4.16 ऊंचाई (Height) :-

(i) भवन की ऊँचाई का निर्धारण प्लिंथ की ऊँचाई (अधिकतम 1.2 मीटर) अथवा स्टिल्ट प्रस्तावित होने पर स्टिल्ट की छत (अधिकतम 3.5 मीटर) से भवन की अंतिम छत (टेरेस) तक किया जायेगा।

(i) The height of a building shall be measured from the plinth level (maximum 1.2 meters) or, where a stilt is proposed, from the top of the stilt floor (maximum 3.5 meters) up to the top of the building’s final roof (terrace).

(ii) बहुमंजिला भवनों में उक्त ऊँचाई से अधिक ऊँचाई का प्लिंथ अथवा स्टिल्ट प्रस्तावित किये जाने पर अतिरिक्त ऊँचाई भवन की कुल ऊँचाई में सम्मिलित होगी।

(ii) In multi-storey buildings, if the plinth or stilt height exceeds the above limits, the excess height shall be included in the total building height.

(iii) स्टिल्ट के ऊपर प्रस्तावित पार्किंग फ्लोर एवं सर्विस पलोर की ऊँचाई भवन की कुल ऊँचाई की गणना में शामिल होगी।

(iii) The height of the parking floor and service floor proposed above the stilt shall be included in the calculation of total building height.

(iv) जिन भूखण्डों में एक से अधिक सड़क लगती हो उनके लिए देय ऊँचाई एवं अन्य प्रावधान भूखण्ड के सामने सबसे चौडी सडक के आधार पर देय होंगे।

(iv) If a plot abuts more than one road, the permissible height and other provisions shall be governed by the width of the widest road facing the plot.

(v) मौके पर न्यूनतम 12 मी. चौडी सडक उपलब्ध होने पर ही मास्टर प्लान / जोनल डवलपमेंट प्लान/अनुमोदित योजना प्लान में प्रस्तावित सडक के आधार पर भवन की ऊँचाई देय होगी।

(v) The height permissible as per the Master Plan / Zonal Development Plan / Approved Layout Plan shall be allowed only if a minimum 12-meter wide road exists on site.

(vi) नीलामी द्वारा विक्रय किये गये भूखण्डों पर नीलामी की शर्तों के अनुसार देय ऊँचाई से अधिक ऊँचाई इन भवन विनियम के अनुसार देय होगी।

(vi) For auctioned plots, height beyond what is permitted under auction conditions shall be allowed as per these building regulations.

(vii) एस-6 क्षेत्रों में भवन की अधिकतम ऊँचाई इन विनियम की तालिका-1 के अनुसार देय होगी।

(vii) In S-6 areas, the maximum permissible height of buildings shall be as per Table-1 of these regulations.

viii) विशिष्ट क्षेत्रों एवं विशिष्ट सडकों पर निर्धारित ऊँचाई से अतिरिक्त ऊँचाई देय नहीं होगी।

(viii) In special areas and on special roads, height beyond the prescribed limit shall not be permitted.

ix) निम्नलिखित संरचनाएँ भवन की अधिकतम देय ऊँचाई में सम्मिलित नहीं की जायेंगी

9	रूफटॉप रेस्टोरेंट हेतु अस्थायी स्ट्रक्चर	4.00 मीटर

(ix) The following structures shall not be counted in the maximum permissible building height:

x) जिन शहरों में एयरपोर्ट स्थित हैं उनमें भारतीय विमानपत्तन प्राधिकरण द्वारा निर्धारित कलर कोडेड जोनिंग मैप (CCZM) में अनुमत ऊँचाई तक भवन की ऊँचाई प्रस्तावित करने पर भारतीय विमानपत्तन प्राधिकरण का अनापत्ति प्रमाण पत्र (एयरपोर्ट एनओसी) की आवश्यकता नहीं होगी। उक्त अनुमत ऊँचाई से अतिरिक्त ऊँचाई प्रस्तावित किये जाने पर भारतीय विमानपत्तन प्राधिकरण का अनापत्ति प्रमाण पत्र (एयरपोर्ट एनओसी) प्राप्त किया जाना आवश्यक होगा।
जिन शहरों में भारतीय विमानपत्तन प्राधिकरण द्वारा कलर कोडेड जोनिंग मैप (CCZM) जारी नहीं किया गया है उनमें एयरपोर्ट की सीमा से 2 कि.मी. की दूरी तक के क्षेत्र में समस्त ऊँचाई के भवन एवं 2 कि.मी. से 20 कि.मी. के क्षेत्र में 15 मीटर से अधिक ऊँचाई का भवन प्रस्तावित किये जाने पर भारतीय विमानपत्तन प्राधिकरण का अनापत्ति प्रमाण पत्र (एयरपोर्ट एनओसी) प्राप्त किया जाना आवश्यक होगा।
भवन की कुल ऊँचाई (भवन की ऊँचाई मय प्लिंथ व स्टिल्ट उप बिन्दु सं-ix पर उल्लेखित संरचनाओं की ऊँचाई) CCZM / एयरपोर्ट एनओसी में अनुमत ऊँचाई से अधिक अनुज्ञेय नहीं होगी।

(x) In cities with airports, buildings up to the height permitted in the Color-Coded Zoning Map (CCZM) of the Airport Authority of India (AAI) may be constructed without requiring Airport NOC.
For any additional height beyond CCZM limits, Airport NOC is mandatory.

Where CCZM is not issued:

• Within 2 km of the airport boundary → Airport NOC required for all buildings
• Between 2 km and 20 km → Airport NOC required for buildings above 15 meters

Total building height (including plinth, stilt, and structures listed under sub-clause ix) shall not exceed the height permitted by CCZM / Airport NOC.

(xi) हाईटेन्शन लाईन के समीप स्थित भूखण्डों पर निम्नानुसार सड़क की चौडाई मानते हुए ऊँचाई अनुज्ञेय की जा सकती :-

हाईटेन्शन लाईन के सेफ्टी कॉरिडोर के दोनो ओर की सड़क की चौडाई (न्यूनतम 9 मी) को सम्मिलित करते हुए सड़क मार्गाधिकार के आधार पर भवनों की उँचाई एवं अन्य मापदण्ड निर्धारित किये जा सकेंगे।
उदाहरणः- 132 के.वी. हाईटेन्शन लाईन के 13.8 मी. सेफ्टी कॉरिडोर के पश्चात् यदि दोनो ओर 9-9 मी. सड़क स्थित है तो सामने की सड़क की चौडाई 18 मीटर मानते हुए भवन की ऊँचाई तदानुसार देय होगी।

(xi) For plots near high-tension (HT) power lines, building height may be permitted based on the effective road width obtained by including the safety corridor on both sides plus adjoining roads (minimum 9 m roads).

Example:
For a 132 kV HT line, safety corridor = 13.8 m.
If 9-meter roads exist on both sides beyond the corridor, then the effective road width =
13.8 + 9 + 9 = 31.8 m,
and height may be permitted accordingly as per height rules for a 31.8 m road.

(xii) गैस पाईप लाईन के समीप स्थित भूखण्डों पर निम्नानुसार ऊँचाई अनुज्ञेय की जा
सकती :-
यदि गैस लाईन के सेफ्टी कॉरिडोर के दोनो ओर सड़क स्थित है (न्यूनतम 9 मी) तो सेफ्टी कॉरिडोर के दोनो ओर की सड़कों की चौडाई को सम्मिलित करते हुए सड़क मार्गाधिकार के आधार पर भवनों की ऊँचाई एवं अन्य मापदण्ड निर्धारित किये जा सकते है।

(xii) For plots near gas pipelines, if 9-meter roads exist on both sides of the safety corridor, the combined road width may be considered for determining permissible height and other parameters.
