4.3 Building Plan Committee (BPC) Formation in Urban Bodies shall be as follows:

4.3 भवन मानचित्र समिति (Building Plan Committee) नगरीय निकायों में भवन मानचित्र समिति का गठन निम्नानुसार होगा-

(i) Building Plan Committee for Development Authority shall be as follows:

(1) विकास प्राधिकरण भवन मानचित्र समिति निम्नानुसार होगी-

(a) Building Plan Committee for Development Authority

(क) विकास प्राधिकरण हेतु भवन मानचित्र समिति –

• Commissioner, Authority – Chairperson

• Secretary, Authority – Member

• Director, Town Planning – Member

• Relevant Additional Commissioner, Zone Deputy Commissioner – Member

• Additional Chief Urban Planner of the main city (if appointed) – Member

• Deputy Commissioner, Planning (authorized by the Authority) – Member Secretary

•  आयुक्त, प्राधिकरण                                                        अध्यक्ष
• सचिव, प्राधिकरण                                                           – सदस्य
• निदेशक, नगर आयोजना                                       सदस्य
• संबंधित अतिरिक्त आयुक्त जोन उपायुक्त              सदस्य
• अतिरिक्त मुख्य नगर नियोजक (यदि पदस्थापन है तो) सदस्य
• उप नगर नियोजक (प्राधिकरण द्वारा अधिकृत)    सदस्य सचिव

(ii) Building Plan Committee for Municipal Corporation/Municipality in case the Building Plan Committee is not constituted under the Rajasthan Municipal Corporation Act, 2009, shall be as follows:

(ii) नगर निगम नगर पालिका हेतु राजस्थान नगर पालिका अधिनियम, 2009 के अंतर्गत गठित भवन मानचित्र समिति अथव समिति गठित नहीं होने की स्थिति में निम्नानुसार

(a) Building Plan Committee for Municipal Corporation:

(क) नगर निगम हेतु भवन मानचित्र समिति –

• Commissioner, Municipal Corporation – Chairperson

• Additional Chief/ Senior Town Planner posted in Municipal Corporation – Member

• Relevant Deputy Commissioner – Member

• Deputy Commissioner, Planning authorized by the Municipal Corporation – Member Secretary

• आयुक्त, नगर निगम                                      – अध्यक्ष
• नगर निगम में पदस्थापित अतिरिक्त मुख्य नगर नियोजक / वरिष्ठ नगर नियोजक – सदस्य
• संबंधित जोन उपायुक्त                                  – सदस्य
• नगर निगम द्वारा अधिकृत उप नगर नियोजक    – सदस्य सचिव

(b) Building Plan Committee for Municipality:

(ख) नगर पालिका हेतु भवन मानचित्र समिति –

• Commissioner, Chief Executive Officer/Executive Officer – Chairperson

• Engineer authorized by the body – Member

• Assistant Town Planner/Town Planning Assistant authorized or appointed in the body (if Assistant Town Planner is not appointed, then the senior draftsperson appointed in the body shall be authorized by the body as Member Secretary) – Member Secretary.

• आयुक्त मुख्यकार्यकारीअधिकारी / अधिशाषी अधिकारी – अध्यक्ष
• निकाय द्वारा अधिकृत अभियंता  सदस्य
• निकाय में पदस्थापित अथवा अधिकृत सहायक नगरनियोजन / नगर नियोजन सहायक(सायक नगर नियोजका नगर नियोजन सहायक पदस्थापित नहीं से तो निकाय में पदस्थापित वरिष्ठ प्रारूपकार को स्थानीय निकाय द्वारा सदस्य सचिव के रूप में अधिकृत किया जा सकेगा) – सदस्य सचिव

नोट: उक्त समितियों के गठन पश्चात विभिन्न स्थानीय निकायों में कार्यरत भवन मानचित्र समितियों/जोन स्तर समितिया उपरोक्तानुसार पुनर्गठित मानी जायेगी एवं समस्त निकाय दुवारा तहानुसार कार्यवाह सुनिश्चित की जावेगी।

Note: After the formation of the above committees, the working building plan committee / zone-level committees of various local bodies will be considered as reorganized committees, and work will be ensured according to the respective bodies.

Special instruction

विशिष्ट निर्देश-

(i) As per the above, the meeting of the formed committee should be conducted twice a month.

(i) उपरोक्तानुसार गठित समिति की बैठक प्रतिमाह दो बार आयोजित की जानी आवश्यक होगी।

(ii) The details of the meeting proceedings should be issued within three working days after the meeting day.

(ii) बैठक का कार्यवाही विवरण बैठक दिवस के बाद तीन कार्य दिवसों की अवधि में जारी किया जाना आवश्यक होगा।

(iii) After the date of issuance of the proceedings details, demand notes should be issued within two working days.

(iii) कार्यवाही विवरण जारी होने की तिथि के पश्चात दो कार्य दिवसों की अवधि में डिमांड नोट जारी किया जाना आवश्यक होगा।

(iv) As per the decision of the building map committee, after the completion of the work, the map will be issued by the signature of the member secretary in the formed committee as per regulation 4.3 (i) (a) and (b), and the approved building map will be issued by the signature of the member secretary in the formed committee as per regulation 4.3 (ii) (a) and (b) within a period of seven working days of depositing the complete due amount.

(iv) भवन मानचित्र समिति के निर्णय अनुसार कार्यवाही पूर्ण होने के उपरांत विनियम 4.3 (i) (क) व (ख) अनुसार गठित समिति में सदस्य सचिव के हस्ताक्षर द्वारा मानचित्र जारी किये जावेंगे एवं विनियम 4.3 (ii) (क) व (ख) अनुसार गठित समिति में सदस्य सचिव के हस्ताक्षर द्वारा मानचित्र जारी किये जावेगे, अनुमोदित भवन मानचित्र सम्पूर्ण देय राशि जमा होने के सात कार्य दिवसों की अवधि में जारी करने आवश्यक होंगे।

(v) As per the issued demand letter by the municipal corporation, if the approved building map is not issued within seven working days after depositing the complete due amount, then the construction work on the land will not be considered legal as per the building regulations, and it will be mandatory to issue the approved building map by the relevant municipal corporation.

(v) नगरीय निकाय द्वारा जारी माग पत्र अनुसार देय सम्पूर्ण राशि जमा कराने के पश्चात यदि सात कार्य दिवसों में अनुमोदित भवन मानचित्र जारी नहीं किया जाता है तो भूखण्ड पर भवन विनियमों के अनुरूप निर्माण कार्य प्रारम्भ किये जाने पर ऐसे निर्माण को बिना स्वीकृति निर्माण नहीं माना जावेगा एवं सम्बन्धित नगरीय निकाय द्वारा अनुमोदित भवन मानचित्र जारी किया जाना अनिवार्य होगा।

(vi) The approved letter of the building map by the relevant municipal corporation should be attached to the GIS-based map of the relevant land location in the urban area.

(vi) सम्बन्धित नगरीय निकाय अनुमोदित भवन मानचित्रों के स्वीकृति पत्र को नगरीय क्षेत्र के GIS आधारित बेसमेप पर सम्बन्धित भूमि की लोकेशन पर Attach किया जाना सुनिश्चितकरेंगे।

(vii) The Secretary of the Building Map Committee will ensure compliance with these instructions.

(vii) भवन मानचित्र समिति के सदस्य सचिव उक्त निर्देशोंकी पालना सुनिश्चित करेंगे।
