5. बहुमंजिला भवन निर्माण हेतु मापदण्ड

Standards for Multistorey Building Construction
5.1 बहुमंजिला भवनों के निर्माण बाबत जोन्स के चिन्हीकरण हेतु दिशा-निर्देश :-

5.1 Guidelines for Zoning of Multistorey Buildings

समस्त प्राधिकरण / न्यास/नगरीय निकाय द्वारा संबंधित नगरीय क्षेत्र के मास्टर प्लान / जोनल डवलपमेंट प्लान में बहुमंजिला भवनों के निर्माण हेतु जोन चिन्हित किये जाएंगे। जोन्स का चिन्हिकरण किये जाने तक निम्न मापदण्डों के अनुसार कार्यवाही की जायेगी। ऐसे क्षेत्रों/योजनाओं में आधारभूत सुविधाओं के सुदृढ़ीकरण (Upgradation) हेतु विकास योजनाऐं भी तैयार की की जाकर स्थानीय निकाय द्वारा मूलभूत सुविधाओं का अपग्रेडेशन सुनिश्चितता किया जावेगा।

All Authorities / Trusts / Urban Local Bodies shall designate zones for the construction of multistorey buildings in the respective urban area’s Master Plan / Zonal Development Plan.
Until such zones are officially designated, the following standards shall apply.

In such areas/schemes, development plans must also be prepared for strengthening the basic infrastructure (upgradation), and the Urban Local Body shall ensure the upgrading of essential facilities.

5.2 मूल भूखण्ड (बिना पुनर्गठन) / उपविभाजित भूखण्ड पर बहुमंजिला भवन निम्न बिन्दुओं की सुनिश्चितता उपरान्त ही अनुज्ञेय होंगे :-

5.2 Multistorey Buildings on Original Plots (Without Reconstitution) / Subdivided Plots

Multistorey buildings shall be permitted only after ensuring the following:

(i) मूल/उपविभाजित भूखण्ड का क्षेत्रफल न्यूनतम 1000 व.मी. एवं इससे अधिक हो।

(i) The area of the original/subdivided plot must be a minimum of 1000 sq.m or more.

(ii) मूल वाणिज्यिक भूखण्ड जिसमें सामने की सड़क का मार्गाधिकार न्यूनतम 24 मीटर एवं गैर वाणिज्यिक भूखण्ड जिनमें सामने की सड़क का मार्गाधिकार न्यूनतम 18 मीटर एवं इससे अधिक हो।

(ii) For multistorey buildings:

• Commercial plots must have a road Right of Way (RoW) minimum 24 meters in the front.
• Non-commercial plots must have a road RoW minimum 18 meters or more.

(iii) मूल भूखण्ड पर बहुमंजिला भवन प्रस्तावित होने पर अग्र, पार्श्व एवं पृष्ठ सैटबैक तालिका-1 एवं तालिका-5 अथवा न्यूनतम 6.0 मी. अथवा भवन ऊँचाई का 1/4 (अधिकतम 16 मी.) जो भी अधिक हो रखे जाने अनिवार्य होगें।

(iii) If a multistorey building is proposed on an original plot, then front, side, and rear setbacks must comply with Table-1 and Table-5, or:

• Minimum 6.0 meters, or
• 1/4th of the building height (maximum 16 meters),
  whichever is greater.

5.3 पुनर्गठित भूखण्ड पर बहुमंजिला भवन निम्न बिन्दुओं की सुनिश्चितता उपरान्त ही अनुज्ञेय होंगः-

5.3 Multistorey Buildings on Reconstituted Plots

Multistorey buildings shall be allowed on reconstituted plots only after ensuring the following:

(i) विद्यमान योजनाओं में भूखण्डों के पुनर्गठन पश्चात पुर्नगठित भूखण्ड का न्यूनतम क्षेत्रफल 1500 व.मी. से अधिक होने पर ही बहुमंजिला भवन अनुज्ञेय होगें।

(i) In existing schemes, after reconstitution, the reconstituted plot must have a minimum area of more than 1500 sq.m.

(ii) बहुमंजिला वाणिज्यिक भूखण्ड हेतु सामने की सड़क की चौडाई न्यूनतम 24 मीटर एवं गैर वाणिज्यिक भूखण्डों हेतु सामने की सड़क की चौडाई न्यूनतम 18 मीटर होना आवश्यक होगा।

(ii) For multistorey commercial plots — the front road must be minimum 24 meters wide.
For non-commercial plots — the front road must be minimum 18 meters wide.

(iii) ऐसे पुर्नगठित भूखण्ड में निम्नानुसार सैटबैक रखे जाने अनिवार्य होगेंः-
सडक की ओर का सैटबैक
योजनानुसार अथवा 9 मी. अथवा भवन की ऊँचाई का 1/4 (अधिकतम 16 मी) जो भी अधिक हो।
अन्य ओर का सैटबैक
12 मी. अथवा भवन की ऊँचाई का 1/4 (अधिकतम 16 मी.) जो भी अधिक हो।

(iii) Setbacks for such reconstituted plots:

Front setback (towards the road)

• As per the scheme, or
• 9 meters, or
• 1/4th of the building height (maximum 16 meters),
  whichever is greater.

Side and Rear setbacks

• 12 meters, or
• 1/4th of the building height (maximum 16 meters),
  whichever is greater.

(iv) परन्तु यदि पुनर्गठित भूखण्ड मे सभी मूल भूखण्डों का क्षेत्रफल 1000 व.मी. से अधिक है तो सैटबैक तालिका-1 एवं तालिका-5 के अनुसार रखे जा सकेगें।

(iv) However, if all original plots within the reconstituted plot were above 1000 sq.m, then setbacks may be kept as per Table-1 and Table-5.

(iv) वाणिज्यिक योजनाओं में पुनर्गठित वाणिज्यिक भूखण्डों के अग्र, पार्श्व एवं पृष्ठ सैटबैक तालिका-1 एवं तालिका-5 अथवा न्यूनतम 6.0 मी. अथवा भवन ऊँचाई का 1/4 (अधिकतम 16 मी.) जो भी अधिक हो रखे जाने अनिवार्य होगें।

(iv) In commercial schemes, setbacks for reconstituted commercial plots (front, side, rear) shall comply with Table-1 and Table-5, or:

• Minimum 6.0 meters, or
• 1/4th of building height (maximum 16 meters),
  whichever is greater.

(v) अन्य सभी मापदण्ड इन भवन विनियम के अनुसार रखे जाने होंगे।

(v) All other standards must comply with these building regulations.

(vi) बेटरमेंट लेवी विद्यमान योजनाओं में ऐसे पुर्नगठित भूखण्ड पर बहुमंजिला भवन प्रस्तावित किये जाने पर नियमानुसार देय बेटरमेंट लेवी का 25 प्रतिशत अतिरिक्त बेटरमेंट लेवी देय होगी, इस राशि का उपयोग संबंधित योजना में आधारभूत सुविधाओं के सुदृढ़ीकरण (Upgradation) हेतु ही उपयोग किया जावेगा।

(vi) Betterment Levy

For multistorey buildings proposed on such reconstituted plots in existing schemes, an additional 25% betterment levy (over the normal applicable levy) shall be payable.
This amount shall be used only for upgrading basic facilities within the scheme.

(vii) पार्किंग 18 मी. से कम चौडी सड़क की ओर से भूखण्ड में सीधे पार्किंग किया जाना अनुज्ञेय नहीं होगा। पार्किंग हेतु शेष प्रावधान विनियम-6.13 के अनुसार रखे जाने होगें।

(vii) Parking Restriction Direct entry of vehicles from a road less than 18 meters wide into the plot for parking shall not be permitted.
Parking provisions must comply with Regulation 6.13.

(viii) भूखण्ड के प्रवेश एवं निकास द्वार 18 मी. से कम चौडी सड़क पर अनुज्ञेय नहीं होंगे।

(viii) Entry/Exit Gates Restriction

Entry and exit gates of the plot shall not be permitted on roads less than 18 meters wide.

(ix) राजस्थान आवासन मण्डल की योजनाओं में स्वतंत्र आवास के भूखण्डों पर पुनर्गठन उपरांत बहुमंजिले भवन राज्य सरकार की अनुमति के पश्चात ही अनुज्ञेय होंगे।

(ix) Rajasthan Housing Board Schemes

In Rajasthan Housing Board schemes, multistorey buildings on reconstituted independent residential plots shall be allowed only after approval from the State Government.
