5. मोटल (Motel) :-

(i) मोटल हेतु भूखण्ड का न्यूनतम क्षेत्रफल 3000 वर्ग मीटर होगा।

(i) The minimum plot area for a motel shall be 3000 sq. m.

(ii) मोटल बडें शहरों में 18 मीटर व मध्यम / लघु शहरों में 12 मीटर से कम प्रस्तावित सड़क पर अनुज्ञेय नहीं होंगे।

(ii) Motels shall not be permissible on roads less than:

• 18 m wide in large cities, and
• 12 m wide in medium/small towns.

(iii) मोटल के भूखण्ड पर कुल प्रस्तावित बी.ए.आर. का न्यूनतम 10 प्रतिशत क्षेत्र मोटर रिपेयरिंग वर्कशॉप हेतु आरक्षित किया जाना अनिवार्य होगा।

(iii) On the motel plot, a minimum of 10% of the total proposed FAR (BAR) shall be reserved for a motor repairing workshop.

(iv) अन्य तकनीकी मानदण्ड यथा सैटबैक, भू-आच्छादन, ऊँचाई आदि तालिका-1 के अनुसार अनुज्ञेय होंगे।

(iv) Other technical standards such as setbacks, ground coverage, height, etc. shall be permissible as per Table–1.

(v) मोटल के भूखण्ड पर मानक बी.ए.आर. 0.75 देय होगा। भवन की अनुज्ञेय ऊँचाई के अन्तर्गत मानक बी.ए.आर. से अधिक बी.ए.आर. प्रस्तावित किये जाने पर नियमानुसार बेटरमेंट लेवी देय होगी।

(v) The standard FAR (BAR) permissible on a motel plot shall be 0.75.

• If FAR beyond the standard limit is proposed within the permissible building height, a betterment levy shall be payable as per rules.

4. रिसोर्ट (Resort) / रिसोर्ट हाउसिंग (Resort Housing) / हैल्थ रिसोर्ट (Health Resort)/स्पोर्टस रिसोट (Sports Resort) :–

(i) रिसोर्ट के एकल भूखण्ड के लिए भूखण्ड का न्यूनतम क्षेत्रफल 8000 वर्गमीटर होना आवश्यक है।

(i) For a single resort plot, the minimum plot area shall be 8000 sq. m.

(ii) रिसोर्ट हेतु न्यूनतम पहुंच मार्ग 18 मी. होना आवश्यक होगा।

(ii) The minimum approach road width for a resort shall be 18 m.

(iii) रिसोर्ट हेतु तकनीकी मानदण्ड यथा सैटबैक, भू-आच्छादन, ऊँचाई आदि तालिका-1 के अनुसार अनुज्ञेय होंगे।

(iii) Technical standards for resorts such as setbacks, ground coverage, height, etc. shall be permissible as per Table–1.

(iv) रिसोर्ट के भूखण्ड पर मानक बी.ए.आर. 0.75 देय होगा। भवन की अनुज्ञेय ऊँचाई के अन्तर्गत मानक बी.ए.आर. से अधिक बी.ए.आर. प्रस्तावित किये जाने पर नियमानुसार बेटरमेंट लेवी देय होगी।

(v) रिसोर्ट में यदि कमरों / कोटेजेस्/विला का बेचान किया जाना प्रस्तावित हो तो न्यूनतम 25 प्रतिशत विक्रय योग्य क्षेत्र (मय कॉमन फैसिलिटी) का स्वामित्व विकासकर्ता/भू-स्वामी को रखा जाना होगा एवं शेष निर्मित कमरों / कोटेजेस्/विला का बेचान पंजीकृत विक्रय पत्र द्वारा किया जा सकेगा। परन्तु कोटेजेस्/विला का पृथक-पृथक भूखण्ड के रूप में बेचान नहीं किया जा सकेगा।

(v) If rooms/cottages/villas in the resort are proposed for sale:

• A minimum of 25% of the saleable area (including common facilities) must remain under the ownership of the developer/landowner.
• The remaining constructed rooms/cottages/villas may be sold through registered sale deeds.
• However, cottages/villas cannot be sold as separate individual plots.

(vi) क्रेता द्वारा क्रय किये गये कमरों / कोटेजेस्/विला की संरचना में किसी भी प्रकार का अतिरिक्त निर्माण नहीं किया जावेगा।

(vi) The purchaser of rooms/cottages/villas shall not be allowed to make any additional construction in the purchased unit.

(vii) विकासकर्ता द्वारा कमरों / कोटेजेस्/विला का बेचान इसी शर्त पर किया जावेगा कि रिसोर्ट स्कीम में समस्त विकास / निर्माण कार्य एवं रख-रखाव की जिम्मेदारी विकासकर्ता / भू-स्वामी की होगी।

(vii) The sale of rooms/cottages/villas by the developer shall be subject to the condition that all development, construction, and maintenance work of the resort scheme shall remain the responsibility of the developer/landowner.

(x) रिसोर्ट में कमरों / कोटेजेस्/विला आदि का बेचान हेतु प्रचार-प्रसार एवं बेचान करने से पूर्व रेरा नियम-2017 के अन्तर्गत नियमानुसार पंजीकरण करवाया जाना अनिवार्य होगा।

(x) Before advertisement and sale of rooms/cottages/villas in a resort, it shall be mandatory to obtain registration under RERA Rules–2017 as per applicable provisions.

3. होटल हाउसिंग (Hotel Housing) :-

(i) होटल हाउसिंग व्यावसायिक / मिश्रित/होटल/होटल हाउसिंग प्रयोजनार्थ जारी लीजडीड पर अनुज्ञेय होगा।

(i) Hotel housing shall be permissible on plots issued for commercial / mixed-use / hotel / hotel housing purposes through lease deed.

(ii) इन विनियमों के स्वीकृति / विद्यमान होटल भवनों, जोकि 8000 व.मी. व इससे अधिक क्षेत्रफल पर स्थित हो, में अथवा नव-प्रस्तावित भवन जोकि 10,000 व.मी. व इससे अधिक क्षेत्रफल के भूखण्डों पर प्रस्तावित हो, अनुज्ञेय होंगे।

(ii) These regulations shall apply to:

• Existing hotel buildings situated on plots of 8000 sq. m. or more, or
• New proposed buildings situated on plots of 10,000 sq. m. or more.

(iii) नव निर्माण हेतु प्रस्तावित सड़क की चौडाई बडे शहरों में न्यूनतम 18 मी. व मध्यम/लघु शहरों में न्यूनतम 12 मीटर होने पर ही अनुज्ञेय होगा। परन्तु होटल हाउसिंग हेतु बहुमंजिला भवन सड़क की चौड़ाई न्यूनतम 18 मीटर होने पर ही देय होंगे।

(iii) For new construction, hotel housing shall be permissible only if the road width is at least:

• 18 m in large cities
• 12 m in medium/small towns
  However, multi-storey hotel housing buildings shall be permissible only where the road width is a minimum of 18 m.

(iv) कुल प्रस्तावित बी.ए.आर. का न्यूनतम 65 प्रतिशत होटल प्रयोजन हेतु रखा जाना होगा तथा शेष बी.ए.आर. आवासीय / फ्लैट्स इकाईयों हेतु अनुज्ञेय किया जा सकेगा। आवासीय फ्लैट्स इकाईयों का विक्रय / स्वामित्व हस्तान्तरण किये जाने पर परियोजना

(iv) At least 65% of the total proposed FAR (BAR) shall be reserved for hotel purposes, and the remaining FAR may be utilized for residential/flat units.

(v) होटल हाउसिंग प्रयोजनार्थ प्रस्तावित भवनों में मानक बी.ए.आर. होटल क्षेत्र हेतु 4. 00 (पर्यटन विभाग द्वारा पंजीकृत होने पर) एवं आवासीय क्षेत्र हेतु 2.00 होगा, मानक बी.ए.आर. से अतिरिक्त बी.ए.आर. प्रस्तावित किये जाने पर नियमानुसार बैटरमेन्ट लेवी देय होगी तथा अन्य तकनीकी मानदण्ड यथा सैटबैक, ग्राउण्ड कवरेज इत्यादि तालिका-1 के अनुसार अनुज्ञेय होगें।

(v) In buildings proposed for hotel housing purposes:

• The standard FAR (BAR) shall be 4.00 for the hotel area (if registered with the Department of Tourism) and 2.00 for the residential area.
• If FAR beyond the standard limit is proposed, betterment levy shall be payable as per rules.
• Other technical parameters such as setbacks, ground coverage, etc. shall be permissible as per Table–1.

(vi) आवासीय उपयोग के अनुपात में भूखण्ड के क्षेत्रफल के अनुपात की गणना कर तदानुसार ग्रीन एरिया, सामुदायिक सुविधाएं इत्यादि का प्रावधान रखना अनिवार्य होगा। पार्किंग का प्रावधान संबंधित उपयोगों के अनुसार किया जाना होगा।

(vi) For the residential portion, the calculation of the proportionate plot area shall be done, and accordingly, provision for green area, community facilities, etc. must be made.

• Parking shall be provided as per the requirements of the respective uses.

(vii) आवासीय उपयोग हेतु प्रस्तावित कुल निर्मित क्षेत्र हेतु नियमानुसार देय EWS/LIG के क्षेत्रफल के ऐवज में नियमानुसार राशि जमा करवाई जायेगी।

(vii) For the total built-up area proposed for residential use, the statutory contribution towards the EWS/LIG (Economically Weaker Section/Lower Income Group) housing area shall be deposited as per rules.

(viii) एक ही भूखण्ड पर होटल/आवासीय गतिविधियां पृथक-पृथक ब्लॉक में अथवा एक ही ब्लॉक में भी अनुज्ञेय किये जा सकेगे।

(viii) On the same plot, hotel and residential activities may be developed either in separate blocks or within a single block.

(ix) होटल में निर्मित अन्य सुविधाएं यथा स्विमिंग पूल, क्लब, जिम आदि सुविधाओं का उपयोग आवासीय इकाईयों के निवासीयों हेतु अनुमत किया जा सकेगा अथवा नियमानुसार पृथक से भी उपलब्ध करवाई जा सकेगी। आवासीय इकाईयों हेतु प्रस्तावित सुविधाओं का रेरा रजिस्ट्रेशन में भी अंकन किया जाना आवश्यक होगा।

(ix) Facilities constructed in the hotel, such as swimming pool, club, gym, etc., may be allowed for use by the residents of the residential units, or they may also be provided separately as per rules.

• Facilities proposed for the residential units shall also be reflected in the RERA registration.

4.5 पर्यटन इकाई भवन (Tourism Unit Building) :-

1. सामान्य नियम (General Rules) :-

(i) होटल, होटल हाउसिंग, रिजोर्ट/रिसोर्ट हाउसिंग / हैल्थ रिसोर्ट / स्पोर्टस रिसोर्ट, मोटल, गेस्ट हाउस आदि परियोजना का राज्य सरकार की पर्यटन नीति में पंजीयन होने पर ही नियमानुसार छूट / आवश्यक लाभ आदि देय होगे।

(i) Hotels, hotel housing, resorts/resort housing, health resorts, sports resorts, motels, guest houses, etc. shall be eligible for exemptions/required benefits only if the project is registered under the State Government Tourism Policy.

(ii) पर्यटन इकाईयों यथा होटल, होटल हाउसिंग, रिजोर्ट/रिसोर्ट हाउसिंग / हैल्थ रिसोर्ट / स्पोर्टस रिसोर्ट, मोटल के भूखण्ड पर कुल प्रस्तावित बी.ए.आर. का अधिकतम 10 प्रतिशत वाणिज्यिक उपयोग हेतु उस भूखण्ड में अनुज्ञेय किया जा सकेगा। प्रस्तावित वाणिज्यिक उपयोग के निर्मित गणना योग्य क्षेत्रफल पर नियमानुसार भू-उपयोग शुल्क देय होगा।

(ii) On the plots of tourism units such as hotels, hotel housing, resorts/resort housing, health resorts, sports resorts, motels, a maximum of 10% of the total proposed FAR (BAR) may be permitted for commercial use within that plot.

• For the built-up area proposed for commercial use, the land use conversion charges shall be payable as per rules.

2. होटल (Hotel):-

(i) होटल व्यावसायिक / मिश्रित / होटल प्रयोजनार्थ जारी लीजडीड/पट्टे के भूखण्ड पर अनुज्ञेय होगा।

(i) Hotels shall be permissible on plots issued for commercial / mixed-use / hotel purposes through lease deed/patta.

(ii) होटल निर्माण हेतु भूखण्ड का न्यूनतम क्षेत्रफल 500 व.मी. होगा।

(ii) The minimum plot area for construction of a hotel shall be 500 sq. m.

(iii) सड़क की चौडाई बडे शहरों में न्यूनतम 18 मी. व मध्यम/लघु शहरों में न्यूनतम 12 मीटर होने पर ही अनुज्ञेय होगा।

(iii) Hotels shall be permissible only if the road width is at least:

• 18 m in large cities
• 12 m in medium/small towns

(iv) होटल हेतु बहुमंजिला भवन 1000 वर्गमीटर से अधिक क्षेत्रफल के भूखण्ड एवं सड़क की चौड़ाई न्यूनतम 18 मीटर होने पर ही देय होंगे।

(iv) Multi-storey hotels shall be permissible only on plots of more than 1000 sq. m., and where the adjoining road has a minimum width of 18 m.

(v) राज्य सरकार की पर्यटन नीति के तहत पंजीकृत होटल हेतु प्रस्तावित भवनों में मानक बी.ए.आर. 4.00 देय होगा तथा अन्य तकनीकी मानदण्ड यथा सैटबैक, भू-आच्छादन, ऊँचाई आदि तालिका-1 के अनुसार अनुज्ञेय होंगे।

(v) For hotels registered under the State Government Tourism Policy, the permissible standard FAR (BAR) shall be 4.00, and other technical parameters such as setbacks, ground coverage, height, etc. shall be as per Table–1.

10. रूफ टॉप रेस्टोरेंट (Roof Top Restaurant) :-

रूफ टॉप रेस्टोरेंट हेतु तकनीकी मापदण्ड निम्नानुसार होंगे :-

The technical standards for roof-top restaurants shall be as follows:

(i) 1000 व.मी. से अधिक क्षेत्रफल के भूखण्डों पर व्यावसायिक भवनों / होटल भवनों जो कि बडे शहरों में न्यूनतम 24 मी. एवं लघु एवं मध्यम शहरों में न्यूनतम 18 मी. चौडी सड़क पर स्थित हो, पर ही रूफ टॉप रेस्टोरेंट अनुज्ञेय होगें।

(i) Roof-top restaurants shall be permissible only on commercial buildings/hotel buildings located on plots of more than 1000 sq. m., and situated on roads having a minimum width of 24 m in large cities and 18 m in medium/small towns.

(ii) रूफ टॉप रेस्टोरेंट हेतु भवन की छत का अधिकतम 75 प्रतिशत क्षेत्र अनुज्ञेय किया जा सकेगा, जिसमें से छत क्षेत्रफल का अधिकतम 25 प्रतिशत क्षेत्रं अस्थायी स्ट्रक्चर यथा स्टील / एल्यूमिनियम फ्रेमिंग अथवा ऐसा मैटेरियल जो आग नहीं पकड़ते हो, से ढका (Covered) जा सकेगा तथा शेष क्षेत्र रेस्टोरेंट के लिये बैठने एवं सर्कुलेशन आदि हेतु खुला रखना आवश्यक होगा। छत का न्यूनमत 25 प्रतिशत क्षेत्र भवन की कॉमन सुविधाओं / सर्विसेज हेतु रखा जाना अनिवार्य होगा।

(ii) A maximum of 75% of the roof area may be utilized for the roof-top restaurant.

• Out of this, maximum 25% of the roof area may be covered with a temporary structure (such as steel/aluminum framing or other non-combustible materials).
• The remaining roof area shall be kept open for seating and circulation.
• A minimum of 25% of the roof area must be reserved for common building facilities/services.

(iii) रूफ टॉप रेस्टोरेंट हेतु उपरोक्तानुसार अधिकतम 25 प्रतिशत क्षेत्र की ऊँचाई अधिकतम 4 मीटर तक ही अनुज्ञेय होगी। उक्त ऊँचाई भवन विनियमों के अन्तर्गत ऊँचाई की गणना में शामिल नहीं होगी।

(iii) The height of the temporary covered structure (maximum 25% area as per above) shall not exceed 4 m.

• This height shall not be included in the calculation of the building height under building regulations.

(iv) उक्त ऊँचाई हेतु जहाँ कहीं भी आवश्यक हो भारतीय विमानपत्तन प्राधिकरण (Airport Authority) से अनापत्ति प्रमाण-पत्र लिया जाना आवश्यक होगा।

(iv) Wherever required, a No Objection Certificate (NOC) from the Airport Authority of India must be obtained for the permissible height.

(v) रूफ टॉप रेस्टोरेंट हेतु प्रस्तावित उक्त अधिकतम 75 प्रतिशत क्षेत्र की गणना बी.ए. आर. में शामिल होगी एवं पार्किंग का प्रावधान तालिका-16 के अनुसार किया जाना होगा।

(v) The proposed maximum 75% roof area utilized for the restaurant shall be counted in the Built-up Area Ratio (BAR/FAR), and parking shall be provided as per Table–16.

(vi) रूफ टॉप रेस्टोरेंट हेतु अग्निशमन विभाग से अनापत्ति प्राप्त किया जाना आवश्यक होगा।

(vi) It shall be mandatory to obtain a No Objection Certificate from the Fire Department for the roof-top restaurant.

(vii) अग्निशमन सम्बन्धी सुरक्षात्मक प्रावधान एवं अन्य मानदण्ड राज्य सरकार द्वारा इस सम्बन्ध में जारी अधिसूचना दिनांक 09.01.2020 एवं समय-समय पर जारी आदेशों के अनुसार रखे जाने अनिवार्य होंगे।

(vii) Fire safety provisions and other standards shall be as per the Government of Rajasthan Notification dated 09.01.2020 and subsequent orders issued from time to time.

9. धर्म कांटा (Weigh-Bridge) :-

(i) भूखण्ड की न्यूनतम क्षेत्रफल 525 वर्ग मीटर (नाप 25 मीटर सड़क के साथ एवं 21 मीटर गहराई) रहेगी जिसमें पृष्ठ व पार्श्व सैटबेक 3 मीटर छोड़कर 4 मीटर x 5 मीटर का कमरा देय होगा।

(i) The minimum plot area shall be 525 sq. m. (measuring 25 m along the road and 21 m depth).

• After leaving a 3 m setback at the rear and sides, a room of 4 m × 5 m shall be permissible.

(ii) धर्म कांटा हेतु सड़क की चौडाई बड़े शहरों में न्यूनतम 24 मीटर व मध्यम/लघु शहरों में न्यूनतम 18 मीटर अनिवार्य हैं।

(ii) For weigh-bridges, the minimum road width shall be:

• 24 m in large cities
• 18 m in medium/small towns (mandatory).

8. विवाह/पार्टी स्थल (Marriage/Party Place) :-

(i) विवाह स्थल हेतु सड़क की न्यूनतम चौड़ाई बड़े शहरों में न्यूनतम 24 मीटर व मध्यम / लघु शहरों में न्यूनतम 18 मीटर अनिवार्य है।

(i) For marriage venues, the minimum road width shall be 24 m in large cities and 18 m in medium/small towns (mandatory).

(ii) भूखण्ड का न्यूनतम क्षेत्रफल 5000 वर्गमीटर होगा। विवाह / पार्टी स्थल की अनुमति चिकित्सालय (न्यूनतम 20 बेड) से 100 मीटर की परिधि में प्रतिबंधित होगी।

(ii) The minimum plot area shall be 5000 sq. m.

• Permission for marriage/party venues shall be prohibited within a radius of 100 m from a hospital (with minimum 20 beds).

(iii) सुरक्षा की दृष्टि से भूखण्ड में वाहनों के प्रवेश निकास हेतु दो रास्ते प्रस्तावित किये जाने अनिवार्य हैं।

(iii) For safety purposes, the plot must provide two separate entry and exit routes for vehicles.

(iv) भूखण्ड का न्यूनतम 40 प्रतिशत क्षेत्रफल पार्किंग हेतु आरक्षित किया जाना अनिवार्य होगा। भवन मानचित्र अनुमोदन के समय मानचित्र में पार्किंग ले-आउट प्लान दर्शया जाना अनिर्वाय होगा।

(iv) A minimum of 40% of the plot area shall be reserved for parking.

• At the time of building plan approval, the parking layout plan must be shown in the drawings.

(v) विवाह/पार्टी स्थल पर कुल भूखण्ड का अधिकतम 20 प्रतिशत क्षेत्र बैंक्विट हॉल, रसोई, शौचालय, आदि के उपयोग में लिया जा सकेगा एवं शेष क्षेत्र लेण्डस्केपिंग/गार्डन के रूप में विकसित किया जाना होगा।

(v) A maximum of 20% of the total plot area may be utilized for banquet hall, kitchen, toilets, etc.

• The remaining area shall be developed as landscaping/garden.

(vi) भूखण्ड के सैटबैक तालिका-01 एवं तालिका-05 के अनुसार देय होंगे।

(vi) The setbacks of the plot shall be as per Table–01 and Table–05.

(i) सड़क की न्यूनतम चौडाई बड़े शहरों में न्यूनतम 24 मीटर व मध्यम/लघु शहरों में न्यूनतम 18 मीटर होगी।

(i) The minimum road width shall be 24 m in large cities and 18 m in medium/small towns.

(ii) ऑयल कंपनियों द्वारा जारी एल.ओ.आई./ स्वीकृत ले-आउट प्लान में वर्णित तकनीकी मापदण्ड उपरोक्त वर्णित न्यूनतम क्षेत्रफल, माप एवं तालिका-1 में वर्णित तकनीकी मानदण्ड से भिन्न होने पर न्यूनतम क्षेत्रफल, माप एवं तकनीकी मानदण्ड एल.ओ.आई./ स्वीकृत ले-आउट प्लान के अनुसार मान्य होंगे।

(ii) If the technical standards specified in the Letter of Intent (L.O.I.) / approved layout plan issued by oil companies differ from the above-mentioned minimum plot size, dimensions, and technical standards of Table–1, then the minimum plot size, dimensions, and technical standards as per the L.O.I. / approved layout plan shall prevail.

(iii) उपरोक्त न्यूनतम क्षेत्रफल से अधिक क्षेत्रफल के भूखण्ड पर पेट्रोल पम्प / सीएनजी/ एलपीजी फिलिंग स्टेशन प्रस्तावित होने पर अतिरिक्त भूमि पर इन गतिविधियों से संबंधित गतिविधि ही अनुज्ञेय होगी, ऐसी कोई गतिविधि जिस पर ज्वलनशील सामग्री का उपयोग होता हो अनुज्ञेय नहीं की जायेगी।

(iii) If a petrol pump / CNG / LPG filling station is proposed on a plot larger than the above-mentioned minimum area, the additional land shall only be used for activities related to the filling station. Any activity involving the use of inflammable material shall not be permissible.

(iv) पेट्रोल पम्प एवं फिलिंग स्टेशन हेतु आवश्यक सुरक्षात्मक उपाय सम्बन्धित विभाग द्वारा निर्धारित मानदण्ड अनुसार किया जाना अनिवार्य होगा एवं इस सम्बन्ध से सम्पूर्ण जिम्मेदारी सम्बन्धित पेट्रोल पम्प एवं फिलिंग स्टेशन के स्वामी (L.O.I धारक) की होगी।

(iv) Necessary safety measures for petrol pumps and filling stations shall be carried out as per the standards prescribed by the competent department, and the complete responsibility in this regard shall lie with the owner of the petrol pump/filling station (L.O.I. holder).

(v) स्कूल, हॉस्पिटल (10 बेड एवं अधिक) और आवासीय क्षेत्र से नये पेट्रोल पम्प (फिल पॉइन्ट / डिस्पेन्सिंग यूनिट / वैन्ट पाईप जो भी नजदीक हो) की न्यूनतम 50 मी. दूरी आवश्यक है, यदि 50 मी. की दूरी रखा जाना संभव नहीं हो तो PESO द्वारा निर्धारित अतिरिक्त मानदण्डों की अनुपालना सुनिश्चित की जावे। किन्तु किसी भी दशा में स्कूल, हॉस्पिटल (10 बेड एवं अधिक) और आवासीय क्षेत्र से नये उक्तानुसार पेट्रोल पम्प की न्यूनतम दूरी 30 मी. से कम नहीं हो। पेट्रोल पम्प भूखण्ड के ऊपर से हाई टेंशन लाईन नहीं गुजर रही हो।

(v) A minimum distance of 50 m shall be required from new petrol pumps (filling point/dispensing unit/vent pipe—whichever is closest) to schools, hospitals (10 beds and above), and residential areas.
If maintaining a distance of 50 m is not feasible, compliance with additional standards prescribed by PESO shall be ensured. However, under no circumstances shall this distance be less than 30 m from schools, hospitals (10 beds and above), and residential areas.
Additionally, no high-tension line shall pass over the petrol pump plot.

4.4 वाणिज्यिक भवन (Commercial Building) :-

5. सिनेमा/मल्टीप्लेक्स/मिनीप्लेक्स (Cinema/Multiplex/Miniplex):-

(i) सिनेमा / मल्टीप्लेक्स/मिनीप्लेक्स का निर्माण “राजस्थान सिनेमा (रेग्यूलेशन) एक्ट 1952” एवं “राजस्थान सिनेमा (रेग्यूलेशन) नियम, 1959 के प्रावधानों के अनुरूप होगा।

(i) The construction of cinema/multiplex/miniplex shall be in accordance with the provisions of the Rajasthan Cinema (Regulation) Act, 1952 and the Rajasthan Cinema (Regulation) Rules, 1959.

(ii) सिनेमा / मल्टीप्लेक्स हेतु प्रवेश व निकास द्वार पृथक-पृथक होंगे तथा इनकी संख्या का निर्धारण इस प्रकार किया जावेगा कि निकटतम द्वार किसी सीट से 15 मीटर से अधिक दूरी पर ना हो। न्यूनतम 2 प्रवेश तथा 2 निकास द्वार दिये जाने आवश्यक होगें। मिनिप्लेक्स हेतु न्यूनतम एक प्रवेश द्वार एवं एक निकास द्वार के अतिरिक्त कम से कम एक आपातकालीन निकास द्वार सिनेमाटोग्राफी एक्ट के प्रावधान अनुसार दिया जाना आवश्यक होगा।

(ii) Separate entry and exit gates shall be provided for cinema/multiplex. The number of such gates shall be determined so that the nearest gate is not more than 15 meters from any seat. A minimum of two entry gates and two exit gates shall be mandatory. For miniplexes, in addition to at least one entry and one exit gate, one emergency exit gate shall also be provided as per the provisions of the Cinematography Act.

(iii) 150 सीटों तक के मिनीप्लेक्स/सिनेमा हेतु भूखण्ड बडे शहरों में न्यूनतम 18 मीटर व मध्यम / लघु शहरों में न्यूनतम 12 मीटर चौडी सडक, 150 सीटों से अधिक 300 सीटो तक हेतु भूखण्ड बडे शहरों में न्यूनतम 24 मीटर व मध्यम/लघु शहरों में न्यूनतम 18 मीटर चौडी सडक तथा 300 सीटों से अधिक हेतु भूखण्ड न्यूनतम बडे शहरों में न्यूनतम 30 मीटर व मध्यम / लघु शहरों में न्यूनतम 24 मीटर चौडी सडक पर होना आवश्यक है।

(iii)

• For miniplex/cinema with up to 150 seats: the plot shall be located on a road of minimum 18 m width in large cities and 12 m width in medium/small towns.
• For 151 to 300 seats: the plot shall be located on a road of minimum 24 m width in large cities and 18 m width in medium/small towns.
• For more than 300 seats: the plot shall be located on a road of minimum 30 m width in large cities and 24 m width in medium/small towns.

(iv) पार्किंग तालिका 8 व सिनेमा/मिनीप्लेक्स / मल्टीप्लेक्स हेतु निर्धारित मानदण्डों के अनुरूप होंगे।

(iv) Parking shall be provided in accordance with Table-08 and the standards prescribed for cinema/miniplex/multiplex.

(v) किसी भूखण्ड पर एक से अधिक सिनेमा स्क्रीन निम्न तालिका के अनुसार कुल सीटों हेतु न्यूनतम मापदण्डों की पूर्ति करने पर देय होगी।

(v) More than one cinema screen may be permitted on a single plot, provided the minimum standards prescribed for the total number of seats (as per the relevant table) are fulfilled.

(vi) सिनेमा/ मल्टीप्लेक्स / मिनीप्लेक्स निर्माण हेतु तकनीकी मानदण्ड निम्नानुसार होगे :-

(vi) The technical standards for construction of cinema/multiplex/miniplex shall be as follows: (details to be given in subsequent clauses/tables).

• 2000 वर्गमीटर या उससे अधिक क्षेत्रफल वाले भूखण्डों पर तथा बड़े शहरों में न्यूनतम 30 मीटर चौड़ी सड़क व मध्यम/लघु शहरों में न्यूनतम 24 मीटर चौड़ी सड़क पर स्थित भूखण्डों पर मल्टीप्लेक्स हेतु भवन की ऊँचाई विनियम 4.14 के अनुसार देय होगी।

Note:
