrowed details from Mughal, Rajput, or Deccani traditions, but applied them to fundamentally Western building plans.

For example:

• Mayo College mimicked Rajput palaces in surface detail, but its structure followed English layouts.
• Laxmi Vilas Palace, Baroda was essentially an English country house dressed up with domes and minarets.
• Even where fidelity was claimed—like Chisholm’s art gallery in Trivandrum (inspired by Kerala roofs) or Irwin’s museum in Madras (echoing Fatehpur Sikri)—the borrowing stopped at ornament.

The result was often described as “Indian fancy dress over European bones.”

Style as Politics

In the end, the Indo-Saracenic debate wasn’t really about beauty versus utility. It was about the image of empire.

• To adopt Classicism was to proclaim rational, Western order.
• To build in Gothic was to invoke Christian guardianship.
• To cloak buildings in Indo-Saracenic forms was to suggest that the Raj could be both imperial and Indian.

For Indian princes, the style solved another problem: it let them appear modern and aligned with the empire, while still keeping visible links to their heritage and subjects.

The Indo-Saracenic movement, then, was more than just an architectural fashion. It was a cultural compromise, a political performance, and an aesthetic negotiation—all expressed in stone and mortar.
