2.56 ‘स्टिल्ट फ्लोर’ (Stilt Floor) से खम्बों पर बना हुआ एवं खुला भू-तल जो कि मुख्य रूप से पार्किंग प्रयोजन हेतु निर्मित / प्रस्तावित हो, अभिप्रेत है।

2.56 ‘Stilt Floor’ shall mean an open ground floor constructed on columns, primarily built or proposed for parking purposes.

2.57 ‘पार्किंग फ्लोर (Parking Floor) से भवन में केवल पार्किंग उपयोग हेतु प्रस्तावित बेसमेंट, भूतल स्टील्ट या भवन के अन्य किसी भी तल से है जिसमें न्यूनतम 70 प्रतिशत क्षेत्र केवल पार्किंग, सीढियों, लिफ्ट व सर्कुलेशन आदि हेतु एवं अधिकतम 30 प्रतिशत क्षेत्र विनियमों में अनुज्ञेय भवन की सविर्सेज, सुविधाओं व भूतल स्टील्ट पर अनुज्ञेय अन्य गतिविधियों के लिए दिया गया हो, अभिप्रेत है।

2.57 ‘Parking Floor’ shall mean any floor in a building — whether in the basement, ground floor stilt, or any other floor — proposed exclusively for parking use, wherein a minimum of 70% of the floor area is utilised for parking, staircases, lifts, and circulation, and a maximum of 30% of the floor area is utilised for services, facilities, or other activities permissible on the ground or stilt floor under the regulations.

2.58 ‘पार्किंग स्थल/क्षेत्र (Parking Site/Area) से वाहनों को पार्क करने के लिये पर्याप्त आकार का स्थल / क्षेत्र जो किसी गली या रास्ते / रैम्प से जोड़ने वाले वाहन मार्ग सहित अहातायुक्त/अहातारहित कोई क्षेत्र चाहे वह आच्छादित हो अथवा खुला हो, अभिप्रेत है।

2.58 ‘Parking Site / Parking Area’ shall mean a plot or area of adequate size for parking vehicles, with or without an enclosure, whether covered or open, including the vehicular access from a street, lane, path, or ramp.

2.59 ‘समतुल्य कार इकाई (Equivelant Car Unit)’ से एक कार या तीन स्कूटर के बराबर, अभिप्रेत है।

2.59 ‘Equivalent Car Unit (ECU)’ shall mean the equivalent of one car or three scooters.

2.60 ‘मेकेनिकल पार्किंग’ (Mechanical Parking) से वाहनों की रोबोटिक अथवा यांत्रिक संरचना द्वारा संचालित कार के ऊपर कार पार्किंग, अभिप्रेत है।

2.60 ‘Mechanical Parking’ shall mean a car parking system operated by robotic or mechanical devices, enabling car-on-car parking arrangements.

2.61 ‘वास योग्य कमरा (Habitable Room) से ऐसा कमरा जो एक या एक से अधिक व्यक्तियों द्वारा अध्ययन, रहवास, सोने या खाने के प्रयोजनार्थ अधिवास में लिया हुआ हो या अधिवास हेतु परिकल्पित हो किन्तु इसमें स्नानघर, शौचालय, लॉन्ड्री, भोजन सेवा, भण्डारण, गेलेरी, रसोई, जिनका ज्यादातर समय उपयोग नहीं किया जाता है सम्मिलित नहीं होंगे, अभिप्रेत है।

2.61 ‘Habitable Room’ shall mean a room intended or designed for occupancy by one or more persons for the purposes of study, living, sleeping, or eating, but shall not include bath rooms, water-closets, laundries, serving pantries, storage rooms, galleries, kitchens or spaces which are not normally occupied for extended periods.

2.62 ‘शौचालय’ (Toilet) से ऐसा स्थान, जो कि मल या मूत्र त्यागने के लिए या दोनों के लिए हो, उसमें मनुष्यमल के लिये संयोजिकृत पात्र यदि कोई हो, के साथ की संरचना, अभिप्रेत है।

2.62 ‘Toilet’ shall mean a space intended for use for defecation or urination, or both, together with the necessary fittings and structure, if any, for the disposal of human excreta.

2.63 ‘खुला स्थान’ (Open to Sky) से भूखण्ड का वह भाग जो आकाश की ओर खुला हो या पारदर्शी अथवा अर्धपारदर्शी मटिरियल से ढका हो, अभिप्रेत है।

2.63 ‘Open to Sky’ shall mean a portion of the plot that is open to the sky or covered with transparent or semi-transparent material.

2.64 ‘ऐट्रियम’ (Atrium) से किसी भी प्रकार के भू-उपयोग के भूखण्ड पर किसी भी तल पर प्रस्तावित निर्माण जिसमें एक केन्द्रीय कक्ष जिसकी ऊँचाई 10 मीटर या उससे अधिक हो एवं उक्त क्षेत्र को स्काई लाईट / ट्रस्स अथवा डोम (अस्थाई स्ट्रकचर) से ढका गया हो, अभिप्रेत है।

2.64 ‘Atrium’ shall mean a central hall or space in any building, of any permitted land use, having a height of 10 metres or more, and covered by a skylight, truss, or dome (temporary structure).

2.65 ‘छज्जा’ (Projection/Chajja) से सामान्यतया बाहरी दीवारों पर खुलने वाले स्थानों के ऊपर धूप तथा वर्षा से बचाव के प्रयोजनार्थ बनाये जाने वाली ढलवा अथवा क्षैतिज संरचना, अभिप्रेत है।

2.65 ‘Chajja’ shall mean a sloping or horizontal structure generally constructed over openings on external walls, for protection against sun and rain.

2.66 ‘प्रोजेक्शन’ (Projection) से किसी भी भवन से बाहर निकली हुई कोई संरचना, (जो किसी भी सामग्री की हो) अभिप्रेत है।

2.66 ‘Projection’ shall mean any structure projecting beyond the external face of a building, of any material.

2.47 ‘रोड लेवल’ (Road Level) से भूखण्ड के सामने की मुख्य सड़क के मध्य की ऊंचाई का लेवल अभिप्रेत है जिस पर भूखण्ड स्थित है, यदि भूखण्ड के सामने की सड़क ढलान में है तो भूखण्ड के सामने स्थित रोड का उच्चतम लेवल, अभिप्रेत है।
2.48 ‘सड़क की चौड़ाई’ (Road Width/Road Right of Way) से भूखण्ड के सामने स्थित विद्यमान सड़क की लंबाई में एक छोर से दूसरे छोर तक की औसत चौड़ाई अथवा मास्टर प्लान / जोनल डवलपमेंट प्लान/अन्य स्वीकृत प्लान में प्रस्तावित मार्गाधिकार, अभिप्रेत है।
2.49 ‘भूमि स्तर’ (Ground Level) से भूखण्ड या स्थल का औसत तल, अभिप्रेत है।
2.50 ‘कुर्सी’ (Plinth) से भू-तल फर्श के धरातल और भूखण्ड के सामने के मुख्य सडक के तल के बीच की संरचना का भाग, अभिप्रेत है।
2.51 ‘कुर्सी क्षेत्र’ (Plinth Area) से भवन के बेसमेन्ट की छत या भू-मंजिल के फर्श के स्तर पर निर्मित आच्छादित क्षेत्र, अभिप्रेत है।
2.52 ‘बेसमेन्ट’ (Basement) से भवन का ऐसा भाग जिसे पूर्णतः या आंशिक रूप से भू-सतह के नीचे निर्मित किया गया हो, अभिप्रेत है।
2.53 ‘मंजिल’ (Storey) से किसी भवन का वह भाग जो किसी फर्श की सतह और उसके ठीक ऊपर के फर्श की सतह के मध्य स्थित है अथवा जहां उसके ऊपर कोई फर्श नहीं, वहां किसी फर्श तथा ठीक उसके ऊपर की छत के मध्य का स्थान, अभिप्रेत है।
2.54 ‘मैजनाईन फ्लोर’ (Mezzanine Floor) से भूतल अथवा किसी भी तल एवं इससे ऊपर की किन्हीं दो तलों के बीच एक मध्यवर्ती मंजिल जो कि भूमि तल से ऊपर हो एवं जिसका प्रवेश केवल निचली मंजिल से हो तथा जिसका फर्श क्षेत्र संबंधित कमरे के क्षेत्रफल का एक तिहाई से अधिक न हो एवं स्पष्ट ऊँचाई 2.4 मी. से कम न हो, अभिप्रेत है।
2.55 ‘सर्विस फ्लोर’ (Service Floor) से किसी बहुमंजिला भवन में स्थित किन्ही दो मंजिलों के बीच अधिकतम 2.4 मीटर ऊँची मंजिल / फ्लोर जो कि केवल भवन से संबंधित पाइप, सर्विस डक्ट, रख-रखाव कार्यालय अथवा भवन के उपयोग संबंधित सुविधाओं के भण्डारण इत्यादि के उपयोग में लिया जाये, अभिप्रेत है।

2.47 ‘Road Level’ shall mean the level of the centre of the main road in front of the plot on which the plot is situated. In case the road in front of the plot is on a slope, the highest level of the road in front of the plot shall be taken as the road level.

2.48 ‘Road Width / Road Right of Way’ shall mean the average width of the existing road in front of the plot measured from one end to the other along its length, or the right of way as proposed in the Master Plan / Zonal Development Plan / other approved plan.

2.49 ‘Ground Level’ shall mean the average level of the plot or site.

2.50 ‘Plinth’ shall mean the portion of the structure between the surface of the ground floor and the level of the main road in front of the plot.

2.51 ‘Plinth Area’ shall mean the built-up covered area measured at the basement roof level or at the ground floor level of the building.

2.52 ‘Basement’ shall mean the portion of a building that is wholly or partly constructed below the ground level.

2.53 ‘Storey’ shall mean the portion of a building included between the surface of one floor and the surface of the floor next above it; or, if there is no floor above, the space between the floor and the ceiling immediately above.

2.54 ‘Mezzanine Floor’ shall mean an intermediate floor between the ground floor or any other floor and the floor above, which is situated above the ground level, has access only from the floor below, does not exceed one-third of the floor area of the room in which it is constructed, and has a clear height of not less than 2.4 metres.

2.55 ‘Service Floor’ shall mean a floor having a maximum height of 2.4 metres, constructed between two floors in a multi-storeyed building, and used exclusively for housing pipes, service ducts, maintenance offices, or storage of facilities related to the use of the building.

2. परिभाषाएँ (Definitions)

2.37 ‘औद्योगिक भवन’ (Industrial Building) से कोई भवन या किसी भवन की संरचना का भाग (अनुसूची-1 के क्रम. सं. 5 पर उल्लेखित भवनों की प्रकृति के अनुसार प्रस्तावित /निर्मित भवन) जिसमें किसी भी प्रकार की सामग्री बनाई, संयोजित या प्रसंस्कृत की जाती हो, अभिप्रेत है।

2.37 “Industrial Building” means any building, or part of the structure of a building (proposed/constructed as per the nature of buildings mentioned at Serial No. 5 of Schedule-1) in which any type of material is manufactured, assembled, or processed.


2.38 ‘मिश्रित उपयोग ‘(Mixed Use) से ऐसा भवन/भूखण्ड अथवा भवन परिसर जिसमें आवासीय, वणिज्यिक, पर्यटन इकाइ व संस्थागत उपयोग साथ अथवा पृथक-पृथक मंजिलों पर निर्मित / प्रस्तावित हो, अभिप्रेत है।

2.38 “Mixed Use” means such a building/plot or building complex in which residential, commercial, tourism units, and institutional uses are proposed/constructed together or separately on different floors.


2.39 ‘सैटबैक’ (Setback) से उन न्यूनतम दूरियां जो भू-खण्ड की सीमा रेखाओं से भू-खण्ड के अन्दर विधिपूर्वक किसी भवन की कुर्सी का निर्माण किया जा सकता है, अभिप्रेत है।
किसी भू-खण्ड के सामने स्थित सबसे चौडी सड़क की तरफ (i) सामने के सैटबेक लगने वाली सीमा से भवन रेखा की दूरी अभिप्रेत है।
(ii) पार्श्व सैटबेक किसी भू-खण्ड के पार्श्व सीमा से भवन रेखा की दूरी अभिप्रेत है।
(iii) पीछे के सैटबेक अभिप्रेत है। किसी भू-खण्ड के पीछे की सीमा से भवन रेखा की दूरी

2.39 “Setback” means the minimum distances from the plot boundary lines within which the plinth of any building may be constructed in accordance with the law.
(i) Front Setback means the distance between the front boundary (abutting the widest road facing the plot) and the building line.
(ii) Side Setback means the distance between the side boundary of the plot and the building line.
(iii) Rear Setback means the distance between the rear boundary of the plot and the building line.


2.40 ‘भवन रेखा’ (Building Line) से वह रेखा जहां तक भवन कुर्सी का विधि पूर्वक विस्तार हो सकता है, अभिप्रेत है।

2.40 “Building Line” means the line up to which the plinth of the building may be lawfully extended.


2.41 ‘सकल निर्मित क्षेत्र’ (Gross Builtup Area) से किसी भी भवन की समस्त मंजिलों पर प्रस्तावित निर्मित क्षेत्र का कुल योग, अभिप्रेत है।

2.41 “Gross Built-up Area” means the total proposed built-up area on all floors of any building.


2.42 ‘गणना योग्य निर्मित क्षेत्र’ (Net Builtup Area) से विनियम संख्या-4.14 (viii) के अनुसार सकल निर्मित क्षेत्र में से अनुज्ञेय छूट के पश्चात् प्राप्त निर्मित क्षेत्र अभिप्रेत है।

2.42 “Net Built-up Area” means the built-up area obtained after deducting the permissible exemptions from the Gross Built-up Area as per Regulation No. 4.14 (viii).


2.43 ‘बी.ए.आर.’ (Builtup Area Ratio) से सभी मंजिलों के विनियम संख्या-4.14 (viii) के अनुसार गणना योग्य निर्मित क्षेत्रफल को भूखण्ड के क्षेत्रफल से भाग देने पर प्राप्त भागफल, अभिप्रेत है।

2.43 “Built-up Area Ratio (B.A.R.)” means the quotient obtained by dividing the Net Built-up Area (as per Regulation No. 4.14 (viii)) of all floors by the plot area.


2.44 ‘भू-आच्छादन’ (Ground Coverage) से विनियम संख्या 4.13 के अनुसार भूमि का आच्छादित क्षेत्र जो कुर्सी तल के एवं यदि भवन स्टिल्ट अथवा पोडियम पर निर्मित / प्रस्तावित है तो ठीक उसके ऊपर भवन द्वारा आच्छादित तल क्षेत्र, अभिप्रेत है।

2.44 “Ground Coverage” means the covered area of the land as per Regulation No. 4.13, which is the plinth area at ground level, and in case the building is constructed/proposed on stilts or a podium, the floor area directly above it covered by the building.


2.45 ‘भवन की ऊँचाई (Building Height) का निर्धारण प्लिंथ की ऊँचाई (अधिकतम 1.2 मीटर) अथवा स्टिल्ट प्रस्तावित होने पर स्टिल्ट की छत (अधिकतम 3.5 मीटर) से भवन की अंतिम छत (टेरेस) (सर्विस फ्लोर, मध्यवर्ती तलों पर पार्किंग फ्लोर सहित) तक की ऊँचाई से, अभिप्रेत है।

2.45 “Building Height” shall be determined as the height from the plinth level (maximum 1.2 metres) or, where stilt is proposed, from the roof of the stilt floor (maximum 3.5 metres) up to the top of the final roof (terrace), including service floors and parking floors on intermediate levels.

2.46 ‘बहुमंजिला भवन’ (Multistorey Building) ऐसा भवन जिसकी अधिकतम ऊँचाई 15 मी. (सर्विस फ्लोर, मध्यवर्ती तलों पर पार्किंग फ्लोर सहित) से अधिक हो, अभिप्रेत है। अधिकतम 1.2 मीटर प्लिंथ एवं अधिकतम 3.5 मीटर स्टिल्ट की ऊँचाई की गणना भवन की कुल ऊँचाई में सम्मिलित नहीं होगी।

2.46 “Multistorey Building” means a building having a total height exceeding 15 metres (including service floors and parking floors on intermediate levels). The maximum plinth height of 1.2 metres and maximum stilt height of 3.5 metres shall not be included in the calculation of the total building height.

2. परिभाषाएँ (Definitions)

2.28 ‘वाणिज्यिक भवन’ (Commercial Building) से ऐसा कोई भवन जिसका उपयोग अनुसूची-1 के क्रम, सं. 2 में वर्णित वाणिज्यिक गतिविधियों के लिए किया गया हो अथवा किया जाना प्रस्तावित हो, अभिप्रेत है।

2.28 “Commercial Building” refers to a building used or proposed for commercial activities as listed in Schedule-1, Serial No. 2.
2.29 ‘मल्टीप्लेक्स’ (Multiplex) से ऐसा भवन जिसमें एक या एक से अधिक सिनेमा, थियेटर, सभा स्थल के साथ मनोरंजन, रेस्टोरेंट एवं वाणिज्यिक गतिविधियों जैसे शौरूम, रिटेल शॉप्स प्रस्तावित / निर्मित हो, अभिप्रेत है।

2.29 “Multiplex” refers to a building with one or more cinemas, theaters, or assembly halls, along with entertainment, restaurants, and commercial activities such as showrooms or retail shops.
2.30 ‘रूफ टॉप रेस्टोरेंट’ (Roof Top Restaurant) से ऐसा रेस्टोरेंट जो भवन की सबसे ऊपरी छत (Uppermost floor) पर विनियिम-4.4.10 के अनुसार प्रस्तावित हो, अभिप्रेत है।

2.30 “Rooftop Restaurant” refers to a restaurant proposed on the uppermost floor of a building as per Regulation 4.4.10.


2.31 ‘होटल’ (Hotel) से भोजन सहित या रहित, अस्थाई तौर पर ठहराने के काम में आने वाला न्यूनतम 10 कमरों का भवन जिसके भूखण्ड का न्यूनतम क्षेत्रफल 500 व.मी. हो, अभिप्रेत है।

2.31 “Hotel” refers to a building with a minimum of 10 rooms, with or without dining facilities, for temporary accommodation, on a plot with a minimum area of 500 sq.m.


2.32 ‘रिसोर्ट (Resort) / रिसोर्ट हाउसिंग (Resort Housing) / हैल्थ रिसोर्ट (Health Resort)/स्पोर्टस रिसोट (Sports Resort) से ऐसा भवन, जिसमें पर्यटकों के ठहरने की व्यवस्था यथा कोटेजेस/कमरें/टेन्ट के साथ-साथ खानपान, आमोद प्रमोद, खेल-कूद, मनोरंजन, योगा/मेडिटेशन आदि की सुविधाएं हो, अभिप्रेत है।

2.32 “Resort/Resort Housing/Health Resort/Sports Resort” refers to a building with arrangements for tourists, such as cottages, rooms, or tents, along with facilities for dining, recreation, sports, entertainment, yoga/meditation, etc.


2.33 ‘मोटल’ (Motel) से ऐसा भवन जिसमें यात्रा करने वालों के लिए ठहरने, वाहन पार्किंग एवं वाहन रिपेयरिंग, रिटेल शॉपिंग एवं खानपान की सुविधाएँ हो, अभिप्रेत है।

2.33 “Motel” refers to a building providing accommodation, vehicle parking, vehicle repair, retail shopping, and dining facilities for travelers.


2.34 गेस्ट हाउस (Guest House) पर्यटकों / व्यक्तियों के भोजन सहित या रहित अस्थाई तौर पर ठहराने के लिए काम में आने वाला भवन, अभिप्रेत है।

2.34 “Guest House” refers to a building used for the temporary accommodation of tourists or individuals, with or without dining facilities.


2.35 ‘संस्थागत भवन (Institutional Building) से ऐसा भवन जो कि अनुसूची-1 के क्रं. सं. 4 में वर्णित सांस्थानिक गतिविधियों हेतु उपयोग में लिया जाना प्रस्तावित हो, अभिप्रेत है।

2.35 “Institutional Building” refers to a building proposed for institutional activities as listed in Schedule-1, Serial No. 4.

2. परिभाषाएँ (Definitions)

2.16 ‘भूखण्डधारी’ (Land/Plot Owner/Holder) से भूखण्ड का विधिसम्मत मालिकाना हक रखने वाला व्यक्ति, व्यक्तियों का समूह, प्राईवेट एवं पब्लिक लिमिटेड कम्पनी, एचयूएफ एवं पार्टनरशिप फर्म, प्रोपराइटर फर्म अभिप्रेत है।

2.16 “Land/Plot Owner/Holder” refers to an individual, group of individuals, private or public limited company, HUF, partnership firm, or proprietary firm legally holding ownership rights to a plot.


2.17 ‘आवासीय भवन’ (Residential Building) से ऐसा कोई भवन जिसका उपयोग अनुसूची-1 के क्रं. सं. 1 में वर्णित आवासीय गतिविधियों से जो मुख्य रूप से आवासन के लिये काम आता हो या अधिकल्पित हो, अभिप्रेत है।

2.17 “Residential Building” refers to a building primarily used or intended for residential activities as listed in Schedule-1, Serial No. 1.


2.18 ‘निवास इकाई’ (Dwelling Unit) से भवन या उसका भाग जिसमें न्यूनतम एक वास योग्य कमरा, रसोई, शौचालय, हो जो पूर्णतः / मुख्यतः निवास प्रयोजन के लिए अधिकल्पित हो या उपयोग में लिया जाता हो, अभिप्रेत है।

2.18 “Dwelling Unit” refers to a building or part thereof with at least one habitable room, kitchen, and toilet, primarily intended or used for residential purposes.


2.19 ‘स्वतंत्र आवास’ (Independent Residence) से ऐसा आवासीय भवन जिसमें अधिकतम 04 निवास इकाईयाँ प्रस्तावित / निर्मित हो, अभिप्रेत है।

2.19 “Independent Residence” refers to a residential building with a maximum of 4 dwelling units proposed or constructed.


2.20 ‘बहु निवास इकाई’ (Multiple Dwelling Units) 500 व.मी. से अधिक एवं 750 व.मी. तक क्षेत्रफल के भूखण्ड पर प्रस्तावित / निर्मित ऐसा आवासीय भवन जिसमें अधिकतम 08 आवासीय इकाइयों का निर्माण प्रस्तावित / निर्मित हो, अभिप्रेत है।

2.20 “Multiple Dwelling Units” refers to a residential building proposed or constructed on a plot with an area between 500 sq.m. and 750 sq.m., with a maximum of 8 dwelling units.


2.21 ‘फ्लैट्स’ (Flats) 750 व.मी. से अधिक क्षेत्रफल एवं 5000 मी. से कम क्षेत्रफल के भूखण्ड पर प्रस्तावित / निर्मित ऐसा आवासीय भवन जिसमें 04 से अधिक निवास इकाइयों का निर्माण प्रस्तावित / निर्मित हो, अभिप्रेत है।

2.21 “Flats” refers to a residential building proposed or constructed on a plot with an area greater than 750 sq.m. but less than 5000 sq.m., with more than 4 dwelling units.


2.22 ‘ग्रुप हाउसिंग’ (Group Housing) से 5000 व.मी. व इससे अधिक क्षेत्रफल के भूखण्ड पर जिसमें 04 से अधिक स्वतंत्र आवासों / बहुनिवास इकाईयों/फ्लेट्स के समूहों का ऐसा आवासीय परिसर, जिसमें कि आवास सुविधा के साथ-साथ अन्य आवश्यक सुविधाएँ यथा पार्क, सामुदायिक सुविधा आदि स्थित हों एवं परिसर की सुरक्षा की दृष्टि से भूखण्ड के चारों ओर बाउण्ड्री वॉल (Gated Community) प्रस्तावित / निर्मित हो, अभिप्रेत है।

2.22 “Group Housing” refers to a residential complex on a plot of 5000 sq.m. or more, comprising more than 4 independent residences, multiple dwelling units, or flats, with additional facilities such as parks, community amenities, and a boundary wall (gated community) for security.


2.23 ‘स्टुडियो अपार्टमेंट’ (Studio Apartment) से 750 व.मी. से अधिक क्षेत्रफल पर निर्मित ऐसा भवन जिसमें सभी निवास इकाईयों में एक शयनकक्ष, कॉमन हॉल, रसोई एवं शौचालय हो, अभिप्रेत है।

2.23 “Studio Apartment” refers to a building on a plot larger than 750 sq.m., where all dwelling units consist of one bedroom, a common hall, kitchen, and toilet.


2.24 ‘फार्म हाउस’ (Farm House) / पर्यावरण मैत्री आवास (Eco Friendly House) से नगरीय क्षेत्र सीमा में ऐसा भूखण्ड जो कि विनियम-4.3.7 के अनुसार मुख्य रूप से कृषि/बागवानी के उपयोग के साथ-साथ आंशिक भाग पर आवासीय भवन हेतु भी निर्मित / प्रस्तावित हो, अभिप्रेत है।

2.24 “Farm House/Eco-Friendly House” refers to a plot in an urban area, as per Regulation 4.3.7, primarily used for agriculture/horticulture, with a portion proposed or constructed for a residential building.


2.25 ‘डॉस्टल’ (Hostel) से ऐसे भवन अभिप्रेत है, जिसका उपयोग भवन स्वामी के स्वंय के निवास के अतिरिक्त अथवा सम्पूर्ण रूप से, 10 व अधिक छात्रों/वेतन भोगी कर्मचारियों के अस्थाई निवास हेतु निर्मित किया जाना अथवा उपयोग किया जाना प्रस्तावित हो।

2.25 “Hostel” refers to a building used, in addition to or entirely apart from the owner’s residence, for the temporary accommodation of 10 or more students or salaried employees.


2.26 रिटार्यमेन्ट हॉम्स (Retirement Homes) से ऐसे भवन अभिप्रेत है, जिसका उपयोग 60 वर्ष से अधिक आयु के व्यक्तियों के निवास हेतु निर्मित किया जाना अथवा उपयोग किया जाना प्रस्तावित हो।

2.26 “Retirement Homes” refers to a building intended or used for the residence of individuals aged 60 years or older.


2.27 अर्फीडेबल हाउसेजे (Affordable Houses) ऐसे भवन जो कि राज्य सरकार द्वारा मुख्यमंत्री जन आवास योजना/अर्कोडेबल हाउसिंग पॉलिसी के अन्र्तगत निर्धारित मानदण्डों के अनुसार हो।

2.27 “Affordable Houses” refers to buildings constructed as per the standards set under the Chief Minister’s Jan Awas Yojana or Affordable Housing Policy by the State Government.

2. परिभाषाएँ (Definitions)

2.8 ‘नगरीय क्षेत्र’ (Urban Area) से राजस्थान नगर सुधार अधिनियम की धारा 3(1) के अंतर्गत राज्य सरकार द्वारा अधिसूचित नगरीय क्षेत्र, जयपुर/जोधपुर / अजमेर /कोटा/ उदयपुर/ बीकानेर / भरतपुर विकास प्राधिकरणों के अंतर्गत आने वाला अधिसूचित क्षेत्र तथा राजस्थान नगर पालिका अधिनियम, 2009 के तहत अधिसूचित नगर पालिका क्षेत्र, अभिप्रेत है।

2.8 “Urban Area” refers to:

  • Areas notified by the State Government under Section 3(1) of the Rajasthan Urban Improvement Act, 1959.
  • Areas notified under the Jaipur/Jodhpur/Ajmer/Kota/Udaipur/Bikaner/Bharatpur Development Authorities.
  • Municipal areas notified under the Rajasthan Municipalities Act, 2009.


2.9 “योजना क्षेत्र” (Scheme Area) से नगरीय क्षेत्र की सीमा में संबंधित अधिनियम के अन्तर्गत गठित नगरीय निकाय/विकास प्राधिकरण/नगर विकास न्यास/राजस्थान आवासन

मण्डल/रीको/ग्राम पंचायत / अन्य राजकीय अथवा अर्द्धराजकीय संस्था द्वारा प्रासंगिक अधिनियम के अन्तर्गत प्रस्तावित / विकसित योजना क्षेत्र, अभिप्रेत है। जिसमें निम्न योजना क्षेत्र सम्मिलित होंगे :-

(क) नगरीय निकाय/विकास प्राधिकरण/नगर विकास न्यास / राजस्थान आवासन मण्डल/रीको/ग्राम पंचायत/अन्य राजकीय अथवा अर्द्धराजकीय संस्था की स्वीकृत योजनाऐ।

(ख) राज्य सरकार द्वारा जारी नियमों / नीतियों यथा उपविभाजन नियम-1975 अथवा प्रचलित टाउनशिप पॉलिसी, मुख्यमंत्री जन आवास योजना-2015 आदि सहित समय-समय पर जारी अन्य नियमों / नीतियों के अन्तगर्त स्वीकृत योजनाऐ।

2.9 “Scheme Area” refers to areas proposed/developed under the relevant Act by urban local bodies, Development Authorities, Urban Improvement Trusts, Rajasthan Housing Board, RIICO, Village Panchayats, or other government/semi-government entities within urban area boundaries. This includes:
(a) Approved schemes of urban local bodies, Development Authorities, Urban Improvement Trusts, Rajasthan Housing Board, RIICO, Village Panchayats, or other government/semi-government entities.
(b) Schemes approved under rules/policies issued by the State Government, such as Subdivision Rules-1975, prevailing Township Policy, Chief Minister’s Jan Awas Yojana-2015, and other rules/policies issued from time to time.

2.10 ‘परिसर (Campus) परिसर (आवासीय / वाणिज्यिक / संस्थागत / औद्योगिक) से ऐसा क्षेत्र (कैम्पस प्लान) जिसमें मुख्य उपयोग / गतिविधि यथा आवासीय / वाणिज्यिक /संस्थागत / औद्योगिक से संबंधित (Incidental) अन्य आवश्यक उपयोग / गतिविधियां यथा आवासीय, वाणिज्यिक, शैक्षणिक, कार्यालय आदि भी विकसित की गई हो, अभिप्रेत है।

उदाहरणार्थ इंजीनियरिंग कॉलेज परिसर (कैम्पस), विश्वविद्यालय परिसर (कैम्पस) में प्रमुख शैक्षणिक गतिविधियों के साथ-साथ प्रशासनिक कार्यालय, हॉस्टल, संकाय आवास, दुकाने, ऑडिटोरियम एवं औद्योगिक परिसर (कैम्पस) में मुख्य उपयोग औद्योगिक के साथ-साथ आवासीय, कार्यालय, शैक्षणिक, दुकानें आदि भी स्थित हो।

2.10 “Campus (Residential/Commercial/Institutional/Industrial)” refers to an area (campus plan) where the primary use/activity (e.g., residential, commercial, institutional, industrial) is accompanied by other incidental essential uses/activities such as residential, commercial, educational, or office spaces.
Example: An engineering college campus or university campus includes primary educational activities along with administrative offices, hostels, faculty housing, shops, auditoriums, etc. An industrial campus includes industrial activities along with residential, office, educational, or commercial spaces.

2.11 ‘मास्टर प्लान/मास्टर डवलपमेंट प्लान / जोनल डवलपमेंट प्लान’ (Master Plan/Master Development Plan/Zonal Development Plan) से राजस्थान नगर सुधार अधिनियम, 1959, जयपुर विकास प्राधिकरण अधिनियम, 1982, जोधपुर विकास प्राधिकरण अधिनियम, 2009, अजमेर विकास प्राधिकरण अधिनियम, 2013, कोटा विकास प्राधिकरण अधिनियम 2023, उदयपुर विकास प्राधिकरण अधिनियम 2023, बीकानेर विकास प्राधिकरण अधिनियम 2025, भरतपुर विकास प्राधिकरण अधिनियम 2025 और यथास्थिति राजस्थान नगर पालिका अधिनियम, 2009 के उपबन्धों के अनुसार किसी नगरीय क्षेत्र के लिए तैयार की गयी प्रारूप योजना को सम्मिलित करते हुए कोई मास्टर प्लान या मास्टर डवलपमेंट प्लान या जोनल डवलपमेंट प्लान, जैसा भी लागू हो, अभिप्रेत है।

2.11 “Master Plan/Master Development Plan/Zonal Development Plan” refers to any draft or approved plan prepared for an urban area under the provisions of the Rajasthan Urban Improvement Act, 1959; Jaipur Development Authority Act, 1982; Jodhpur Development Authority Act, 2009; Ajmer Development Authority Act, 2013; Kota Development Authority Act, 2023; Udaipur Development Authority Act, 2023; Bikaner Development Authority Act, 2025; Bharatpur Development Authority Act, 2025; and, where applicable, the Rajasthan Municipalities Act, 2009.

2.12 ‘भू-उपयोग निर्धारण एवं नियंत्रण गाईडलाईन्स (Land Use Determination Control Guidelines)’ से शहरों/कस्बों की मास्टर विकास योजना में सम्मिलित अथवा राज्य सरकार द्वारा जारी विकास प्रोत्साहन एवं नियंत्रण उपविधियां (Development Promotion & Control Regulations), अभिप्रेत है।

2.12 “Land Use Determination and Control Guidelines” refers to the Development Promotion and Control Regulations included in the Master Development Plan of cities/towns or issued by the State Government.

2.13 ‘नेशनल बिल्डिंग कोड’ (National Building Code) से भारतीय मानक ब्यूरो, नई दिल्ली द्वारा प्रकाशित नेशनल बिल्डिंग कोड का प्रचलित संस्करण, अभिप्रेत है। अधिसूचना संख्या क्रमांकः प.11 (05) नविवि/भ.वि./ 2025 , पार्ट-14787, दिनांकः 29 May 2026 द्वारा प्रतिस्थापित

2.13 भारतीय मानक संहिता (Indian Standard Code) से भारतीय मानक ब्यूरो, नई दिल्ली द्वारा प्रकाशित भारतीय मानक संहिता का प्रचलित संस्करण, अभिप्रेत है।

2.13 “National Building Code” refers to the latest edition of the National Building Code published by the Bureau of Indian Standards, New Delhi. Replaced by Notification no. : F.11(05) UDD/B.V./2025, Part-14787 date 29 May 2026

2.13 Indian Standard Code shall mean the latest applicable edition of the Indian Standard Codes published by the Bureau of Indian Standards (BIS), New Delhi.

2.14 ‘भवन’ (Building) से किसी भी प्रयोजन के लिए और किसी सामग्री से निर्मित कोई संरचना जिसमें नींव, प्लिन्थ, दीवारें, फर्श, छतें, चिमनियों, स्थित चबूतरे, बरामदे, बालकॉनियाँ, कार्निसें या बहिर्गत (Outer) भाग या किसी भवन का कोई भाग या उससे संसक्त कोई वस्तु या किसी भूमि की चारदीवारी करती हुई या चारदीवारी करने के लिए आशयित कोई भी दीवार (तीन मीटर से कम ऊँचाई की सीमा दीवार को छोड़कर), चिह या बाह्र अभिदर्शक संरचना सम्मिलित है, (किन्तु इसमें कोई अस्थायी निर्माण यथा तम्बू, शामियाना या तिरपाल-आश्रय सम्मिलित नहीं है) अभिप्रेत है।

2.14 “Building” refers to any structure constructed for any purpose using any material, including foundations, plinths, walls, floors, roofs, chimneys, fixed platforms, verandas, balconies, cornices, or any external part of a building, or any object attached to it, or any wall enclosing or intended to enclose land (excluding boundary walls less than 3 meters in height), or any signage or external structure. Temporary structures such as tents, shamianas, or tarpaulin shelters are excluded.


2.15 ‘भवन निर्माण’ (Building Construction) से नये भवन का निर्माण, निर्मित भवन में परिवर्तन या परिवर्धन, निर्मित भवन को आंशिक या पूर्ण रूप से ध्वस्त किया जाकर पुर्ननिर्माण, दुर्घटना या प्राकृतिक आपदा से आंशिक या पूर्ण रूप से क्षतिग्रस्त भवन का आंशिक या पूर्ण रूप से निर्माण कराना, अभिप्रेत है।

2.15 “Building Construction” refers to the construction of a new building, alteration or addition to an existing building, partial or complete demolition and reconstruction of a building, or partial or complete reconstruction of a building damaged by accident or natural disaster.

1. Short Title and Commencement

2. परिभाषाएँ (Definitions)

इन विनियमों में जब तक विषय अथवा संदर्भ द्वारा अन्यथा अपेक्षित नहीं हो :-

Unless the context or subject otherwise requires, the following definitions shall apply in these regulations:


2.1 “अधिनियम (Act) से जयपुर विकास प्राधिकरण अधिनियम 1982, जोधपुर विकास प्राधिकरण अधिनियम 2009, अजमेर विकास प्राधिकरण अधिनियम 2013, कोटा विकास प्राधिकरण अधिनियम 2023, उदयपुर विकास प्राधिकरण अधिनियम 2023, बीकानेर विकास प्राधिकरण अधिनियम 2025. भरतपुर विकास प्राधिकरण अधिनियम 2025 राजस्थान नगर सुधार अधिनियम, 1959, राजस्थान नगर पालिका अधिनियम, 2009, राजस्थान आवासन मण्डल अधिनियम, 1970, अभिप्रेत है।

2.1 “Act” refers to the Jaipur Development Authority Act, 1982; Jodhpur Development Authority Act, 2009; Ajmer Development Authority Act, 2013; Kota Development Authority Act, 2023; Udaipur Development Authority Act, 2023; Bikaner Development Authority Act, 2025; Bharatpur Development Authority Act, 2025; Rajasthan Urban Improvement Act, 1959; Rajasthan Municipalities Act, 2009; and Rajasthan Housing Board Act, 1970.


2.2 ‘नगरीय निकाय / स्थानीय निकाय (Urban Body/Local Body) से विकास प्राधिकरण, नगर विकास न्यास, नगर निगम / नगर परिषद् / नगर पालिका जैसी भी स्थिति हो, अभिप्रेत है।

2.2 “Urban Body/Local Body” refers to Development Authorities, Urban Improvement Trusts, Municipal Corporations, Municipal Councils, or Municipalities, as applicable.


2.3 ‘ग्राम पंचायत’ (Village Panchayat/Rural Local Body) से राजस्थान पंचायत अधिनियम संशोधन, 1994 के अन्तर्गत गठित ग्राम पंचायत, अभिप्रेत है।


2.4 ‘सक्षम संस्था (Competent Authority) से भवन निर्माण अनुज्ञा हेतु ग्राम पंचायत की आबादी क्षेत्र में ग्राम पंचायत का प्राधिकृत अधिकारी, नगर पालिका/नगर परिषद/नगर निगम के क्षेत्र में संबंधित नगर पालिका/नगर परिषद/नगर निगम द्वारा निर्दिष्ट प्राधिकृत अधिकारी, नगर विकास न्यासों में संबंधित न्यास द्वारा निर्दिष्ट प्राधिकृत अधिकारी, जयपुर / जोधपुर / अजमेर/कोटा / उदयपुर विकास प्राधिकरण में संबंधित विकास प्राधिकरणों द्वारा निर्दिष्ट प्राधिकृत अधिकारी, रीको एवं आवासन मण्डल के योजना क्षेत्रों में रीको एवं आवासन मण्डल द्वारा निर्दिष्ट प्राधिकृत अधिकारी या अन्य किसी विशिष्ट क्षेत्र हेतु राज्य सरकार द्वारा विनिर्दिष्ट अधिकारी अथवा विनियम संख्या 11 के अनुसार पंजीकृत तकनीकीविज्ञ, अभिप्रेत है।

2.4 “Competent Authority” refers to:

  • An authorized officer of the Village Panchayat for building permissions in its populated area.
  • An authorized officer designated by the Municipal Corporation/Municipal Council/Municipality in their respective areas.
  • An authorized officer designated by Urban Improvement Trusts.
  • An authorized officer designated by Jaipur/Jodhpur/Ajmer/Kota/Udaipur/Bikaner/Bharatpur Development Authorities.
  • An authorized officer designated by RIICO or Rajasthan Housing Board in their scheme areas.
  • Any officer specified by the State Government for specific areas or a registered technical expert as per Regulation 11.


2.5 ‘सक्षम अधिकारी (Competent Officer) से विनियम-11 में वर्णित अधिकारी एवं पंजीकृत तकनीकीविज्ञ, अभिप्रेत है।

4.3 General Rules of Residential

7. फार्म हाउस (Farm House) / पर्यावरण मैत्री आवास (Eco Friendly House) :-


(i) फार्म हाउस / पर्यावरण मैत्री आवास के निर्माण हेतु मापदण्ड तालिका-1 के बिन्दु संख्या 2 के अनुसार रखे जाने होगें।

(i) The standards for construction of farm houses / eco-friendly houses shall be as prescribed under point number 2 of Table-1.


(ii) फार्म हाउस/पर्यावरण मैत्री आवास के भूखण्डों पर निर्मित आवासीय भवन के अतिरिक्त खुले क्षेत्र का उपयोग कृषि/कृषि आधारित उपयोग / वृक्षारोपण /नर्सरी/ऑर्चाड आदि हेतु किया जाना अनिवार्य होगा।

(ii) In addition to the constructed residential building on the farm house / eco-friendly house plots, the open area shall mandatorily be used for agriculture / agriculture-based use / plantation / nursery / orchard, etc.

5. ग्रुप हाउसिंग (Group Housing) :

6. स्टुडियो अपार्टमेंट (Studio Apartment) :

(i) स्टुडियो अपार्टमेंट हेतु भूखण्ड का न्यूनतम क्षेत्रफल 750 वर्गमीटर से अधिक एवं सड़क की चौड़ाई न्यूनतम 12 मीटर होना आवश्यक होगा।

(i) For studio apartments, the minimum plot area shall be more than 750 sq. m., and the minimum road width shall be 12 metres.
(ii) 5000 व.मी से कम क्षेत्रफल के भूखण्ड पर स्टुडियो अपार्टमेंट प्रस्तावित होने पर फ्लेट्स हेतु निर्धारित मापदण्ड लागू होगें एवं 5000 व.मी व इससे अधिक क्षेत्रफल के भूखण्ड पर ग्रुप हाउसिंग हेतु निर्धारित मापदण्ड लागू होगें।

(ii) For plots measuring less than 5000 sq. m., the standards prescribed for Flats shall apply; and for plots measuring 5000 sq. m. or more, the standards prescribed for Group Housing shall apply.
(iii) स्टुडियो अपार्टमेंट प्रस्तावित होने पर पार्किंग का प्रावधान तालिका-16 के अनुसार किया जाना अनिवार्य होगा।
(iii) Where studio apartments are proposed, provision for parking shall be made mandatorily as per Table-16.

4.3 आवासीय भवन (Residential building)

5. ग्रुप हाउसिंग (Group Housing) :-

(i) 5000 वर्गमीटर व इससे अधिक क्षेत्रफल के भूखण्ड पर 04 से अधिक आवासीय ईकाइयों प्रस्तावित /निर्मित होने पर ऐसी परियोजना को ग्रुप हाउसिंग की श्रेणी में माना जावेगा।

(i) On plots measuring 5000 sq. m. or more, where more than four residential units are proposed or constructed, such a project shall be considered under the category of Group Housing.
(ii) ग्रुप हाउसिंग हेतु सड़क की चौड़ाई न्यूनतम 12 मीटर होना आवश्यक होगा।

(ii) For group housing, the minimum road width shall be 12 metres.
(iii) ग्रुप हाउसिंग के भूखण्डों पर तालिका-01 में निर्धारित मापदण्डों के अनुसार भवन निर्माण स्वीकृति दी जावेगी।

(iii) Building construction approval on plots for group housing shall be granted in accordance with the standards prescribed in Table-01.
(iv) ग्रुप हाउसिंग के भूखण्डों पर पार्किंग का प्रावधान तालिका-16 के अनुसार किया जाना अनिवार्य होगा।

(iv) Provision of parking on plots for group housing shall be made mandatorily as per Table-16.


(v) ग्रुप हाउसिंग के भूखण्ड में ग्रीन एरिया का प्रावधान विनियम-8 के अनुसार किया जाना अनिवार्य होगा।

(v) Provision of green area on plots for group housing shall be made mandatorily as per Regulation-8.


(vi) ग्रुप हाउसिंग हेतु प्रस्तावित परियोजना में गणना योग्य निर्मित क्षेत्र (बी.ए.आर) का न्यूनतम 2 प्रतिशत क्षेत्र एवं अधिकतम 5 प्रतिशत क्षेत्र परियोजना के सोसाइटी कार्यालय, स्वागत कक्ष, प्रतिक्षायल, कॉमन / विशेष योग्यजन हेतु टॉयलेट अन्य सार्वजनिक सुविधाऐं यथा सामुदायिक हॉल, कॉमन स्टोर, पुस्तकालय, क्लब, जिम, इनडोर गेम्स / स्विमिंग पूल / योगा मेडिटेशन हॉल हेतु रखा जाना आवश्यक होगा।
(vi) In projects proposed for group housing, a minimum of 2% and a maximum of 5% of the computed built-up area (B.A.R.) shall be reserved for society office, reception, waiting lounge, toilets for common use / for differently-abled persons, and other public amenities such as community hall, common store, library, club, gym, indoor games area, swimming pool, and yoga/meditation hall.

उक्त के अतिरिक्त अधिकतम 3 प्रतिशत क्षेत्र शिक्षा एवं स्वास्थ्य संबंधी सुविधाओं आदि हेतु रखा जा सकेगा।
उक्त क्षेत्र केवल भवन निवासियों की सुविधाओं के लिए ही आरक्षित रहेगा, जिसका विक्रय नहीं किया जा सकेगा तथा विकासकर्ता द्वारा उक्त सुविधा क्षेत्र विकसित कर इसको रख-रखाव हेतु आर.डब्ल्यू.ए को हस्तान्तरित करना होगा। उक्त सुविधाएँ केवल भवन निवासियों के उपयोग हेतु ही रखी जावेगी एवं परियोजना के बाहर किसी अन्य व्यक्ति / संस्था को उपयोग हेतु नहीं दी जा सकेगी।
उक्त सुविधाएँ भूखण्ड मे किसी भी बिल्डिंग ब्लॉक में बेसमेंट, स्टिल्ट फ्लोर अथवा किसी भी तल पर अथवा पृथक भवन अथवा भवन ईकाइयों के रूप में भी अनुज्ञेय होंगी।

In addition to the above, a maximum of 3% area may be reserved for facilities related to education and health, etc.

This area shall be reserved only for the use of the building residents, shall not be sold, and shall be developed by the developer and handed over to the Residents Welfare Association (R.W.A.) for maintenance. Such facilities shall be kept exclusively for the use of the residents and shall not be provided for use by any person or institution outside the project.

These facilities may be located in the basement, stilt floor, or any floor of any building block, or as a separate building or building units within the plot.
(vii) कुल प्रस्तावित गणना योग्य क्षेत्र (बी.ए.आर) का न्यूनतम 1 प्रतिशत निर्मित क्षेत्र अथवा 1000 वर्गमीटर निर्मित क्षेत्र, जो भी कम हो, खुदरा व्यवसायिक (दैनिक उपभोग हेतु) दुकानों के लिए (साईज अधिकतम 45 वर्गमीटर) रखा जाना अनिवार्य होगा। उक्त खुदरा व्यावसायिक सहित कुल गणना योग्य निर्मित क्षेत्र (बी.ए.आर)_का अधिकतम 5 प्रतिशत तक निर्मित क्षेत्र वाणिज्यिक उपयोग हेतु अनुज्ञेय किया जा सकेगा। इस व्यवसायिक प्रस्तावित निर्मित क्षेत्र का उपयोग ग्रुप हाउसिंग के निवासियों के दैनिक प्रयोजन हेतु उपयोगी व्यवसाय हेतु ही अनुज्ञेय होगा। इन दुकानों में ऐसी कोई गतिविधि अनुज्ञेय नहीं होगी जो भवन निवासियों के लिए हानिकारक एवं संकटमय हो।
व्यवसायिक उपयोग के क्षेत्रफल पर आवासीय आरक्षित दर का 40 प्रतिशत शुल्क देय होगा।

(vii) A minimum of 1% of the total proposed computed built-up area (B.A.R.), or 1000 sq. m. of built-up area, whichever is less, shall be mandatorily reserved for retail commercial shops (for daily needs), with a maximum shop size of 45 sq. m.. Including these retail shops, a maximum of 5% of the total computed built-up area (B.A.R.) may be permitted for commercial use.

The commercial built-up area so proposed shall be permitted only for businesses useful for the daily needs of the group housing residents. No activity shall be permitted in these shops that may be harmful or hazardous to the residents.

The area permitted for commercial use shall be subject to a fee equivalent to 40% of the residential reserved rate.
